HomeMy WebLinkAbout10-181 Resolution No. 10-181 RESOLUTION ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC IMPROVEMENTS WITHIN LAMBERT LANE RIGHT-OF-WAY (Oak Ridge Subdivision) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,that the City of Elgin hereby accepts for ownership and maintenance within Lambert Lane right-of-way the following public improvements: approximately 453 lineal feet of 12-inch storm sewer,72 lineal feet of 18-inch storm sewer, 160 lineal feet of 30-inch storm sewer, six catch basins, four storm manholes, four street lights, 800 lineal feet of improved street (including curb and gutter on both sides of the street) and their appurtenances to the city-maintained facilities. s/Ed Schock Ed Schock, Mayor Presented: September 22, 2010 Adopted: September 22, 2010 Omnibus Vote: Yeas: 6 Nays: 0 Attest: s/Diane Robertson Diane Robertson, City Clerk IIIII h •EPCRTTOM/ OR & MEMBERS OF CITY COUNICiiL E LG I N THE CITY IN THE SUBURBS MEETING DATE: September 8, 2010 INITIATIVE F: Acceptance of Public Improvements— Lambert Lane COMMUNITY GOAL • Financially Stable City Government: To preserve and enhance the city's sound and resilient financial condition thru long-term planning for service delivery and infrastructure needs OBJECTIVE • Maintain and enhance the community's infrastructure PURPOSE • Provide the residents of the Oak Ridge Subdivision with safe access to U.S. 111 Highway 20 through a signalized intersection RECOMMENDATION • Accept the public improvements for ownership and maintenance within Lambert Lane right of way BACKGROUND U.S. Shelter, LLC has requested that the city of Elgin accept the public improvements within the public right of way of Lambert Lane for ownership and maintenance. The road extension is located on the north side of Route 20 (Lake Street), approximately 1,390 feet east of the Elgin, Joliet & Eastern Railroad (2,500 feet east of Shales Parkway). The road extension consists of an urban two lane street providing full access, through a signalized intersection, to Route 20 for the city residents in the Oak Ridge Subdivision. All public and quasi public improvements have been completed and inspected by city personnel. Acceptance of the public improvements will add approximately 453 lineal feet of 12- inch storm sewer, 72 lineal feet of 18-inch storm sewer, 160 lineal feet of 30-inch storm sewer, IIIsix catch basins, four storm manholes, four street lights, 800 lineal feet of improved street . (including curb & gutter on both sides of the street) and their appurtenances to the city- id maintained facilities. A minor detention basin was constructed as part of the road improvements and is located within private property not annexed to the city. Because the property owner declined to provide the city with an easement to maintain the detention basin, that property owner will be responsible for properly maintaining the detention basin. OPERATIONAL ANALYSIS With the completion of Lambert Lane into Oakridge Subdivision, safe and easy access to the subdivision has been accomplished. The city's acceptance of the public improvements will insure proper snow removal and general maintenance. INTERESTED PERSONS CONTACTED Staff made contact with U.S. Shelter to ensure all requirements were met. FINANCIAL ANALYSIS There are no direct, immediate costs associated with this acceptance. However, maintenance and operating costs for the storm sewer, pavement and their appurtenances will increase over time and will be included as part of the annual budgeting process. ALTERNATIVE COURSES OF ACTION The city council may choose not to accept the public improvements for ownership and maintenance. 2 •. NEXT STEPS 1. Request U.S. Shelter to provide one-year guarantee of the improvements against defects caused by faulty workmanship or inferior materials. 2. If no defects are found within one year after city council acceptance of the public improvements, return the guarantee documents to U.S. Shelter.
