RECOMMENDATION It is recommended that the City Council accept the public improvements and related easements for ownership and maintenance, and to direct staff to prepare the necessary resolution. BACKGROUND The development of a residential duplex by Robert Scott Builders at 339/341 Lyle Avenue included construction of public sanitary sewer in a previously recorded easement. The site is located on the east side of Lyle Avenue, north of Highland Avenue. * The development of industrial condo buildings and an industrial building by ICE Realty Group at 2545/2585 Millennium Drive included construction of a public water main in a proposed easement that would need to be accepted as well. The sites are located on the south side of Millennium Drive, west of Gateway Drive. The development of a Walgreens by Brownstone Development at 600 Villa Street included construction of a public water main in a previously recorded easement. The site is located on the east side of Liberty Street, north of Villa Street. The development of an industrial building by Interstate Partners at 2370 Galvin Drive included construction of a public sanitary sewer in Galvin Drive right-of-way. The site is located on the west side of Galvin drive, north of Technology Drive. The development of an industrial building by Interstate Pal tilers at 2500 Galvin Drive included Acceptance of Public Utilities &Associated Easements ( June 22, 2007 Page 2 construction of a public water main in an easement that would need to be accepted as well. The site is located on the west side of Galvin Drive,north of Northwest Parkway. All public and quasi public improvements have been completed and inspected by City personnel. According to City's procedures, the various developers are requesting that the City of Elgin accept the public improvements for City's ownership and maintenance. Acceptance of these improvements will add approximately 517 lineal feet of 8" sanitary sewer, 95 lineal feet of 10" sanitary sewer, 5 sanitary manholes, 151 lineal feet of 6"water main, 2880 lineal feet of 8"water main, 1390 lineal feet of 12" water main, 15 hydrants, 4 valve vaults and 1 sampling station to the City maintained facilities. Three easements would also be accepted. Location maps are included for reference. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. 0042 NANCIAL IMPACT There are no direct immediate costs associated with this acceptance. However, maintenance and operating costs for the sanitary sewer, water-main, and their appurtenances will increase over time and will be included as part of the annual budgeting process. The estimated cost of the maintenance over the five year period is approximately$3,100. There are no immediate costs to the City for acquiring the easements. A cost for recording the documents of$75 each, will be paid by the City and reimbursed by the developer. The expense will be charged to the General Fund, Engineering Division budget, account number 010-3311- 752.32-05, "Legal Recording Fees"where there is currently$510 budgeted and $500 available. \ivApVEGAL IMPACT None. ALTERNATIVES 1. The City Council may choose to accept the public utilities and associated easements for ownership and maintenance. 2. The City Council may choose to reject the public utilities and associated easements for ownership and maintenance.
