RESOLUTION
AUTHORIZING EXECUTION AND SUBMISSION OF A GRANT APPLICATION
TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION
FOR THE EAST/WEST BIKE TRAIL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Olufemi Folarin, Interim City Manager, be and is
hereby authorized and directed to execute and submit a grant
application to the Illinois Department of Transportation for
funding for the East/West Bike Trail under the Congestion
Mitigation/Air Quality Program, a copy of which is attached
hereto and made a part hereof by reference .

SUBJECT: East/West Bike Trail Grant Application
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider applying for an
Illinois Department of Transportation CMAQ Grant to develop the
East/West Bike Path.
BACKGROUND
Funding is available through the State of Illinois Department of
Transportation CMAQ Grant Program to construct a new bike path from
the Elgin Sports Complex to the National Street Metra Train
Station. This East/West Bike Trail is part of the regional bike
trail system proposed by both the Kane County Forest Preserve and
the Elgin Parks and Recreation Department Master Plan. This
connecting bike path segment will compliment the bike path proposed
in the Riverfront Master Plan.
The CMAQ Program is a 80/20 matching program. The total cost of the
project is estimated at $1, 272 , 000, which includes engineering and
construction costs . The 80% CMAQ share is $1, 017, 000, with the 20%
match totaling $255, 000 . The following is the anticipated funding
for the 2003 project :
IDOT CMAQ (80%) $1, 017, 000
Kane County Forest Preserve (10%) $ 127, 500
City match (10%) $ 127, 500
Total Project Cost $1, 272 , 000
The Parks and Recreation Department will pursue additional funding
sources to further reduce the City' s share of the project .

Adequate funds totaling $127, 500 are available in the Riverboat
Operations Fund Neighborhood Park Improvement , account number 275-
0000-791 . 92-32 , project number 509590 . The remaining funding of
$1, 144, 500 will need to be committed by the City for up-front
expenses as part of the 2003 budget . These funds will be
reimbursed by the Illinois Department of Transportation and Kane
County Forest Preserve following the completion of the project .

RECOMMENDATION
It is recommended that the Mayor and City Council approve the
application for the Illinois Department of Transportation CMAQ

One copy of this page must be completed and signed by each sponsor of
proposed FY 2003 CVIAQ projects.
The project sponsor certifies that it is willing and able to manage,maintain, and operate
the project(s).
• The project sponsor possesses legal authority to nominate the CMAQ project proposal(s)
and to finance,acquire, and construct the proposed project(s); and by this committal
agreement the sponsor authorizes the submittal of the CMAQ projcct(s),including all
understanding and assurances contained therein,and authorizes the person identified as
the project contact to act in connection with the proposal(s)and to provide such
additional information as may be required.
The project sponsor will cause work on the project(s)to be commenced within a
reasonable time after receipt of notification from the Chicago Area Transportation Study
that the project has been selected and that the project will be carried to completion with
reasonable diligence.
Whereas the CMAQ program funds transportation control measures(TCM), the sponsor
agrees that,if selected,the projects)may be included as a TCM in the State
Implementation Plan(SIP) for attaining the national ambient air quality standards for
ozone. Inclusion of CMAQ projects in the SIP will follow procedures established by the
CMAQ Project Selection Committee. The sponsor will provide any tracking information
required in a timely fashion.

1.Please describe project;
This application requests funding for engineering and construction of a new bicycle path along US Route
20 and the Fox River - connecting the existing bicycle facility within the.Agin Sports Complex to the Fox
River Trail and National Street METRA facility. The project will include the construction of a 10-foot
wide bituminous path, and a 10-foot concrete path. Please see attached budget and location details.
Project components include: Design and Construction Engineering for paths,excavation,grading,
aggregate base course,bituminous path,pavement marking,topsoil, seeding,associated landscaping.
Peak Summer trips for the path will approach the usage of the connecting Fog River Trail,which serves in
excess of 1000 trips per day. The increased bicycle and pedestrian linkages will help to decrease
automobile traffic ell the adjacent roadway network by decreasing vehicle trips between residential and
educational facilities and:
• The central business district
• The National Street METRA Train Station and PACE bus facilities.

• The Fox River Trail (41.7 miles in length)
• Elgin Community College
▪ Spartan Meadows Golf Course
• The Elgin Mental Health Facility
The proposed path improvements AV.also indirectly connect to:
• The Illinois Prairie Path(45 miles in length)
• The Great Western Trail Bike Path( 18 miles in length)
• The Grand Victoria Casino
• The Highland Avenue METRA Station
• The Illinois Secretary of States Office at US Route 20 and IL Route 31
• Sterns Road Transportation Corridor and North Central DuI'age Regional Bikeway
The path is proposed to be constructed within parcels currently under the jurisdiction of the City of Elgin
or on Properties being acquired by the City. The Path will be located within the Elgin Sports Complex,
Continental Park,portions of the Elgin Mental Health Facility,and along the Fox River front adjacent to
the Elgin Sweeper Property. The Elgin Sweeper property and the Mental Health Center F `petty are
planned to bo redeveloped as recreational facilities/open space. The project also addresses non-vehicular
transportation needs of the burgeoning west side whore residential development brings thousands of new
residents to the area each year. Connecting trail development west of Randall Road is now being planned
by the County and City.
