TO: Mayor and Members of the City Council
FROM: David M. Dorgan, City Manager
Janice Ward, Senior Planner
SUBJECT: Endorsement of the Metra STAR Line
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider the
endorsement of the Metra STAR Line as the locally preferred
transit system within the Northwest Corridor.
rft. BACKGROUND
In June 2002, the City Council approved Elgin' s participation in
the Northwest Transit Corridor Project to find the best transit
system for the I-90 corridor extending from O'Hare to Elgin.
The City of Elgin joined with 9 other municipalities
(Schaumburg, Des Plaines, Mt . Prospect, Elk Grove, Arlington
Heights, Hoffman Estates, Rolling Meadows, Park Ridge, and
Chicago) to form the Municipal Task Force . The Task Force
worked with the Regional Transportation Authority (RTA) , Chicago
Area Transportation Study (CATS) , Northeastern Illinois Planning
Commission (NIPC) , the Service Boards (Pace, Metra, and CTA) ,
Illinois State Toll Highway Authority (ISTHA) , and Northwest
Municipal Conference (NWMC) on this joint effort .
Transit systems were proposed by Pace, Metra and the CTA for
this corridor. The systems were evaluated according to project
conformity, technical and financial feasibility, and the Service
Board' s implementation capability. Based on these measures, the
Metra STAR Line was endorsed by the Municipal Task Force as the
preferred transit alternative . Metra' s proposed system:
r Metra STAR Line

• covers a broader service area,
• serves the corridor' s transportation needs,
• has a low cost per mile, and
• possesses high ridership potential .
In order to allow Illinois Congressional delegates to make a
timely recommendation for the pending federal transportation
reauthorization bill (Transportation Efficiency Act - TEA3) and
to include the project in the CATS Regional Transportation Plan,
the RTA has asked that each municipality individually endorse
the recommendation of the Municipal Task Force . By passing the
Resolution to declare support for the Metra STAR Line,
municipalities agree to continue to work with Metra, the RTA and
the NWMC to:
• complete the required Alternatives Analysis;
• assist in the planning process as it relates to station
area locations; and
• work cooperatively to secure federal, state and regional
funding to implement the STAR Line .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
A Public Hearing was held Thursday, May 8, 2003 from Ilam to 2pm
and from 5pm to 8pm at Roosevelt University, 1400 N. Roosevelt
Blvd, Schaumburg, IL to obtain citizen comments .
VIOL-
FINANCIAL IMPACT
No City funds will be required at this time. It is anticipated
that it will take 7-12 years to complete the Metra STAR Line.
Federal and state funding sources, along with a yet-to-be-
determined local match, will be sought to finance this estimated
$627 million project . No monies have been included within the
2003-2007 Financial Plan for this project . Any future expense of
funds will be brought before the City Council for approval .
