RECOMMENDATION It is recommended that the City Council accept the ICJIA grant award for two part-time Domestic Violence Case Managers in the amount of$28,912. BACKGROUND In late 2001, the City authorized the formation of two part-time Violence Case Worker positions using grant funds. These positions have been funded by ICJIA since 2003. The previous agreement numbers are as follows: 204046, 204546, 206046 and 208046. The City has been offered a grant for $28,912 to continue this program by the Illinois Criminal Justice Information Authority. These funds would be combined with a grant in the amount of $10,000 from the Illinois Attorney General's Office. The ICJIA has offered funding starting September 1, 2008, through August 31, 2009 for these positions in the amount of$28,912, with a match of$7,228 from the City. The Office of the Illinois Attorney General provided a grant of$10,000 for salaries of Domestic Case Managers • running from July 1 to June 30. The City is currently operating under the Attorney General's July 1, 2008 to June 30, 2009 grant. The $31,268 cost of benefits/salary is short of full funding. The City Council has, in the past years, authorized partial funding for these positions. It should be noted that in this funding period, the grant cycle was changed from 12 months to six months for the ICJIA grant with an additional continuation funding application being required in September 2008. The two grants will be combined, $28,912 from the ICJIA and $10,000 from the Attorney General, for a total funding of $38,912 of an estimated required amount of $70,180 through Acceptance of Grant from ICJIA for Two Part-Time Domestic Violence Case Worker October 16, 2008 Page 2 August 2009. Should future grants or additional funding sources fail to materialize, the department has contemplated discontinuing the program in its present form. The annual cost for the two part time employees (salaries and benefits) totals approximately $71,000. When both grants (Office of Attorney General = $10,000) are combined, the City's portion to fund the initiative will total approximately$32,100. Sufficient funds will need to be identified within the 2009 budget for this program to be funded. The City will also be supplying managerial oversight of the program by the Victim Assistance Coordinator, office space, audit fees and ancillary(non-payroll) expenses for these employees. EGAL IMPACT A None ALTERNATIVES 1. The City Council may choose to accept the grant award from ICJIA to fund the Domestic Violence Case Workers. 2. The City Council may chose to reject the grant and fund the Domestic Violence Case Workers with local funds. 3. The good news is that the Authority has received the VOCA FFY08 application and now knows what our state allocation will be for this year. Unfortunately, we cannot send you a formal designation letter until the individual program designations have been approved by our Budget Committee,which will some time in August. In order to assist you in beginning the continuation process without the actual designation, I have attached the Exhibit A and Exhibit B materials so you can begin the continuation material process. Please use the unofficial designation of$28,912 Federal, with a$7,228 of local Match, on your budget. This estimated designation reflects a 27.8 percent reduction from your current designation. Following the Budget Committee meeting when the designations to grantees will be approved, I will send you a formal designation letter with the approved Federal and Match amounts. Although these amounts will not be different from the amount listed above they are not official without the Budget Committee approval. Also, please note that the list of objectives in the Exhibit A/Program Narrative has been revised. In the past, Criminal Justice Support/Advocacy and Emergency Legal Advocacy have had subset objectives, such as criminal court orientation or criminal court escort service. The data for these objectives does not need to be reported to OVC so these subset objectives no longer appear in the list of grant objectives,and you will no longer need to report the subsets. RECOMMENDATION It is recommended that the City Council accept this award from the Office of the Attorney General for the continuation of two part-time Domestic Violence Case Manager positions in the amount of$10,000. BACKGROUND The Domestic Violence Program was implemented in 2001 from a grant through the Department of Commerce and Community Affairs. Once that grant expired at the end of the 2001 funding year, other funding was sought. The police department has received a grant from the Office of the Attorney General since 2002 in the amount of $10,000. Also, the police department has received a grant from the Illinois Criminal Justice Information Authority in various amounts ranging from $38,000 to $40,000 per year since 2002. These grant awards have been applied to the salaries of the two part-time Domestic Violence Case Managers This program enables the Social Services Unit to address domestic violence at the police level. The Domestic Violence Case Managers bring specialized expertise in domestic violence to the police department. The collaboration between officers and the case managers helps to effectively serve victims. The relationship is important because there is a better understanding of the issues surrounding the special needs of these victims. This Domestic Violence Program gives the officers the opportunity to make quick and direct referrals and to problem solve Acceptance of an Office of Attorney General Grant for Two Domestic Violence Case Managers October 16, 2008 Page 2 together with the Domestic Case Managers. With new officers, the Domestic Violence Case Managers provide an orientation that includes an overview of domestic violence issues and helps to improve new officers'understanding and sensitivity to domestic violence victims. Victims of domestic violence come from every population: female and male, young and elderly, all races and religions,as well as all socio-economic levels. The program is not limited to partner abuse, it also addresses family violence. The Case Managers' primary goal is to reach out to victims of domestic violence and family violence to offer information and services to help them and their children to be safe. Specifically,the Domestic Violence Program provides the following primary services: • Review all police reports of domestic violence • Contact victims via phone or letter to offer services and referrals • Assist victims who directly request help (with or without police reports) • Provide referrals to other community resources, mostly for legal advocacy and assistance in obtaining orders of protection, emergency shelter, and finanical aid • Provide crisis counseling/crisis intervention (including home visits when necessary) to victims and their family members • Provide personal advocacy • Develop and implement outreach programs to increase public awareness of domestic violence The Domestic Violence Case Managers are the victims' first point of contact with social services after police involvement, and they service victims as a conduit to all appropriate community services in addition to providing direct services. The Community Crisis Center often requests the help of the Domestic Violence Case Managers to provide legal advocacy and transportation to court. There have been times when the Community Crisis Center cannot serve mentally ill victims and refer them to the police department for help. The Domestic Violence Case Managers help these victims to obtain necessary services. The statistics kept for the grants show that in 2007, the Domestic Violence Case Managers served over 2,400 Elgin residents. Since the program began in 2001, the Domestic Violence Case Managers provided services for approximately 7,400 Elgin residents. Without these services, many victims would have difficulty in obtaining the legal, social and referral assistance they need. In addition, the Domestic Violence Program has added to the community policing concept and helps to build a positive rapport between police and the community. Finally, the Domestic Violence Program is instrumental in fulfilling the Victims Services requirement for the Elgin Police Department accreditation. When both grants (ICJIA = $28,912) are combined, the City's portion to fund the initiative will total approximately $32,100. Sufficient funds will need to be identified within the 2009 budget for this program to be funded. The City will also supply the office space ancillary expenses for these employees (non-payroll). LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to accept this Office of the Attorney General Grant for Two Domestic Violence Case Managers. 2. The City Council may choose to reject this award and fund the Domestic Violence Case Manager positions entirely with local funds. 3.
