RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH
THE TOWN OF ELGIN
(2008 Youth at Risk Summer Program)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Olufemi Folarin,City Manager,and Diane Robertson,City Clerk,be and are hereby authorized and
directed to execute an agreement on behalf of the City of Elgin with the Town of Elgin for the 2008
Youth at Risk Summer Program, a copy of which is attached hereto and made a part hereof by
reference.

SUBJECT: Acceptance of a Grant from Elgin Township—Youth at Risk Summer Program
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider accepting a grant from Elgin Township for the operation of a summer
program.
RECOMMENDATION
It is recommended that the City Council approve the acceptance of a grant from Elgin Township
in the amount of$20,000.
BACKGROUND
The vision of the 2008 Youth at Risk Summer Program is to see children mature into responsible
citizens by creating a positive environment for them to make informed and responsible decisions
while challenging and supporting the development of life skills.
The mission is to provide the youth (ages 8 throughl6) of Elgin Township with the opportunities
to comprehend, embrace and practice choices that would ultimately result in a healthy, positive
lifestyle. The program incorporates positive peer motivation and mentoring. The summer
program will improve personal development skills in all youth by offering programs and services
in the areas of academics, life skills, recreation and self-motivation. The lessons and activities
are thought provoking, life changing and relevant to the interest of today's youth. The program
is fully inclusive for youth of all backgrounds and abilities. This program will collaborate with
faith communities, schools and social service organizations to establish and staff the program for
Elgin Township youth.
In cooperation with school district U-46, Renz Center and Elgin Township, the Elgin Police
Department will be conducting courses of instruction which will include: Drug Prevention, Peer
Jury, Gang Awareness and Truancy Prevention/Consequences. In addition, we will involve the
kids in physical fitness activities.

Police (School) Liaison and DARE officers will be assigned to staff this program. There will be
nine officers involved, including the Sergeant and also supplemented by our ROPE officers who
have been asked to participate. Additional staffing will be supplied by the Renz Addiction
Counseling Center and other community based organizations that wish to participate. Program
hours of operation are: 5:00 pm to 9:30 pm, Monday through Friday for 11 weeks from June 9,
2008 through August 22, 2008, at various U-46 middle school locations.

FINANCIAL IMPACT
The grant award from Elgin Township would total $20,000. Program costs would include
instructional materials and gym rental expenses from U-46 not to exceed $20,000. The City will
also be supplying oversight of the program by School Liaison Officers from Major Investigations
Division as part of their regular salaries (no overtime). Renz Center representatives will also
participate at no additional cost to the program.
LEGAL IMPACT
None
ALTERNATIVES
1. The City Council may choose to accept this grant.
2. The City Council may choose not to accept this grant and to seek other funding for this
program.

AGREEMENT
AGREEMENT, made this 9th day of June , 2008, by and between the
Township of Elgin, Illinois, a municipal corporation ("Township") and the City of Elgin,
Illinois, a municipal corporation ("Recipient")".
WHEREAS, TOWNSHIP is authorized to expend funds to provide social services
for the poor and/or aged of Elgin Township, 60 ILCS 1/85-13(a) (1) (G); and
WHEREAS, Recipient has made application for receipt of such funds, for the
following specific purpose: Operating expenses to support social service programs of the
Recipient to Elgin Township residents.
WHEREAS, the Elgin Board of Trustees, on the 2nd day of April , 2008, by
formal motion and vote of said Board, did approve the application of Recipient in the
amount of Twenty Thousand Dollars ($ 20,000.00 ) Dollars.
NOW, THEREFORE, IN CONSIDERATION OF THE MUTUAL PROMISES
SET FORTH HEREIN, AND OTHER GOOD AND VALUABLE CONSIDERATION,
IT IS AGREED BY AND BETWEEN THE PARTIES HERETO AS FOLLOWS:
1. Recipient agrees that all portions of these monies shall be used, directly or
indirectly, to provide social services for youth programs, mental health, and the poor or
aged who are residents of Elgin Township.
2. Recipient agrees that if more than twenty-five percent (25%) of any
construction project is funded by any portion of the funds received under this Agreement,
that all laborers and mechanics employed by contractors or subcontractors will be paid
wages not less than those specified by the Secretary of Labor under the Davis-Bacon Act
for similar construction in the locality in effect at time of project.
3. Recipient agrees that no person shall on the grounds of race, color, creed,
national origin or sex, be excluded from participation in, be denied the benefits of, or be
subjected to discrimination under any program or activity funded with any portion of the
funds received under this Agreement.
4. Disbursement of funds shall be subject to the following further terms and
conditions:
a. The total grant of Twenty Thousand Dollars ($20,000.00) Dollars shall cover
the period commencing on the lst day of April , 2008 through the 315` day of March ,
2009 ("the Grant period").
b. The grant funds provided for hereunder shall be disbursed to Recipient on or
before , 2008." One time disbursement of funds in full.

c. Recipient agrees to follow proper accounting and auditing procedures; to
maintain a record of all monies received from the Elgin Town Board of Trustees, and of
the disbursement of said monies; and to submit to the Town Board of Trustees an interim
activity report after 6 months and a final account at the end of the Grant Period.
Recipient shall expend all grant funds within the Grant Period.
d. Recipient agrees to utilize the monies hereunder in strict adherence to the terms
and conditions of this Agreement.
5. Recipient makes the following representations and warranties, as a condition of
receipt of funds under this Agreement:
a. Recipient is authorized to receive such funds, and the persons executing this
Agreement have been authorized to do so, all by formal resolution of the Board of
Directors or other governing body of Recipient.
6. "This agreement shall not be construed so as to create a joint venture,
employment, partnership or other agency relationship between the parties
hereto."
7. "This agreement is the only agreement between the parties hereto. There are
no other agreements, either oral or implied, affecting the subject matter of this
agreement."
8. Other conditions:
