RESOLUTION
ACCEPTING A PLAT OF DEDICATION FOR PUBLIC RIGHT-OF-WAY
(Bluff City Boulevard and Gifford Road Intersection)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that it
hereby accepts a certain plat of dedication for public right-of-way prepared by Mackie Consultants,
L.L.C.,an Illinois Land Surveyor,and dated February 21,2005,for the property legally described as
follows:
That part of the Southeast Quarter of Section 19, Township 41 North,Range 9 East
of the Third Principal Meridian,described as follows: Beginning at the Intersection
of the South line of Bluff City Boulevard as depicted on Document 2237128 recorded
June 20, 1895, and the West line of Gifford Road, formerly Stelford Place; thence
South 0 degrees 41 minutes 05 seconds West, a distance of 25.00 feet along said
Westerly line of Gifford Road;thence North 45 degrees 17 minutes 03 seconds West,
a distance of 34.75 feet;thence North 88 degrees 25 minutes 58 seconds East,along
said Southerly line of Bluff City Boulevard, a distance of 25.00 feet to the point of
beginning in Cook County, Illinois.
BE IT FURTHER RESOLVED that the City Clerk be and is hereby authorized and directed
to cause said plat of dedication to be filed with the Recorder of Deeds of Cook County, Illinois.

SUBJECT: Dedication of Right-of-Way at the Southwest Corner of Bluff City Boulevard and
Gifford Road Intersection in Elgin
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider the acceptance of a dedication of right-of-way at the southwest corner of
Bluff City Boulevard and Gifford Road for roadway improvements in Elgin that are associated
with the proposed Bluff City Materials' operation and development in Bartlett.
RECOMMENDATION
It is recommended that the City Council accept the dedication of right-of-way and authorize staff
to execute and record the document.
BACKGROUND
A dedication of right-of-way is needed to accommodate roadway improvements to the Bluff City
Boulevard and Gifford Road intersection. The improvements are required by the Cook County
Highway Department in response to the traffic impacts of the proposed Bluff City Materials'
operation and development in Bartlett. The proposed roadway improvements include widening
and larger radius corners which will allow for safer maneuvering of semi-trailer trucks through
the intersection. The right-of-way is being provided by the City from the Bluff City Cemetery
property and consists of a triangular shaped area with 25.0 foot long sides along the south edge
of Bluff City Boulevard and the west edge of Gifford Road. The dedication is depicted on the
attached location map. Upon approval by the City Council, the dedication will be recorded by
the City at Cook County. Recording of the dedication is a condition for approval of the
intersection improvements.

The $100 cost for recording the documents will initially be paid by the City and then reimbursed
by Bluff City Materials. The expense will be charged to the General Fund, Engineering
Division, account number 010-3311-752.32-05, "Legal Recording Fees" where the account
balance is currently$424.00.

ALTERNATIVES
1. The City Council may approve the dedication.
2. The City Council may reject the dedication. This would hinder the construction of
roadway improvements needed to provide safe truck traffic routing through the
intersection of Bluff City Boulevard and Gifford Road
