RESOLUTION
RATIFYING AND APPROVING AN AGREEMENT WITH THE
ILLINOIS ENVIRONMENTAL PROTECTION AGENCY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby ratifies and approves the execution of an
agreement by Ed Schock, Mayor, and Dolonna Mecum, City Clerk, with
the Illinois Environmental Protection Agency for reimbursement of
environmental assessments and remediation plans under the
Brownfields Redevelopment Grant Program, a copy of which is
attached hereto and made a part hereof by reference .

BROWNFIELDS REDEVELOPMENT GRANT AGREEMENT
ILLINOIS ENVIRONMENTAL PROTECTION AGENCY
THIS AGREEMENT is entered into this/544day off , 2002 between the City of Elgin
(hereinafter referred to as the GRANTEE) and the Illinois Environmental Protection Agency
(hereinafter referred to as the AGENCY). The following documents are incorporated herein by
reference and made part of this Agreement: 1)grant application completed by GRANTEE, dated
October 16, 2001, including budget forms and grant application amendments, and 2) grant award
notification.

II. AGENCY Agreements
The AGENCY hereby agrees to provide financial assistance to the GRANTEE, in accordance
with the authority provided under Section 58.13 of the Illinois Environmental Protection Act,
415 ILCS 5/58.13, using funds appropriated for this purpose by the Illinois General Assembly, in
a sum not exceeding the amount specified to be the grant amount in Section I.3.a of this
Agreement, for the brownfields redevelopment project detailed in the attached grant application.
Provided, however,that obligations of the State will cease immediately, without further payment
being required, if in any fiscal year the Illinois General Assembly or federal funding source fails
to appropriate or otherwise to make available sums sufficient to fund the grant that is the subject
of this Agreement.
This grant commitment is subject to all applicable State and Federal statutory and regulatory
provisions, AGENCY rules governing brownfields redevelopment grants as outlined in 35
Illinois Administrative Code 885, and the terms specified in the grant award notification,
attached hereto and incorporated herein by reference.
1. Reimbursement
The AGENCY agrees to reimburse the GRANTEE, in accordance with the AGENCY rules
governing brownfields redevelopment grants, as outlined in 35 Ill. Adm. Code, Part 885.
2. Downward Renegotiations/Recoupment
The AGENCY reserves the right to renegotiate the grant award downward or to recoup grant
sums paid to the GRANTEE if the cost summary information set forth in the attached grant
application and in Section 1.5. of this Agreement is determined, as a result of audit or review, not
to have been complete, current and accurate as of the date of execution of this Agreement.

III. GRANTEE Agreements
1. GRANTEE Representative
The GRANTEE names Raymound H. Moller as its authorized representative, authorized to sign
all documents necessary to implement and process the grant, including grant agreement
documents and reimbursement request forms.
2. Review or Audit of GRANTEE Accounts
The GRANTEE agrees to provide to the AGENCY any federal or state agency reviews or audits
of GRANTEE accounts or records performed in connection with any federal or state grant or
contract within the past twelve months.
3. Compliance with Laws and Regulations
The GRANTEE agrees that it has not violated any law pertaining to fraud, bribery, graft,
kickbacks,collusion, or conflict of interest or engaged in any other unlawful or corrupt practice
in obtaining the grant and will not violate any such law or engage in any such practice in
implementing the brownfields redevelopment project funded by the grant award that is the
subject of this Agreement.
4. Project Implementation/Completion
The GRANTEE has reviewed the regulatory provisions governing brownfields redevelopment
grants, and agrees to comply with all applicable requirements set forth in 35 Ill. Adm. Code 885.
The GRANTEE has or will obtain the engineering, managerial, legal, institutional and financial
capability necessary to ensure completion of the project described in the grant application.
5. GRANTEE Share
The GRANTEE agrees to provide the sum specified in Section 1.3.b. of this Agreement as the
local share of the project cost, in the form of cash or certification of local in-kind commitment
from the GRANTEE or other governmental agencies.
6. Use of Grant Funds
The GRANTEE agrees to use grant funds awarded by the AGENCY solely for the purposes of
the brownfields redevelopment project described in the attached grant application.
7. Commitments in Grant Application
The GRANTEE agrees to abide by the representations and schedule set forth in the attached grant
application, including the submittal of payment requests and progress reports.

8. Indemnification
The GRANTEE agrees to assume the entire risk, responsibility and liability for any and all loss
or damage to property owned by the GRANTEE, the AGENCY or third persons, any injury to or
death of any persons (including employees of the GRANTEE)caused by, arising out of, or
occurring in connection with the execution of any work, contract or subcontract arising out of
this grant award, and to indemnify, save harmless and defend the State of Illinois and the
AGENCY from all claims for any such loss, damage, injury or death, whether caused by the
negligence of State of Illinois, the AGENCY, their agents or employees or otherwise consistent
with the provisions of"An Act in relation to indemnity in certain contracts" 740 ILCS 35/1 et
seq.. The GRANTEE further agrees to require that any contractor or subcontractor engaged by
the GRANTEE agree in writing to look solely to the GRANTEE for performance of such
contract or satisfaction of any and all claims arising thereunder.
IV. Execution of Agreement
THE PARTIES TO THIS AGREEMENT by their signatures acknowledge that they have read
and understand this agreement and intend to be bound by its terms.

Abstract
Elgin's 1998 Economic Development Strategic Action Plan identifies the Northern
Housing Redevelopment Site as a priority for downtown redevelopment to promote a higher
end use for this riverfront land and to serve as a catalyst for downtown economic and social
revitalization. The primary goal of an IEPA Brownfields Redevelopment Grant(BRG)
project in Elgin would be to foster redevelopment of the Northern Housing Redevelopment
Site through environmental assessment of the Elgin Lumber Yard and the Former Elgin
Lumber Yard,and through strategic management of brownfields redevelopment. Once
awarded an IEPA BRG grant,the City of Elgin will enroll these properties in the IEPA Site
Remediation Program(SRP)in pursuit of a comprehensive No Further Remediation letter.
Consultants from ENSR and Vandewalle&Associates will work with City of Elgin staff and
will perform the following activities to allow the City to meet SPR program requirements
and to align project work with the timing and objectives of Northern Housing
Redevelopment Site redevelopment. ENSR activities will include reviewing previously
generated environmental data,conducting Phase I ESAs as needed,and conducting Phase II
ESAs,a TACO cleanup objectives analysis,and remedial action plans for these properties.
ENSR will also complete all reports and attend meetings required for project work and for
the SRP program. Vandewalle&Associates activities will include grant administration;
implementation oversight of the City of Elgin's Brownfield Redevelopment Initiative;
assistance with the enrollment and advancement of site properties in the Illinois SRP;
coordination of project work with the City's overall Riverfront/ Center City Master Plan for
redevelopment;assistance with progress report writing and fiscal reports/vouchering;and
progress report presentations to City Council,regulatory agency representatives,and the
general public regarding project activities.

Statement of Work
A. BACKGROUND
Following is a description of the Northern Housing Redevelopment Site,the
properties that are the subject of this proposal,the adjacent Salvage Yard Site,Census Tract
information,and long-term benefits of the project. The City of Elgin owns each of the
properties that will be investigated under this BRG program. Therefore,no third-party
access agreements will be necessary to implement the work described in this application.
The Northern Housing Redevelopment Site
Elgin,Illinois has a longstanding tradition of relying upon the Fox River and its
central business district for commerce,entertainment,cultural attractions, and community
identity. Today Elgin's goal is to sustain this activity and synergy to ensure its long-term
economic viability,and this goal is articulated in its May2000 Riverfront/ Center City
Master Plan. The Northern Housing Redevelopment Site, one of three important
downtown residential/ mixed-use districts described in the Master Plan,is the subject of this
IEPA BRG application. The City has identified the Northern Housing Redevelopment Site
as underused riverfront land that should have a more appropriate end use than industry.
Because its location is between downtown and a nearby residential neighborhood to the
north,a residential/ mixed-use of this site would bridge these two areas by creating pathways
of economic and social activity between the two areas. The City of Elgin sees this
development as a critical component of its downtown redevelopment plan. By offering a
diversity of downtown housing choices,the new residential/mixed-use development will

provide an improved customer base for downtown business,recreation and entertainment,
creating a 24-hour activity downtown center.
The site includes two City-owned properties for which the City of Elgin would like
to use IEPA Brownfields Redevelopment Grant funding to conduct environmental site
assessment,investigation,remedial planning,project management,and grant administration.
The Elgin Lumber Yard and Former Elgin Lumber Yard are described briefly below,and
shown on the Site Properties Map in Appendix C.
Property 1 - Elgin Lumber Yard-520 McBride Street
The Elgin Lumber Yard property is an approximately 4-acre parcel that is located
north of the Public Works Yard,which is also shown on the aerial photo in Appendix C.
The property is bounded to the east by McBride Street,to the south by the Elgin Salvage
and Supplyproperty,to the west by the Fox River and to the north by residential properties.
This property has a long history of industrial use. Based on existing environmental
reports,the property has been used for industrial purposes since at least the 1940's.Most
recently,the property was operated by Seigle's Home and Building Centers,Inc:as a central
warehouse and lumber yard. Available environmental data indicates former and current
potential for petroleum contamination based on storage of fuel in underground storage
tanks. Records also indicate the historical presence of aboveground storage tanks at this
property. In addition,a spill incident involving unknown flammable materials (potentially
paint,solvents,or thinners) occurred in April 1988. Limited environmental investigation of
this property was conducted in 1996 and was associated with the transfer of ownership of
the property to the City.
Ownership of this property was conveyed to the City of Elgin in 1996. Since that

time the property has been leased back to Seigle's,and has continued to operate as a
lumberyard warehouse facility.
Property 2-Former Lumber Yard- 502 North Grove Avenue
The Former Lumber Yard property is located east of the Elgin Lumber Yard on the
opposite side of McBride Street. The parcel is irregularly shaped and is approximately 2.4
acres. This property has a historical pattern of use similar to the Elgin Lumber Yard.
Underground storage tanks are known to have been present. The property was used as a
storage yard related to the lumber yard operations. The property is currently vacant and is
not being used.
Ownership of the property transferred to the City of Elgin in 1996 along with the
Elgin Lumber Yard property.
Adjacent Property-Elgin Salvage and Supply
A key issue associated with all of the above properties is their proximity to the Elgin
Salvage and Supply property located at 464 McBride Street. This property is a former
Superfund site. An Administrative Order was issued by the USEPA and subsequent clean-
up ensued. Principal constituents of concern included PCBs,lead,and dioxin/furans.
According to available information,the removal actions were completed in 1993. Some
areas of the property however,were not subject to removal and constituents of concern
were either encapsulated,or left in place beneath buildings.
The property continues to be used as a metal salvage yard. Both its historical
Superfund status as well as its current operations have the potential to impact any of the
properties that are the subject of this grant application.

Census Tract
The Northern Housing Redevelopment Site lies in Census Tract number 8509(00),
which has a lower family household income and more people living in poverty than the
average Kane County census tract,as shown by the 1990 Census information in Appendix
C.
Long-Term Benefits
The primary long-term benefits of this project are to stabilize Elgin's downtown
economics,catalyze implementation of Elgin's Riverfront/ Center City Master Plan, and
position downtown for continued social and economic growth. The City would sustain the
benefits of brownfields redevelopment through several strategies,including a soon-to-be-
created tax increment financing district around the Northern Housing Redevelopment Site,
and by applying for other federal,state,and regional funding.

B. PROJECT PLAN
The goal of this IEPA BRG proposal is to foster redevelopment of Elgin's Northern
Housing Redevelopment Site through environmental assessment and investigation of the
aforementioned site properties,and through complementary project management and
brownfields redevelopment planning. Once the brownfield redevelopment grant is awarded,
the City of Elgin will enroll these properties in the IEPA SRP in pursuit of a comprehensive
No Further Remediation letter,with the goal of receiving a(pre-remediation) draft NFR
letter by the end of the BRG project. Under the BRG program,the sites will be assessed to
determine remediation objectives and strategies consistent with residential property use.The
City then intends to implement the necessary remediation steps prior to implementing the
construction of the proposed development. Funding for any remediation work found to be
necessary will be derived from sources other than the BRG program. To facilitate
achievement of this goal,consultants from both ENSR and Vandewalle&Associates will
maintain a dialogue with the IEPA SRP Project manager in order to be responsive to
program requirements and to align SRP work with the timing and objectives of Northern
Housing Redevelopment Site redevelopment. The primary contacts for the project are listed
in Appendix C.
Environmental Assessment
ENSR Corporation(ENSR) has been selected by the City of Elgin to serve as the
Environmental Consultant for the City's Brownfields initiative. ENSR and the City have
entered into a professional service agreement to perform the technical oversight,
investigation services,and remedial planning activities contemplated by this BRG program.
To implement this work,the following site assessment and environmental investigation tasks

will be performed:
Task 100—Review of Prior Environmental Data
ENSR will review prior environmental reports related to the BRG subject properties.
Two such reports have been prepared for the Elgin Lumber Yard parcel at 520 McBride
Street(Reis Environmental, 1994 and ATEC Associates, 1996) and a Phase I report was
recently commissioned for the Public Works Yard. In addition,various reports,files and
correspondence with the Illinois EPA are known to exist with respect to underground
storage tanks at all BRG subject properties.Other known information includes an
Environmental Disclosure Document prepared in connection with the sale of the Elgin
Lumber Yard and Former Lumber Yard properties to the City of Elgin will be reviewed.
This task will also include a file review of environmental documents pertaining to the
Elgin Salvage and Supply property. This review will focus on identifying investigative scope
and strategy to assess whether past or current operations at the Elgin Salvage and Supply site
have adversely impacted the subject parcels.
Results of the file review process will include a CADD base map that shows these
known environmental conditions such as UST locations,spill locations,and former
borings/wells,on the subject parcels and surrounding properties.
Task 200- Site Investigation and Report
Following is a preliminary list of recognized environmental conditions,a preliminary
investigation plan summary,and outline of planned work activities,investigation procedures
and protocols,and description of consultants and subcontractors.

present.
Elgin Lumber Yard— 520 McBride
— Past use/operation of petroleum underground storage tanks.
— Lumber yard operations,particularly wood preservatives/creosote.
— Chemical bulk storage.
— Potential off site impacts from Elgin Salvage site.
Former Lumber Yard—502 North Grove Avenue
— Past use/operation of petroleum underground storage tanks.
— Lumber yard operations,particularly wood preservatives/creosote.
— Potential off site impacts from Elgin Salvage site.
Preliminary Investigation Plan Summary
The table below summarizes the preliminary investigation plan for the
subject parcels. The potential investigation needs for the above parcels will be
refined upon ENSR's review of the existing environmental reports as described
under Task 100.

Outline of Planned Work Activities
The work effort anticipated to be completed under the City's Brownfields
Initiative will encompass the following:
An updated Phase I Environmental Site Assessment will be completed for
the Elgin Lumber Yard and Former Lumber Yard sites. The prior Phase I for these
sites was completed more than five years ago and was of limited scope. The updated
Phase I will be performed to ASTM standards.
A Phase II investigation will be conducted for all subject properties. The
investigation work will include soil and groundwater assessment. The site
investigation will be performed at all subject properties simultaneously for project
efficiency. The first phase of investigation will include installation of soil borings in
the quantities noted above. GeoProbe drilling techniques will be utilized to collect
soil samples at depth. Based on the results of the soil boring program,a
groundwater assessment will be conducted to determine groundwater conditions and
direction of groundwater flow. Monitoring well locations will be based on the
results of the soil borings,and information obtained from the file review and Phase I
activity. Where feasible,existing monitoring wells,if in good condition,will be used
to obtain ground water samples. If an inadequate number of wells are present,or
their locations are not suitable,new wells will be installed.
Constituents of concern at the subject properties are not completely defined
at the present time. After completing the file review and conducting the Phase I,a
sampling plan will be developed to identify the specific sampling locations and
selection of analytical parameters. At a minimum,analytical testing for petroleum
constituents is anticipated. Additionally,samples will be analyzed for constituents of

concern that may be present based on the operations at the Elgin Salvage site. These
are likely to include PCBs,priority pollutant metals,and,potentially,dioxins/furans.
For those properties where environmental impainnent is confirmed,the
properties will be enrolled into the Illinois Site Remediation Program(SRP)to obtain
oversight of the investigation and remedial planning work An SRP application will
be prepared and submitted to the Illinois EPA in accordance with the requirements
set forth in 35 IAC Part 740.
Upon completion of the Phase II work a Site Investigation Report will be
prepared. The Site Investigation Report will conform to SRP format and
requirements.
Investigation Procedures and Protocols:
All work conducted under ENSR's direction will meet the applicable
requirements of the IEPA's regulatory programs and professional industry standards.
Specifically:
— Phase I Environmental Site Assessments:Conform to ASTM Standard
E-1597,as amended.
— Health and Safety Plan:Per OSHA requirements (29 CFR 1910.120).
— Field Sampling:Conform to all IEPA protocols,industry standards,and
ENSR Standard Operating Procedures (SOPs)including Method 5035 related to
the sample collection procedures for volatile soil samples.
— Analytical Work In accordance with USEPA SW846 Methods.
— Site Investigation Reports:Per IEPA Site Remediation Program or
Leaking Underground Storage Tank Program requirements,as applicable.

Reports prepared for submittal to the IEPA will be signed by a
Registered Professional Engineer.
Consultants and Subcontractors
ENSR Corporation will develop sampling plans,provide field oversight,
collect all environmental samples and prepare all technical documentation and
reports. ENSR will subcontract drilling services to Rock and Soil Drilling
Corporation,St. Charles,Illinois.First Environmental Laboratories,Naperville,
Illinois will provide analytical services.
Task 300— Evaluation and Report of Remedial Objectives
Following the completion of the site investigation work,ENSR will evaluate the
remedial objectives applicable to the properties. The evaluation will be conducted in
accordance with Illinois'Tiered Approach to Corrective Action Objectives (TACO)
regulations. Since the properties are planned for residential redevelopment,it is anticipated
that Tier 1 residential clean up standards will be applicable. However,under TACO it may
be advantageous to utiii7e provisions for pathway exclusion and risk management to address

contaminants if found at concentrations above the"look up table" values. The results of the
TACO evaluation will be presented in a Remediation Objectives Report prepared in
accordance with the requirements of the SRP as found at 35 IAC Part 740.
Task 400 —Preparation of Remedial Action Plans and Report
In the event some constituents of concern exceed the applicable clean up objectives
established for the properties,ENSR will develop cost-effective plans for remediation.
ENSR brings to the project substantial remediation experience ranging from soil excavation
to the most innovative in-situ remediation processes. The project team is well versed on the

preparation of Remedial Action Plans under the IEPA SRP as well as the corrective action
procedures under the LUST program. ENSR's proposed Project Manager has been
responsible for development of Corrective Action Plans for other City of Elgin sites,
including the Police Station Facility and several UST sites which led to No Further
Remediation letters.
Documentation of this task will be in the form of a Remedial Action Plan(RAP).
This report will be prepared in a manner consistent with the requirements of the SRP as
found at 35 IAC Part 740 and will address the the scope of the environmental issues,identify
the specific contaminants of concern,the extent of the areas to be addressed and the project
implementation schedule. In addition,the major components of the preferred remedial
action alternative,post-remedial monitoring requirements and an evaluation of the remedial
technologies'ability to achieve the remediation objectives will be presented.

Project Management and Brownfields Redevelopment Planning
Vandewalle &Associates, an urban planning, design, and redevelopment consulting
firm with experience in grant administration and brownfields redevelopment planning and
implementation,will perform the following site-specific and community-wide project tasks:
1. Assistance with administration of the IEPA BRG grant according to the program
guidelines;
2. Assistance with the project management and implementation oversight of the City of
Elgin's Brownfield Redevelopment Initiative;
3. Assistance with the enrollment and advancement of the properties in the Illinois Site
Remediation Program in pursuit of a No Further Remediation letter(s).
4. Coordination of IEPA BRG project work with related initiatives including the City's
Riverfront/ Center City Master Plan.
5. Assistance with progress report writing required by IEPA;
6. Assistance with fiscal reports/vouchering;

C. ORGANIZATION AND MANAGEMENT PLAN OF THE MUNICIPALITY
The key to successful implementation of Elgin's Brownfield Initiative will be
thorough coordination with goals for overall downtown redevelopment and through
thorough,efficient environmental assessment and investigation.
Elgin Director of Economic Development,Ray Moller,will serve as the City's liaison

with IEPA for this Project Plan,and will be responsible for overseeing all of the City's
administrative duties associated with the grant's implementation. As such,Mr.Moller and
his administration staff will work in conjunction with the City's brownfields redevelopment
consultant,Vandewalle&Associates,to guide and track all Project Plan activities outlined in
this proposal. These duties may include,but will not be limited to, advancing the project
properties in the SRP;attending all project team meetings and community relations
programs;working with the redevelopment consultant to present project progress to the
City Council and regulatory agencies representatives;and submitting all quarterly reports and
fiscal reports/vouchers to IEPA. Mr.Moller will also be available for on-site visits as
needed,will coordinate agency reporting and reimbursement activities,and will attend all
critical meetings as the City of Elgin's project representative. Other City representatives and
staff members will also assist with project implementation. These representatives include the
following: Steve Bone,Fire Marshal,will be involved with discussions of previous
environmental work and locations of underground storage tanks and utilities. Brandt
Scheidecker,Planning Department GIS Specialist,will be involved with collecting important
property information and producing maps as needed.
The City's letter of commitment,which describes its commitment to expediting
project work and giving ENSR convenient access to the City's properties,is attached as
Appendix A.

how the firm will organize its professionals to meet the requirements of the Illinois EPA's
Brownfields Redevelopment Grant program in an efficient manner.
ENSR has more than 20 years of experience in northern Illinois,and has had an
office there since the late 1970's. ENSR has completed hundreds of environmental site
assessments,investigations and remedial actions for a wide variety of sites in the state of
Illinois. ENSR's staff has extensive experience with assessment of Brownfields properties,
determination of site clean up objectives by applying the Illinois Tiered Approach to
Corrective Action Objectives (TACO),and preparation of Remedial Action Plans. All of
these elements are necessary to successfully achieve the City's objectives for the subject sites.
In addition,ENSR has performed investigation and remediation under both the IEPA's
Leaking Underground Storage Tank(LUST)program and the Site Remediation Program
(SRP). The firm has assisted many clients obtain site closures (No Further Remediation
letters)under both of these regulatory programs.
ENSR- Project Team Members

John M.Nardozzi,P.E.,Project Manager and Primary Point of Contact—Mr.
Nardozzi has more than 22 years of experience performing project engineering and
management,technical supervision,investigation and remediation oversight,budget
management and schedule control. Key factors that qualify him for work on the City's
Brownfields initiative include:
— Knowledge of the IEPA's Brownfields Redevelopment Grant Program,the IEPA Site
Remediation Program,key IEPA staff and regulatory requirements.
— Knowledge of the City of Elgin and the parcels which are the subject of this project.
— A demonstrated track record of responsive service to the City of Elgin's needs and
use of cost-saving approaches to environmental projects.
— Registered Professional Engineer in the State of Illinois.

Mr.Nardozzi's experience includes completion of several multi-phase and multi-site
programs in Illinois.Mr.Nardozzi led the efforts associated with the environmental
assessment,clean up oversight and long-term groundwater monitoring program for the City
of Elgin's new police station. This work focused on managing the environmental conditions
to allow the construction of the police station on schedule and on budget. Cost savings
were achieved by effective negotiation of soil and groundwater clean up objectives with
IEPA staff.In addition,he served as Project Manager for Lucent Technologies for the
investigation,risk assessment,remedial action planning,remediation and closure
negotiations for a 45-acre site on the Fox River in Montgomery,Illinois. All work under this
program was reviewed and approved by the IEPA's Site Remediation Program.
Mr.Nardozzi will serve as the Project Manager for ENSR's work and will be the
primary point of contact with respect to the technical services performed during the BRG
program
Eric R.Powley,Site Investigation Manager—Mr.Powley has ten years of
professional experience in a wide variety of environmental projects.His experience includes
numerous subsurface soil and groundwater investigations,underground storage tank
removals and remediation,and remediation of soil and groundwater contamination.Mr.
Powley also has experience in remediation system design,including soil vapor extraction and
air stripping,and provides guidance in environmental regulatory compliance. Mr.Powley
was involved with the investigation and closure of several City of Elgin underground storage
tank sites.
John Hyder,QA/QC Manager—Mr.Hyder will serve as the QA/QC Manager.
Mr.Hyder is a licensed Professional Geologist with 11 years of multi-disciplinary
environmental experience. Mr.Hyder has managed and conducted many site investigations

to determine the nature and extent of contamination,many of these sites included
preparation of feasibility studies. Mr. Hyder has assisted clients in obtaining No Further
Remediation(NFR) letters from both the Illinois Site Remediation Program and Leaking
Underground Storage Tank Program.
Gordon Ferguson, CHMM -TACO Risk Assessment-Mr.Fergeson has more
than 14 years of experience conducting a wide variety of environmental projects. Typical
projects have included voluntary clean up actions,due diligence assessments,environmental
permitting,hazardous waste site investigations,RCRA clousre and Superfund feasibility
studies. Technical areas of expertise include the application of risk-based corrective action
methods for closure of LUST sites and voluntary clean up sites.
Field Investigation Staff-Philip Williams,Matthew Snell,and Ali Senn. Mr.
Williams,Mr.Snell,and Ms. Senn are available technical staff who will provide field
oversight during the site investiation work. All three individuals have led soil and
groundwater investigations and remediation programs,conducted voluntary clean up
services,and participated on hazardous waste site investigations.
Phase I ESA Staff-Mr.Greg Merritt, CHMM and Ms.Jeanette Kindernay.
Mr.Merritt has over 13 years experience in performing and managing Phase I environmental
site assessments and related services. Mr.Merritt will be responsible for review of all Phase I
documentation. Ms.Kindemay will conduct the Phase I site investigations and prepare the
reports.
Technical and Administrative Support Staff-Joshua Kapraun,Judy Allport,
Debby Rowe. Mr.Kapraun is ENSR's CARD drafter who will be involved in the
preparation of figures to support the site investigation report. Ms.Allport will assist with
work processing and administrative functions associated with preparation of deliverables and

All of the proposed project participants are based in ENSR's 70 person Warrenville,

Vandewalle &Associates -Background and Qualifications
Vandewalle&Associates is a planning,design and redevelopment consulting firm
that has over 25 years of experience assisting communities throughout the upper Midwest
with the preparation and implementation of their brownfield redevelopment activities,such
as the cities of Canton,Moline,East Moline,East Peoria,Freeport,and Waukegan,Illinois,
and Sheboygan,La Crosse,and Middleton,Wisconsin. Vandewalle&Associates worked
with the City of Elgin to develop its Riverfront/ Center City Master Plan,and will facilitate
implementation of all project activities associated with the IEPA Project Plan. These
activities were described in detail in subsection 3.b.,above.
Vandewalle&Associates possesses the experience to carry out all of the project
implementation activities,including,but not limited to: (1)project management and
oversight of Elgin's Brownfield Initiative and its IEPA grant activities,(2) assistance with the
advancement of the project site in the SRP, (3)project implementation activities such as
tracking project progress,and coordination of meetings,stakeholder negotiations,and
remedial land reuse planning,and(4) assisting the City with progress report writing and fiscal
reporting/vouchering.
Vandewalle&Associates will be instrumental in ensuring that the cooperative
partnership between the City,environmental engineering consultants,regulatory agencies,
and the private development community is facilitatedto expedite project completion,and

of Vandewalle&Associates staff are included in Appendix G to augment this description of
firm background and qualifications.
Vandewalle &Associates —Project Team Members
Ms.Rebecca Cors will serve as the Project Manager for Elgin's brownfields
redevelopment initiative. She currently serves as the Project Coordinator of the Brownfield
Redevelopment Initiatives for the cities of Elgin,Canton,East Moline,and Waukegan,
Illinois. In this capacity,she wrote several successful grant applications for USEPA
Brownfields Assessment Demonstration Pilot Program funding for both Belvidere and
Canton,Illinois. As Vandewalle and Associates'brownfields outreach specialist,Ms.Con
has coordinated and spoken at public forums,steering committee meetings,and civic group
presentations in these communities. She coordinates the implementation activities
associated with these projects,which are similar in scope to Elgin's Brownfield Initiative.
Ms. Con possesses the expertise necessary to assist the City with the advancement of the
project site in the SRP for a NFR letter(s) and to assist the City with the implementation of
its Brownfield Initiative. She is familiar with the regulatory framework for redeveloping
brownfield sites and with the IEPA voluntary cleanup program. Ms.Con is a former
employee of the Wisconsin Department of Natural Resources,where she examined water
and air quality issues for three years.
Mr.David Sheperd will serve as the Principal-in-Charge for the project,and

support project management with his expertise in land use planning and redevelopment. Mr.
Sheperd has over 17 years experience in real estate planning and development.His
specialties include land acquisition;contract negotiations;budget preparation and analysis;
municipal planning; corporate strategic planning;financial consulting;market analysis;
federal,state,and local funding analysis;grant writing; and fundraising. Before joining the
Vandewalle&Associates team,Mr.Sheperd served as the director of housing planning,
acquisition and development for a large residential real estate corporation.
Ms.Joy Stieglitz will serve as the Principal Brownfields Redevelopment Specialist
for the project, and support project management with her expertise in brownfields
redevelopment. Ms.Stieglitz has managed a number of successful brownfields initiatives
for communities in Illinois and Wisconsin,including Waukegan, Canton,East Moline,
Freeport,and East Peoria,Illinois. She presently sits on Governor McCallum's Brownfield
Study Group providing commentary on policy changes that help facilitate brownfields
redevelopment in Wisconsin. Ms Stieglitz is also a former employee of the Wisconsin
Department of Natural Resources and previously performed environmental assessments for
Environmental Auditing Services in Denver,Colorado.
Ms. Cors,Mr.Sheperd,and Ms.Stieglitz will be assisted by other consultants from
Vandewalle&Associates'redevelopment team,as needed on the project. The other
members of the team may include Scott Chesney,principal planning and redevelopment
specialist,Jamie Radel,planning assistant, and Aaron Brault,GIS specialist. Resumes for

E. BUDGET
The proposed budget for the work plan associated with the IEPA Project Plan is
outlined in Appendix B. It is anticipated that 60% of the grant funds will be drawn down
within the first year of the project,and the balance of funds drawn down in the second year.
Approximate budget breakdowns of City staff time and proposed consulting time are
provided below.
Ray Moller and Steve Bone will work about eight hours per month each with
assistance from the City's brownfields redevelopment consultant,Vandewalle &Associates,
to administer the grant and to coordinate IEPA BRG project work with downtown
redevelopment. Brant Scheidecker will provide about three hours per month to provide
information and maps. Additionally,the City would like to reserve $13,000 for Site
Remediation Program costs to cover the $1,000 enrollment fee ($500 per site) and$12,000
($6,000 per site) in IEPA oversight costs.
Vandewalle &Associates will provide approximately eighteen hours per month of
consulting services to the City during the two-year project duration. This will include an
average of ten hours per month by the team's project manager,Rebecca Cors,for grant
administration and project coordination activities. Ms. Cors will receive support primarily
from David Sheperd,Joy Stieglitz,and Jamie Radel at several hours per month each. In an
effort to reduce travel costs,Vandewalle &Associates is committed to sharing these travel
expenses with the firm's other projects,whenever possible. This will be accomplished by
working with the City of Elgin to schedule full day visits to the community on days when
other members of the firm are travelling to neighboring communities in the Central Illinois
region.
ENSRpersonnel will provide approximately twenty hours per month of

environmental assessment consulting services. Project managers John Nardozzi and Eric
Powley will work approximately four and six per month during the life of the project to
manage site assessment activities and ensure smooth processing of the properties through
the SRP program,while John Hyder and Gordon Ferguson will work a combined two hours
per month. Field Investigation Staff and Phase I ESA Staff will work an average of about
seven and two hours per month respectively to implement site assessment activities.
Finally,the required 30%local match for the IEPA BRG program grant will come
from in-kind services from City staff as well as cash from the City of Elgin. The City also
pledges the cost of any City equipment used for work on brownfields redevelopment. These
activities will address the required 30%match.

ENSR Corporation Brownfields Project Experience
This section provides specific information relative to the ENSR project team's experience
on similar projects and sites. Selected projects are described below.
Brownfield Redevelopment Grant Application
City of Zion,Illinois
The City of Zion identified five (5) Brownfield properties with development potential. In
order to facilitate development of these parcels, which were known to have some previous
contamination, the City needed to investigate the parcels to further assess their
redevelopment potential and to enroll them in the Illinois SRP/TACO program.
ENSR assisted the City with an assessment of each site and completion of a BRGP
Application for all five sites.
ENSR worked with the City of Zion and performed the following tasks:
• Reviewed application requirements and worked with the City to obtain necessary records;
• Facilitated meeting with the IEPA to properly assemble the application;and,
• Completed and submitted the BRGP Application for the City of Zion
The application is currently pending review and approval by the IEPA.
Brownfield Development
City of St.Louis Park-Minneapolis,Minnesota
A peat bog located adjacent to a former creosote wood-treating operation, accumulated
creosote chemicals in the soil and ground water.Fifteen years ago approximately 5 to 10 feet
of clean fill was imported to the site to prevent contact with the chemicals. Now
development pressure has given rise to a proposal for commerical building construction.
ENSR is the Cites environmental consultant for the wood treating site and surrounding
issues.The site developer has agreed to the following scope of ENSR's services:
• ENSR prepared a Site Condition Report that summarized all available environmental and

geologic data for the site.
• ENSR prepared a Phase I due diligence assessment for the new owner,enrolled the property
in the Minnesota Pollution Control Agency's Voluntary Investigation and Cleanup (VIC)
Program,and helped the new owner obtain liability assurance letters from VIC regarding
pollution at the site.
• ENSR prepared a Phase II investigation report that focused on delineation of the amount of
clean surficial soils overlying the creosote-bearing bog soils.
• ENSR prepared a Remedial Action Plan for managing the contaminated soils encountered
during construction.
ENSR will implement the Remedial Action Plan when construction begins. The plan
creatively avoids off-site disposal of soils by ensuring that all creosote chemicals are covered
by a minimum of four feet of clean soil.The new building will be constructed on piles with a
minimum of soil disturbance.
Municipal Brownfields Redevelopment
City of Lawrence - Lawrence,Massachusetts
ENSR has been retained by the City of Lawrence to manage its Gateway and Brownfields
project. The highly visible project involves site beautification to promote economic
development along the City's Spickett River waterfront. This pilot project, funded by the
EPA and listed on the EPA's Brownfields web site, involves a number of components,
including the demolition of a former paper mill, review of existing conditions in the
Brownfields corridor,and development of RFP's for subcontractors.ENSR will also provide
Licensed Site Professional services. The contract currently stands at approximately$120K,
with an anticipated extension.
Redevelopment for Police Station Facility
City of Elgin
This prajat zags completed under the diration or Mr. Nardcezi prior to his employrret by ENSR.
In 1993, the City of Elgin selected a site in City Center for the location of a new police
station facility. The site, comprised of a square block area east of the Municipal Complex,
was formerly occupied by run-down,vacated warehouse buildings,three former gas stations,
and a dry cleaning facility. Under the direction of Mr. Nardozzi, a comprehensive site
investigation was conducted that included soil borings, groundwater monitoring wells,
asbestos survey,and PCB sampling. The project included development of cost estimates for
remedial actions and preparation of a Corrective Action Plan for underground storage tanks
for submittal to the Illinois EPA A soil remediation design specification was prepared and
remediation activities were coordinated with the City's Construction Manager (Gilbane
Construction). During the construction process numerous additional heating oil tanks were
encountered that had to be removed. Mr. Nardozzi negotiated site specific clean up
objectives for the site that allowed closure to be obtained with a reduced level of
remediation. In addition, a three-year monitoring program for groundwater was approved
by the IEPA in lieu of a more costly groundwater remediation system. A No Further
Remediation (NFR) letter was ultimately issued for the site and building construction was
able to progress without being impeded by the environmental conditions.
Additional information regarding ENSR's extensive national Brownfields experience is

Dear Mr. Moller:
I am pleased to inform you that the City of Elgin's Brownfields Redevelopment Grant ("BRG")
application has been approved.
The City of Elgin's grant application dated October 16, 2001 designates a total brownfields
redevelopment program cost of$133,950.50. The grant award of$91,672.00 is a maximum of
70% of the costs for the project, all as defined in the grant agreement.
Enclosed are two formal BRG Agreements. The two agreements must be signed by a duly
authorized municipal official. Please keep one of the originals for your files and return the other
to the Bureau of Land, Attention: Mark T. Books.
Receipt of a written refusal, or failure to return a properly executed BRG Agreement within 30
days may subject the BRG Agreement to cancellation consideration. Should you have any
questions regarding the enclosed, please contact Mark T. Books with the Bureau of Land at
