RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
TURN-KEY NETWORK SOLUTIONS, INC.
FOR INSTALLATION OF FIBER OPTIC CABLE
WHEREAS,the City of Elgin has heretofore entered into a contract with Turn-Key Network
Solutions, Inc. for installation of fiber optic cable; and
WHEREAS,it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that Olufemi Folarin,City Manager,be and is hereby authorized and directed to
execute Change Order No. 1,a copy of which is attached hereto and made a part hereof by reference.

CITY OF ELGIN
PROJECT
CHANGE ORDER NO. 1
CONTRACT:
Turn-Key Network Solutions, Inc. fiber optic cable installation
SCOPE:
This change order affects a contract entered into between the City of Elgin and Turn-Key
Network Solutions, Inc., dated June 13, 2007.
This Change Order No. 1 will provide additional labor and materials to install 24,000 feet of#10
stranded tracer wire, install an underground conduit and add fiber between the Fox River water
pump station and the Riverside Water Plant.
REASON FOR CHANGE:
This Change Order No. 1 is in the best interests of the City of Elgin and is authorized by law.
The necessity for the changes was unforeseen at the time of the original agreement, and the
changes contemplated hereby are germane to the original agreement.
SUMMARY OF CHANGES IN CONTRACT AMOUNT:
The original contract will be amended as to scope and costs as provided below:
The original contract amount with Turn-Key Network Solutions, Inc. is for the amount of
$513,505. By reason of this Change Order No. 1, the original contract for the installation of
fiber optic cable will be increased by $40,300, which represents an increase of approximately
7.8% over the original contract amount. The new contract amount, inclusive of Change Order
No. 1, is $553,805.
The increased cost amount attributable to the installation of 24,000 feet of #10 tracer wire is
$14,400. The increased cost to install an underground conduit and to add fiber is $25,900.
OTHER CONTRACT PROVISIONS:
All other contract provisions shall remain the same.

SUBJECT: Change Order No. 1 to Turnkey Network Solutions Agreement for Installation of
Fiber Optic Cable
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider Change Order No. 1 to Turnkey Network Solutions Agreement for
Installation of Fiber Optic Cable.
RECOMMENDATION
It is recommended that the City Council approve change order no. 1 to the agreement with
Turnkey Network Solutions for fiber optic cable installation in the amount of$40,300.
BACKGROUND
In June, the City Council approved an agreement with Turnkey Network Solutions for the
installation of almost 10 miles of new fiber optic cable. Fiber optic cable is being installed from
Riverside Water Treatment Plant to Airlite Water Plant in conduit that was installed as part of the
2005 water main project. This will provide a fiber loop between the water plants to allow the
water SCADA management system to remain fully operational in the event of a break in the
network and provide fiber capacity for new City facilities west of Randall Road. During the
installation two unforeseen situations have occurred dealing with the fiber run from Riverside
Water Treatment Plant to the Airlite Water Treatment Plant.
Item one is the lack of tracer wire in the conduit installed in 2005 during the water main project.
As the fiber installation began it was discovered that tracer wire was not previously installed.
Tracer wire is needed to locate buried fiber and avoid damage during future construction. The
cost to install the 24,000 feet of tracer wire is $14,400. The original scope of services did not
include tracer wire installation.
Item two addresses a problem discovered with conduit from the Fox River water pumping station
to the Riverside Water Plant. There is existing conduit running from the Riverside Water Plant
to the Fox River Pump Station installed in the middle 1990's. It was anticipated that the existing

conduit would accommodate the new fiber cable, a visual inspection indicated a pull rope that
could be used to pull in the new fiber. At the time of installation the pull rope broke due to age
and deteriorated condition and it became apparent that the new fiber could not be installed
without damage to the existing cables in the conduit. To address this issue a new conduit will be
directionally drilled underground from the pump station to the water plant. At the same time
additional fiber will be added to connect the pump station to the water plant allowing for
additional security and SCADA connections between these two buildings. The cost to install the
underground conduit and to add fiber between the pump station and the water plant is $25,900.

FINANCIAL IMPACT
There are sufficient funds budgeted and available for the installation of the fiber optic cable. The
project has been divided into four segments. Each segment has its own funding source.
Segment 1 Riverside WTP - Airlite WTP ; $40,300; Water Operating Fund, account number
401-4002-771.91-46, project 409011, $205,000 budgeted and $122,982 available.

ALTERNATIVES
1. The City Council may choose to approve Change Order 1 to the Agreement with Turnkey
Network Solutions.
2. The City Council may choose not to approve Change Order 1 to the Agreement with
Turnkey Network Solutions.
