RESOLUTION
AUTHORIZING EXECUTION OF A PACE PARATRANSIT LOCAL SHARE
AMENDMENT AGREEMENT WITH THE SUBURBAN BUS DIVISION OF THE
REGIONAL TRANSPORTATION AUTHORITY (RTA)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,that
Ed Schock, Mayor, and Dolonna Mecum, City Clerk,be and are hereby authorized and directed to
execute a Pace Paratransit Local Share Amendment Agreement with the Suburban Bus Division of
the Regional Transportation Authority (RTA) on behalf of the City of Elgin for the Dial-A-Ride
Program, a copy of which is attached hereto and made a part hereof by reference.

PACE PARATRANSIT LOCAL SNARE AMENDMENT AGREEMENT
City of Elgin
This Amendment Agreement is hereby made and entered Into this 6,i day of Tutve ,2005, by
and between the Suburban Bus Division of the Regional Transportation Authority(RTA)operating under the
name of and hereinafter referred to as"Pace', an Illinois municipal corporation,and the City of Elgin, an
Illinois municipal corporation, hereinafter referred to as the "City"_

WHEREAS,the parties have heretofore entered Into an agreement, dated &gooRY 7, ,2964,attached
hereto and made part hereof as Exhibit"B",hereinafter referred to as"Original Agreement";and
WHEREAS, the parties hereto have each determined it to be in their best interests to amend Original
Agreement by substituting this Agreement which shall supersede and replace Original Agreement In Its
entirety.
NOW THEREFORE, in consideration of the mutual promises and covenants contained herein, the
sufficiency of which is hereby mutually acknowledged,the parties hereto hereby agree as follows:
1. TERM-This agreement will be in effect beginning June 1,2005 and ending December 31,2005.
2. SERVICE DESCRIPTION-The City will participate in the financial support of the transportation service
described in the attached Exhibit "A". Exhibit •A" Is hereby incorporated and made a part of this
Agreement.
3. REPORTING-Pace will provide to the City on a monthly basis,a report containing,but not limited to,
the following:
A. Number of one way trips.
B. Total Vehicle service hours (provided for Dial-A-Ride service as outlined in Exhibit •A" of this
Agreement).
C. A billing for Local Share, determined as outlined in Section 4 of this Agreement.
4. LOCAL SHARE FUNDING- The City agrees to reimburse Pace monthly for a portion of the oost
Incurred in operating the service described in Exhibit NA"of this Agreement(herein referred to as"Local
Share"). The Local Share will be calculated In the following manner.
A. The Total Expense of the project will be calculated by multiplying the actual number of vehicle
service hours attributed to service delivered per this Agreement by the hourly rate for providing
service. Operating Deficit will be defined as Total Expense less fare revenue.
B. The Pace Contribution will be the lesser of 1)75%of the actual Operating Deficit attributed to a
maximum of 5,423 vehicle hours of service, 2) $2.25 multiplied by the number of one-way
passenger trips, or 3)$50,838.
The Pace Contribution shall be calculated monthly on a year-to-date basis to adjust for actual
vehicle hours of service and ensure that the annual Pace Contribution is not depleted in advance
before the end of the term of this agreement.
The Local Share is the Total Expense,as described in Section 4.A.,minus fares,minus the Pace
Contribution.
C. The City shall pay Pace within thirty(30)days of receiving the monthly bill for service costs.

5. fMENDN -This Agreement constitutes the entire Agreement between the parties hereto. Any
proposed changes In this Agreement shall be submitted to Pace for its prior approval. Except for minor
service ohanges, no modification, addition, deletion, revision, *iteration or other change to this
Agreement shall be effective unless and until such changes are reduced to writing and executed by the
authorized representatives of parties hereto.
6. TERMINATION-This contract can be terminated upon thirty(30)calendar days written notice by Pace,
if: 1) sufficient funds have not been appropriated to cover the estimated requirements by Pace or by
any other agency funding the service;2)Pace develops alternative public transportation services which,
as determined by Pace will better meet the transportation needs of the public; or,3)the City falls to
make payments as required by Section 4 of this agreement.
7. jrAILURE TO PERFORM - Pace shall not be liable for any failure to provide service due to
ciroumstances beyond the reasonable control of Pace. Pace shall make every reasonable effort to
have service restored as soon as practical under the circumstances. No fees will be charged for
service not performed.
8. INDEMNIFICATION - Pace agrees to and shall defend, indemnify, and hold harmless the City,and
other municipalldes or townships whioh contribute to the payment of the City's Local Share and their
respective officers,agents,and employees from all and any liability,losses,costs,damage or expense,
or injury to person or property, including reasonable attorneys' fees, and other reasonable costs of
defense,arising out of or resulting from this Agreement or from the services provided or to be provided
under this Agreement
9. RESOLUTION OF DISPUTES-Venue for the resolution of any disputes and the enforcement of any
rights arising out of or in connection with this agreement shall be in accordance with the laws of the
State of Illinois.
10. This agreement shall supersede and replace Original Agreement in its entirety.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be made effective and
executed as of the date first set forth above by their duly authorized officials.

SUBJECT: Pace Dial-A-Ride Service Enhancements
PURPOSE
The purpose of this memorandum is to provide the Mayor and the members of the City Council
with information regarding proposed changes to the 2005 Pace Dial-A-Ride Program.
RECOMMENDATION
E It is recommended that the City Council approve the proposed changes to the 2005 Pace Dial-A-
Ride Program.
BACKGROUND
Commencing in January of 1994, the City Council has approved a series of one-year agreements
with Pace for the City to provide a local share for Dial-A-Ride service. On January 12, 2005, the
City Council approved a Service Agreement with Pace for the 2005 Dial-A-Ride Program in the
amount of $31,298. Over the past several weeks, several meetings have been held with
representatives of Willow Lake Estates in order to discuss changes to the service. The residents
of Willow Lake Estates have been concerned with the level of service provided by the Dial-A-
Ride Program. Their concerns center around their inability to schedule trips with only a 48 hour
reservation period and their increasing inability to schedule a reservation due to both vans being
in service. Finally, the representatives from Willow Lake Estates understood that fare increases
would have to be a component of any amendment to the program. As a result of these
discussions, the following changes to program procedures, fares, and service hours are being
proposed:
1. Reservation Period
Current: 7 day advance notice.
Proposed: 24-48 hour advance reservation period.
Impact: Increased opportunity for riders to obtain requested trips.

2. Service Hours
Current: Regular Dial-A-Ride service hours: Monday through Friday, 9:00am to
2:30 pm and 4:00 pm to 4:30 pm.
Proposed: Add an additional two (2)vehicle service hours per day (a 2 hour
minimum is required by Pace to increase service)to cover the 2:30-4:00
gap in regular Dial-A-Ride service.
Impact: 1. Additional cost of$13,500 to the City of Elgin for increased vehicle
service hours (additional van, labor, fuel,etc.) from June 1 to December
31, 2005. The annual cost is estimated at $23,500.
2. Reduced number of trip denials.
3. Fares
Current: Elgin Dial-A-Ride fare: $1.30/.65 (reduced). Springhill Mall fare:
$1.70/.85 (reduced). Transfers: $.05.
Proposed: Elgin Dial-A-Ride fare: $1.65/1.00 (reduced) and a $.50/$.25 (reduced)
surcharge for Transit Pass users. Springhill Mall fare: $2.50/$1.25
(reduced). Transfers: $.25/$.15 (reduced). Reduced fares are paid by
riders 65 years of age and older as well as persons with disabilities.
Regular(non-reduced) fares are paid by adult traveling companions.
Impact: An estimated $10,000 increase in farebox revenue resulting from
equalizing Elgin fares with those of nearby municipalities and townships.
This is based upon 29,000 - 30,000 trips (historical average) with an
additional $.35 in revenue per trip.

DA, FINANCIAL IMPACT
The expanded service hours, as a result of the additional van, are estimated to be $23,500 per
annum ($13,500 for the seven months remaining in 2005). This expense will be offset by
additional revenue which is estimated to be $10,000 per annum ($5,850 for the seven months
remaining in 2005). Therefore, the annual financial impact to the City will be $13,500 per
ritik annum, resulting in a total Dial-A-Ride budget of $45,500. The additional cost of $7,650 for

2005 will require a fund transfer from the Riverboat Fund (Special Projects), account number
275-0000-791.47-00 to Riverboat Fund account number 275-0000-791.80-43 (Dial-a-Ride).
Sufficient funds ($135,895) are available for this purpose. Finally, the City's five-year plan will
need to be amended to reflect the revised costs of the Dial-A-Ride program.
\AAvytEGAL IMPACT
The Dial-A-Ride agreement will need to be revised reflecting the changes noted above.
ALTERNATIVES
1. The City Council could choose not to fund the additional service cost for the Dial-A-Ride
Program and maintain the program procedures as specified in the 2005 Service
Agreement.
2. The City Council could choose to not fund the additional Dial-A-Ride service yet
approve some or all of the changes to program procedures.
3. The City Council could choose to fund the additional Dial-A-Ride service yet maintain
the program procedures as specified in the 2005 Service Agreement.

Dear Stakeholder:
As we move into 2006,our agency leaves behind a year that has embraced change like no other in our recent history.
The tone was set in January 2005 with the unveiling of the redesigned exteriors of our transit buses.The buses
feature the new Pace logo which symbolizes our goal of a comprehensive and efficient suburban transit network.To
that end,following the principles of Vision 2020 our long range plan for the future,restructuring initiatives were
completed or started throughout our service area—the North Shore,Fox Valley/Southwest DuPage and South and
Southwest Cook and Will counties. Other highlights of the year included:
• The introduction of WebWatch on the Pace website to give riders real time information about how
soon their bus will arrive. Also added to the site was a vanpool finder to link people to existing
vanpools.
• The 500th vanpool was put on the road in April and nearly 50 more have been added since then.
• Two new members joined the Pace Board,Richard F.Pellegrino,Village President of Indian Head
Park,and Terry R. Wells,President of Phoenix and new leaders were welcomed at the RTA
(Regional Transportation Authority).
• Ridership climbed,every month exceeding the previous year.The number of visitors to our
website also saw unprecedented growth. We expect to reach 38.9 million riders in 2006,the
highest level in over 5 years.
• Governor Blagojevich's signing of House Bill 1663 which made Pace the sole provider for all
ADA service in the region showed a vote of confidence in the quality of Pace service.
In the face of rising fuel costs, we are continuing to provide viable alternatives to the private vehicle. Therefore, we
are once again balancing our budget with capital funds and reserves. The Pace 2006 operating budget totals$202.3
million.We are keeping service levels and fares stable, with only a$3 per month increase in vanpool fares. More
details about the budget are found in this document.
The coming year is a watershed year for Pace,the RTA,CTA and Metra. The region still struggles through a
financial crisis. Our agency also faces a new challenge for 2006 as it assumes operation of the CTA ADA Paratransit
Services,effective July 1S`.We must work together with our constituents and legislators to obtain the resources vital
to maintain the transit system that so critically supports the Region's economy and that of the State.
Within our means Pace has made real strides in modernizing and expanding our family of services. It remains our
hope that new funding is found to create a regional transportation system that addresses our changing lifestyles,our
