HomeMy WebLinkAbout04-198 MOTION ADOPTED TO SEND LETTER TO HOFFMAN ESTATES IN LIEU OF THE FOLLOWING RESOLUTION Resolution No. 04-198 RESOLUTION OBJECTING TO AN APPLICATION FILED BEFORE THE ZONING BOARD OF APPEALS OF THE VILLAGE OF HOFFMAN ESTATES SEEKING A SPECIAL USE PERMIT AUTHORIZING THE ESTABLISHMENT OF NINE BILLBOARDS ADJACENT TO THE NORTHWEST TOLLWAY(I-90) WEST OF BEVERLY ROAD IN CLOSE PROXIMITY TO ELGIN'S CORPORATE LIMITS WHEREAS, application has been made to the Zoning Board of Appeals of the Village of Hoffman Estates to amend the Village of Hoffman Estates Zoning Ordinance to permit the establishment of billboards as a special use within the manufacturing zoning district of the Village of Hoffman Estates; and WHEREAS, application has been concurrently made to the Zoning Board of Appeals of the Village of Hoffman Estates seeking to establish up to nine (9)billboards along the north side of the Northwest Tollway(U.S. Interstate 90)west of Beverly Road; and WHEREAS, the Board of Trustees of the Village of Hoffman Estates will be considering the proposed text amendment and special use application after due notice in manner provided by law; and WHEREAS, a substantial portion of the City of Elgin's eastern corporate boundary is adjacent to the Village of Hoffman Estates and in close proximity to the location of the proposed special use authorizing the establishment of nine(9)billboards; and WHEREAS, given the City of Elgin's close proximity to the proposed special use authorizing the establishment of nine (9) billboards, the City Council of the City of Elgin is compelled to articulate its views regarding the proposed special use; and WHEREAS, City Council of the City of Elgin believes that the success of the outdoor advertising(billboard) industry depends entirely upon the occupation of places along the sides of highways or near parks and other similar public places; and WHEREAS, the City Council of the City of Elgin believes that outdoor advertising signs (billboards) constitute a use of the public's investment in the roadways and other public places rather than a use of private property and that the only real value of a sign or billboard lies in its proximity to the public thoroughfares within public view; and WHEREAS, the City Council of the City of Elgin believes that that the visual blight created by outdoor advertising signs (billboards) is a detriment to not only the City of Elgin's public thoroughfares,but to all public thoroughfares; and WHEREAS, the Planning and Development Commission of the City of Elgin has recently considered text amendments to the Zoning Ordinance of the City of Elgin prohibiting the creation of any new billboards and providing for the amortization of existing billboards in the city as being in the best interest of the public welfare; and WHEREAS, the proposed special use authorizing the establishment of nine (9) billboards along the north side of the Northwest Tollway(U.S. Interstate 90) west of Beverly Road is not in the best interest of the public welfare because the proposed special use will have an adverse effect upon the value of surrounding properties not only within the City of Elgin but within the Village of Hoffman Estates as well. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby objects to the application made to the Zoning Board of Appeals of the Village of Hoffman Estates seeking to establish up to nine (9)billboards along the north side of the Northwest Tollway(U.S. Interstate 90)west of Beverly Road.
