RECOMMENDATION It is recommended that the City Council approve the local share agreement with Pace in the amount of$63,047 for 2007 Pace Dial-a-Ride service. BACKGROUND Pace provides Dial-a-Ride service in Elgin and the surrounding area. This service is available to senior citizens age 65 and over, and to persons with disabilities. Service is available with a 24- hour advance reservation and in the morning and afternoon, Monday through Friday. Since January of 1994, the City Council has approved a series of one-year agreements with Pace for the City to provide a local share contribution for Dial-a-Ride service. Elgin Township provided funding in 1993, yet was unable, for financial reasons, to continue the support for the service. Prior to that, the service was part of the City-provided bus service. Around the area, municipalities pay the local share of the Dial-a-Ride services as opposed to townships. Cost estimates provided by Pace show the proposed 2007 program budget as $138,959, consisting of $22,500 in farebox revenue (16.2%), a $53,412 Pace subsidy (38.4%) and a $63,047 City contribution (45.4%). This budget provides up to 5,635 hours of Dial-a-Ride service for the year. • a 0 City Support for Dial-a-Ride Service December 1, 2006 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Fox Valley Center for Independent Living and Association for Independent Development have indicated this service provides a critical link for residents to maintain their independence. FINANCIAL IMPACT The City of Elgin's share is a maximum of$63,047 and is included in the proposed 2007 budget, Riverboat Fund, account number 275-0000-791.80-43, Pace Contributions. LEGAL IMPACT None. ALTERNATIVES 1 The City Council could fund the Dial-a-Ride program as recommended. 2 The City Council could choose not to fund the Dial-a-Ride program. 3 The City Council could choose to fund the Dial-a-Ride program for a limited number of vehicle hours of service. Respectfully submitted for Council consideration. JAW/sr Attachments
