RESOLUTION

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that

to the Northwest Suburban Mass Transit District on behalf of the City of Elgin for grant funds to
assist in the support of Pace Bus Route 554, a copy of which is attached hereto and made a part
hereof by reference.

Dear Mr. Frantz:
It is my pleasure to submit the City of Elgin's grant proposal for the continuation
of Pace Route 554. As you know, Route 554 provides an important transit link
between Elgin, Streamwood, Hoffman Estates, and Schaumburg, allowing
residents to access employment opportunities and various destinations along this
route.
Elgin has appreciated your past support with this route and is pleased to have the
opportunity to submit this request. We look forward to working with the District
in 2004.

STATE THE NATURE OF THE PROJECT:
The City of Elgin, in cooperation with the Villages of Hoffman Estates, Streamwood and
Schaumburg, is seeking funding to continue the operation of Pace Bus Route 554 for
2004. Route 554 provides a transit link between the Elgin, Hoffman Estates,
Streamwood and Schaumburg, and improves access to employment centers and needed
services.
The City is requesting funding for a portion of the local share. The total route cost for
2004 is $163,282. Pace has agreed to fund 50% ($81,641) of the route cost. Revenue is
estimated to total $21,768 with the local share totaling $59,873. Approximately half of
the local share ($30,000)would be divided equally among the 4 jurisdictions, each paying
$7,500. The NWSMTD would be subsidizing the remaining local share cost, up to
$30,000.

CERTIFICATION:
The applicant shall file a resolution by the proper authority indicating that this request is
approved by the local authority. At the end of the project, another resolution, certifying
that the project is completed and paid in full, shall be submitted to the NWSMTD.

HOW DOES THIS PROJECT RELATE TO MASS TRANSIT?
Pace Bus Route 554 operates between the Pace Transportation Center in Elgin and the
NW Transportation Center in Schaumburg, offering access to employment centers and
needed services. The route travels through Streamwood and Hoffman Estates, providing
a key intermodal transportation link to Metra's Milwaukee Road service at the Chicago
Street station.

resolution on January 28, 2004 authorizing the submission of this application.
Concurrently, the Council authorized Elgin's financial contribution of$7,500 to the local
share.

Federal, state or Metra funds are not available to fund this Route. Without a local
subsidy, Pace would eliminate this route.

SUBJECT: Approval to Submit a Funding Request to the Northwest
Suburban Mass Transit District and Approval of a Local
Share Contribution for Pace Bus Route 554 .
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of City Council with information to 1) approve the
submission of a grant application for Northwest Suburban Mass
Transit District (NWSMTD) funds for Pace Bus Route 554 and 2)
approve the City' s local share contribution of $7, 500 .
RECOMMENDATION
It is recommended that the City Council approve the submission
of the funding request to the Northwest Suburban Mass Transit
District Board. It is also recommended that the City Council
approve funding for Route 554 in an amount of $7, 500.
BACKGROUND
Route 554 began operating in 1996 to provide a transit link
between Elgin, Hoffman Estates, Streamwood and Schaumburg. The
route was part of Pace' s Congestion Mitigation/Air Quality
Program and was funded through a federal grant . When federal
funding was no longer available for this service, the four
jurisdictions applied for grant funds from the NWSMTD. The
NWSMTD agreed to subsidize the route in both 2002 and 2003.
To continue the operation of Route 554 for 2004, a grant
application has been prepared, in coordination with Hoffman
Estates, Streamwood and Schaumburg, for submission to the NWSMTD
Board. If approved by the Board, the four jurisdictions will

pay $30, 000 ($7, 500 each) of the $59, 873 local share and the
NWSMTD will pay the remaining local share, up to $30, 000.
Ridership for this route has been increasing. In 2003, the
average daily ridership was 114 riders per day-a 22 . 5% increase
over 2002 ridership. Passenger counts in 2003 also indicated
that 33%-40% of these passengers originated or ended their trip
in Elgin.
It is the intent of the participating communities and Pace to
further increase ridership and farebox revenues, thereby
reducing/eliminating the need to subsidize this route.
Therefore, in 2004, route analyses will be conducted and
marketing efforts will be intensified.

The cost to the City of Elgin to support Route 554 for 2004 will
not exceed $7, 500. The Riverboat Fund, account number 275-0000-
791. 80-43, has a balance of $30, 689. Sufficient funds are
available for this expenditure.

ALTERNATIVES
1. The City Council could approve the submission of the
funding request to the NWSMTD Board and approve the City' s
$7, 500 contribution towards the local share cost .
2. The City Council could disapprove the submission of the
funding request to the NWSMTD Board and the financial
contribution towards the local share cost, thereby electing
not to participate in the continuation of Route 554 .
