RESOLUTION
APPOINTING MEMBERS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that Rosamaria D. Martinez, Carol Rauschenberger, Barbara Keselica and Elizabeth Marston are
hereby appointed as members of the Elgin Area Convention and Visitor's Bureau, for terms that
will expire on December 31, 2020.

Appointment of Four Members to Elgin Area Convention and Visitors Bureau Board of Directors
(No Cost)
OBJECTIVE:
Adopting a resolution appointing four members to the board of directors pursuant to its purchase
of service agreement with the City.
RECOMMENDATION:
Adopt a resolution appointing four members to the Elgin Area Convention and Visitors Bureau
Board of Directors.
The City's revamped purchase of service agreement(PSA)requires broader representation on the
Elgin Area Convention and Visitors Bureau's (EACVB)board of directors to ensure all stakeholders
benefitting from the City's funding to EACVB have their interests considered in the EACVB'S mar-
keting efforts. Towards that end, representatives from the Downtown Neighborhood Association
and the Elgin Area Chamber of Commerce were added to the EACVB's current board of directors.
The PSA (and EACVB by-laws)provide that four directors shall be appointed by the City Council,
with the caveat that one of those four appointees is a City Council member.
BACKGROUND
The City entered into a PSA with the EACVB in March that runs through the end of June 2019.
The new PSA requires broader representation on the EACVB's board of directors to ensure all
stakeholders benefitting from the City's funding to EACVB have their interests considered in the
EACVB'S marketing efforts. Towards that end, representatives from the Downtown Neighbor-
hood Association (DNA) and the Elgin Area Chamber of Commerce (EAC) were added to the
EACVB's current board of directors.
The PSA (and EACVB by-laws) provide that four directors shall be appointed by the City Council,
with the caveat that one of those four appointees is a City Council member.

OPERATIONAL ANALYSIS
Councilwoman Martinez is currently serving as an EACVB board member, but her appointment
to the EACVB board was made by the city manager rather than the City Council. Staff is recom-
mending that Councilwoman Martinez be included as one of the City Council's four appointees
to the EACVB board.
Councilwoman Rauschenberger has expressed interest in serving on the EACVB board as well.
Staff is similarly recommending that Councilwoman Rauschenberger be included as one of the
City Council's four appointees to the EACVB board.
Barb Keselica, the City's Special Events and Community Engagement Manager is serving on the
board. Her appointment, however, was not made by the City Council, but rather by the EACVB
director. Ms. Keselica's current term is also expiring. Staff is recommending that Ms. Keselica be
included as one of the City Council's four appointees to the EACVB board.
The EACVB board has traditionally benefited from the presence of a board member affiliated with
an Elgin museum. Peggy Stromberg has served in that role for many years as an EACBV director-
appointed member, but Ms. Stromberg's term has expired. Staff is recommending that a board
member affiliated with the Elgin History Museum be appointed as one of the City Council's four
appointees to the EACVB board. Elgin History Museum President William Briska is recommending
that museum director Liz Marston be appointed to fulfill that representation on the EACVB board.

ALTERNATIVES
The City Council must approve a resolution appointing four persons as directors to the Elgin Area
Convention and Visitors Bureau board of directors with the condition that one of those four ap-
pointees be a City Council member.
