HomeMy WebLinkAbout05-186 Resolution No. 05-186 RESOLUTION PROVIDING FOR THE CITY OF ELGIN'S MEMBERSHIP IN THE NORTHERN ILLINOIS RECREATION ASSOCIATION WHEREAS,park districts and municipalities are authorized to enter into agreements to take joint action relating to recreation programs for the handicapped pursuant to 70 ILCS Section 1205/5- 8; 70 ILCS 1205/8-10.b;65 ILCS 5/11-95-14;Article VII, Section 10 of the 1970 Constitution of the State of Illinois; and the home rule powers of home rule municipalities; and WHEREAS, certain park districts and municipalities have previously created the Northern Illinois Special Recreation Association pursuant to Articles of Agreement dated Revised,May 2004, and Bylaws dated Revised October 11, 2002; and WHEREAS, the City Council of the City of Elgin has determined that it is appropriate to become a Member District of the Northern Illinois Recreation Association in order to provide recreation programs for the handicapped. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, as follows: Section 1. The Articles of Agreement of the Northern Illinois Special Recreation Association dated Revised May, 2004 and the Bylaws dated Revised October 11, 2002 be and are hereby approved and the Mayor and City Clerk are hereby authorized and directed to execute such Articles of Agreement on behalf of the City of Elgin so as to allow the City of Elgin to become a Member District of the Northern Illinois Special Recreation Association. Section 2. The effective date of the city of Elgin's membership in the Northern Illinois Special Recreation Association shall be October 1, 2005. Section 3. That Councilwoman Brenda Rogers and Assistant City Manager Sean Stegall are hereby appointed as the City of Elgin's members of the Board of Trustees of the Northern Illinois Special Recreation Association for a term to expire on May 1, 2007. Section 4. That Parks and Recreation Director Randy Reopelle be and is hereby appointed as the City of Elgin's member to the Board of Directors of the Northern Illinois Special Recreation Association for a term to expire on May 1, 2007. "NC> TOR"L r?F`P,,RTl1.4111PC FCalgq"L CITITf-NS Randy Reopelle, Parks and Recreation Director SUBJECT: Special Recreation Services Membership PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information regarding membership in the Northern Illinois Special Recreation Association to meet the City's obligation of providing recreation services to residents with disabilities. RECOMMENDATION It is recommended that the City Council approve the resolution to join the Northern Illinois Special Recreation Association. BACKGROUND As of September 1, 2004, Easter Seals Jane Shover Center no longer is providing special recreation services to the disabled population of Elgin. As a result of this, and due to the requirements associated with the Americans with Disabilities Acts, the City is now obligated to provide recreation programs and services to its residents with disabilities. Staff considered three options for providing these special recreation services. First, the City of Elgin could hire qualified staff to create, implement, and supervise these programs as a part of the existing Parks and Recreation Department. Secondly, the City of Elgin could join forces with another community and form a new Special Recreation Association. The last option is for the City of Elgin to join an already existing Special Recreation Association. Staff's evaluation of these three options leads us to recommend that the City join an already existing Special Recreation Association (SRA). We consider this to be the most cost effective, expedient, and comprehensive option. The City of Elgin is fortunate to be surrounded by communities that are members of three excellent SRA's: Fox Valley Special Recreation Association, Northern Illinois Special ri Recreation, and Northwest Special Recreation Association. Fox Valley's membership fees were ow Special Recreation Services (SRA) Membership t- May 20, 2005 Page 2 significantly higher than the other two organizations so they were eliminated from consideration. Staff then met with representatives of Northern Illinois Special Recreation Association and Northwest Special Recreation Association to determine which would be the best organization for Elgin to join. Based on those meetings, and the information on the attached spread sheet, staff recommends the City of Elgin apply for membership to Northern Illinois Special Recreation Association (NISRA). NISRA is the least costly alternative, their central offices are closer to Elgin, they are in the same Special Olympics' region as Elgin, and they have committed to providing a significant amount of programming here in Elgin. NISRA currently serves the communities of Hampshire, Huntley, West Dundee, East Dundee, Sleepy Hollow, Carpentersville, Cary, Crystal Lake, Harvard, Marengo, McHenry, Wauconda and Woodstock. NISRA has received many awards for excellence in service including the prestigious National Gold Medal Award in 1987 and 1993. I served on their Board when I was the Director of the Wauconda Park District and I currently serve as a volunteer fundraiser, so I know first hand the excellent work they do. Annual membership dues for the City of Elgin to join NISRA for their 2005/2006 fiscal year are rbased on the most recent average levy rate paid by NISRA's member districts ($0.0175) times Elgin's same year EAV ($1,649,131,704), which comes to $288,598. It is not anticipated that full membership and services would be in place until October 1, 2005, so the prorated cost for Elgin's first year would be $72,150. In 2003, which was Jane Shover's last full year of special recreation programming, the City paid them $30,000 and they provided 36 programs, all of which were for adults. It is anticipated that NISRA will be providing over 400 programs on an annual basis for people of all ages and all types of disabilities. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Staff has been in contact with twelve families regarding Special Recreation Services and the majority of them are supportive of the recommendation to join NISRA. ,7)- FINANCIAL IMPACT The initial year's membership fee would total $72,150. A full year's membership fee would total approximately $300,000. This initiative was not included in the 2005 Budget or the 2005- 2009 Financial Plan. In order to provide for the initial year's fee, it is recommended that contingency funds in the amount of$72,150 be transferred from General Fund, account number 010-6902-719.84-01 (Contingency) to the Parks and Recreation Fund, account number rib.' rSpecial Recreation Services (SRA) Membership May 20, 2005 Page 3 296-5001-761.45-99 (Misc. Services). There are funds available in the General Fund Contingency ($284,513)to fund the initiative. Subsequent years membership fees would need to be addressed as part of the annual budgeting process. IMPACT None. ALTERNATIVES 1. Approve the recommendation to adopt the resolution requesting membership in Northern Illinois Special Recreation Association. 2. Do not approve the recommendation to adopt the resolution requesting membership in Northern Illinois Special Recreation Association.
