RESOLUTION
AUTHORIZING EXECUTION AND ACCEPTANCE OF A PLAT OF EASEMENT
FOR PUBLIC UTILITIES FROM PAR DEVELOPMENT, INC.
FOR RANDALL COMMONS SUBDIVISION
(990 South Randall Road)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Ed Schock,Mayor, and Diane Robertson, City Clerk, be and are hereby authorized and directed to
execute a plat of easement for public utilities from Par Development, Inc. for Randall Commons
Subdivision, 990 South Randall Road, legally described as follows:
That part of the West half of the Northwest Quarter of Section 28, Township 41
North, Range 8 East of the Third Principal Meridian, lying East of the West line of
the East 412.50 feet of said Northwest Quarter Bounded and described as follows:
Beginning at the Southeast corner of the West half of said Northwest Quarter;thence
Westerly,along the south line of the West half of said Northwest Quarter,a distance
of 412.50 feet; thence Northerly,parallel with the East line of the West half of said
Northwest Quarter,a distance of 527.83 feet;thence Easterly,along a line that forms
an angle of 90 degrees 41 minutes to the right with the prolongation of the last
described course, a distance of 412.53 feet to the East line of the West half of said
Northwest Quarter; thence Southerly along the East line of the West half of said
Northwest Quarter, a distance of 520.42 to the point of beginning, excepting
therefrom all that part thereof previously dedicated for public right of way, in Elgin
Township,Kane County, Illinois.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to cause
the plat of easement to be recorded in the office of the Recorder of Deeds of Kane County,Illinois.

SUBJECT: Acceptance of Offsite Easements for Public Utilities to Serve the Randall
Commons Subdivision
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider the acceptance of offsite easements for public utilities to serve the
Randall Commons Subdivision.
RECOMMENDATION
It is recommended that the City Council accept the offsite easements for public utilities to serve
the Randall Commons Subdivision at no cost and direct staff to prepare the necessary resolution.
BACKGROUND
Randall Commons is a three lot commercial subdivision being developed by Par Development,
Inc. for 9N710 Randall Road, LLC as owner. To serve each subdivided lot with water and
sewer, the developer is required to extend public improvements over the Nick's Pizza Property
from Shasta Daisy Court. Easements will need to be accepted to allow the developer to construct
the public utilities and to provide the City access for maintenance of these public utilities.

FINANCIAL IMPACT
The cost for recording the easement document of$75, will be paid by the City and reimbursed by
the developer. The expense will be charged to the General Fund, Engineering Division budget
account number 010-3311-752.32-05, "Legal Recording Fees" where there is $500 budgeted and
currently $285 available.

ALTERNATIVES
1. The City Council may choose to accept the easements for public utilities to serve the
Randall Commons Subdivision.
2. The City Council may choose to reject the easements for public utilities to serve the
Randall Commons Subdivision.
