RESOLUTION
ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC INFRASTRUCTURE
WITHIN THE PUBLIC RIGHT OF WAY OR DEDICATED EASEMENTS
IN THE NORTHWEST BUSINESS PARK SUBDIVISION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,that
the City of Elgin hereby accepts for ownership and maintenance the public infrastructure, which
include water mains, storm sewers,sanitary sewers,street lighting,pavement improvements and all
of their appurtenances within the public right of way or dedicated easement, in the Northwest
Business Park Subdivision.

SUBJECT: Acceptance of Public Improvements in the Northwest Business Park Subdivision
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider the acceptance of all public improvements in the Northwest Business
Park Subdivision.
RECOMMENDATION
It is recommended that the City Council accept for maintenance all public improvements in the
Northwest Business Park Subdivision, including water mains, storm sewers, sanitary sewers, and
pavement improvements and all their appurtenances, and direct staff to prepare the necessary
resolution.
BACKGROUND
The Northwest Business Park Subdivision is located on the west side of Gavin Drive,just south
of State Route 72 (Higgins Road). It includes a public street (named Spectrum Drive) within
public right of way that ends in a cul-de-sac. The development consists of 7
office/research/industrial parcels.
All public and quasi public improvements have been completed and inspected by City personnel.
According to the City's procedures, Interstate Partners LLC/Mark Ebacher, as developer, is
requesting that the City of Elgin accept the public improvements for City ownership and
maintenance. Acceptance of these improvements will add approximately 7,239 lineal feet of 12"
water main, 158 lineal feet of 8" sanitary sewer, 1,170 lineal feet of 10" sanitary sewer, 2,603
lineal feet of 12" sanitary sewer, 43 lineal feet of 12" storm sewer, 144 lineal feet of 24" storm
sewer, 310 lineal feet of 27" storm sewer, 600 lineal feet of 30 " storm sewer, 321 lineal feet of
36" storm sewer, 5 street lights, 1,210 lineal feet of improved street (including curb & gutter and
sidewalk) to the inventory of City maintained facilities. The property owners will own and
maintain storm water facilities and appurtenances outside of public right of way.

LINANCIAL IMPACT
There are no direct immediate costs associated with this acceptance. However, maintenance and
operating costs for the public improvements will increase over time and will be included as part
of the annual budgeting process.
