RESOLUTION
AUTHORIZING ACCEPTANCE OF A GRANT FROM THE
NORTHWEST SUBURBAN MASS TRANSIT DISTRICT
FOR VIDEO SURVEILLANCE AT THE CHICAGO STREET METRA STATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the City of Elgin, Illinois hereby accepts the a grant from the Northwest Suburban Mass Transit
District for video surveillance at the Chicago Street Metra Station in the amount of$9,586.50.
BE IT FURTHER RESOLVED that Olufemi Folarin, Acting City Manager, is hereby
authorized and directed to execute all documents necessary in conjunction with the subject grant
program.

SUBJECT: Acceptance of a Grant from the Northwest Suburban Mass Transit District for
Video Surveillance at the Chicago Street METRA Station
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of City Council with
information to consider acceptance of a grant from the Northwest Suburban Mass Transit District
for$ 9,586.50.
RECOMMENDATION
It is recommended that the City Council authorize a resolution accepting the grant from the
Northwest Mass Transit District for $9,586.50 and authorize a contract with Certified Security to
install the proposed video surveillance system at the METRA Train Station at Chicago Street in
the amount of$9,586.50.
BACKGROUND
The Police Department was notified by the local representative from the Northwest Suburban
Mass Transit District (NSMTD), Millie Kelly, that NSMTD would be willing to entertain a grant
application from the City for a video surveillance project at the METRA stations in the City of
Elgin. They had recently funded a similar project in River Grove in cooperation with their police
department and they had interest in a similar project in Elgin. The Police Department worked
with the same vendor that did the work for River Grove, Certified Security. Certified Security
was highly recommended by the police chief of River Grove and he expressed complete
satisfaction with their knowledge of the issues at the METRA stations and their handle on the
best technology for this type of application.
Deputy Chief Burns worked with METRA and the City's MIS department to design a system
that would allow the full-time capture of video at the station and in the warming shelter that
would also be retrievable and viewable at the Police Department. Since we are unable to devote
full-time attention to these cameras, remote access was important. It was also important that
there not be any on-going cost to the City for this system, since this is a one-time grant. A
solution was developed and presented to NSMTD at their December 13, 2004, meeting. They
were excited by the project and authorized $9,856.50 for the project, subject to an acceptance

resolution from the Elgin City Council. The NSMTD Board also expressed interest in expanding
this project to the new National Street lot should we achieve the desired results, and they are
encouraging the City to make further applications as appropriate. This is a reimbursed grant, so
the City must front the funds for the project and then be reimbursed upon completion of the
project.
This project will include a relatively new technology for the City called the Motorola CANOPY
system. This high-speed wireless system is currently owned by the City and is being explored as
a means to expand the City's network for various uses, without the high expense of burying
cable. This technology has been primary used for high-speed internet transmission by internet
service providers. The use of this technology for a private network holds great promise for the
future.

FINANCIAL IMPACT
There are sufficient funds budgeted ($9,587) and available($9,587) in the Riverboat Fund,
account number 275-0000-791.92-46, Project number 231009 Riverboat Fund, Capital — Other
Equipment, for this $9,586.50 expense. Upon completion of the project, the grant will reimburse
the City for the cost of the equipment.
LEGAL IMPACT
None.
ALTERNATIVES
1. The City Council may chose not to accept this grant and not do this project.
2. The City Council may direct the police department to develop a request for proposals and
seek competitive bids for this project.

Northwest Suburban Mass Transit District Board
Dear Board Members:
The Elgin Police Department is seeking your assistance in providing video surveillance at
the Downtown Elgin METRA depot. The depot is located on Chicago Street in Elgin and
on the western boarder of our downtown area.The area has historically been challenging
for the police department and the entire City. The Chicago Street depot is a frequent area
of concern for the department and we wish to begin pro-active measures to address this.
Attached to this letter is a proposal from Certified Security for the installation of an
exterior PTZ(pan, tilt, zoom)camera on the northwest corner of the depot in the amount
of$9,586.50. The proposal further calls for the installation of an interior camera inside
the shelter on the west side of the tracks. Both of these cameras would be tied to a
computer that will be placed inside of the depot and will provide 24/7 recording of both
cameras. The Elgin Police Department does not currently have the resources to monitor
these cameras live,but the City will be providing the use of a"Canopy" system that will
allow the remote viewing of all cameras and the retrieval of any of the captured video,
should it become necessary. By providing remote access, the department will have the
ability to monitor the cameras when possible and to focus on any issues that may arise at
the depot.
This project is relatively small. We hope to gain experience with the use of this type of
equipment of police monitoring of public places and we see this as a logical start to a
more extended project involving the other depots in Elgin.There is also an alternative
proposal for an additional monitoring station inside of the depot for use by the ticket
agent in the amount of$425. The ticket agent has expressed concerns with his inability to
see inside of the shelter and for the security of the facility when he is not present. This
option would be for the sole use of METRA personnel. Lastly, Certified Security has
provided an estimated cost of$1,100 for any additional cameras desired at this location,
the recording system is expandable to up to eight cameras.
This project has been put together through the cooperation of local METRA personnel,
the METRA Police Department, METRA computer services and METRA property
• personnel. Certified Security was chosen to prepare this bid at the recommendation of the
River Grove Police Department. They have experience with this type of system after
installing a similar system in the METRA depot in River Grove for their police
department. Any funds considered would require acceptance by the Elgin City Council
before it was fully authorized.

Scope of Work
Install one new Outdoor PTZ (pan, tilt, and zoom) Camera at the downtown Metra station for
observation of activity on the platform and tracks. Install one Vandal Proof Camera in the
passenger enclosure. Both Cameras will be connected to a Digital Video Recorder located in the
Metra Station and will to be connected to a high speed internet connection provided by the
customer.
All system activity and control will be viewable remotely at the Elgin Police Department or any
other location with high speed internet connectivity. Certified will also provide as an option, a
Monitor, Keyboard, and Mouse tied to the Digital Video Recorder with PTZ control software for
local viewing of system activity by Metra employees.
