RESOLUTION
RATIFYING AND APPROVING AN APPLICATION WITH THE
OFFICE OF THE ATTORNEY GENERAL FOR A GRANT UNDER THE
VIOLENT CRIME VICTIMS ASSISTANCE PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby ratifies and approves an application with
the Office of the Attorney General for a grant under the Violent
Crime Victims Assistance Program, a copy of which is attached
hereto and made a part hereof by reference .

SUBJECT: Attorney General' s Grant Application
for Domestic Violence
PURPOSE
The purpose of this memorandum is to provide information to the
Mayor and members of the City Council to consider submitting an
application for a grant to the Violent Crime Victim' s Assistance
Program for the continuation of the Domestic Violence Case Worker.
BACKGROUND
The City of Elgin received a grant from the Department of Commerce
and Community Affairs (DCCA) to contract for the position of
Domestic Violence Case Worker in the Elgin Police Department for
2001 . The funding for this position expires at the end of 2002 and
this contractual employee will no longer be performing the duties
of Domestic Violence Case Worker. In the short period this position
has been in existence, it is clear that this position is needed and
it would be in our best interest to seek funding to continue the
program after the grant from DCCA expires.
The City became aware of a grant program through the Illinois
Attorney General ' s Office that may provide funding to continue the
program through 2003 and possibly beyond. The police department has
submitted preliminary paperwork to obtain funding for $48 , 196 . 61 to
fund this position in 2003 . No office equipment, vehicles or other
support is being sought, but the equipment purchased with the 2001-
2002 DCCA Grant would still be used. This position will continue to
be a contract employee .

RECOMMENDATION
It is recommended that the City Council approve the application and
authorize the City Manager to submit the application to the
Illinois Attorney General ' s Office for Violent Crimes Victim' s
Assistance Program.

VII. AGENCY HISTORY AND PURPOSE
Please summarize your agency's history and purpose.
The Elgin Police Department's fundamental duties are to serve the community;to safeguard lives
and property; to protect the innocent against deception, the weak against oppression or
intimidation and the peaceful against violence or disorder;and to respect the constitutional rights
of all liberty, equality and justice. The Elgin Police Department takes this duty to another level
with Community Oriented Policing. In the realm of community policing, fighting crime takes on
a whole new dimension as police and the community members work together. Concurrently,
police officers and citizens work together to change conditions that encourage social disorder.
Community policing is a collaborative effort between the police, public and private agencies,
local businesses, schools, churches and residents. Efforts to improve the community will forge a
lasting partnership between community members and shatter the underlying causes of crime.
In September of 1991,the police department initiated a new method of interaction with the public

through the hiring of a Victim's Assistance Coordinator. The Victim's Assistance

was charged with the responsibility
nsibilit y of crime victim crisis intervention, referral of victims to the
appropriate area social service agency and is source'of information on victim service financial
assistance through several agencies,including the Attorney General's Office.

The Elgin Police Department, in conjunction with area social service providers, studied the
Department's response to domestic violence incidents. The study determined a dire need in the
City of Elgin for a coordinated oversight of domestic violence incidents. The coordinated effort
would stress the desire of early intervention, reduction of incidents and integration of social
service agencies. In the year 2001, the Department obtained funding to hire a contractual case
manager who was charged with the responsibility of reviewing all.domestic violence incidents,
and provide services to victims of sexual assault and elder abuse through referrals to appropriate
community social service providers. This contractual position was funded for one year.

The Elgin Police Department shares the concern for the welfare of the community and the
responsibility for safeguarding that welfare. Therefore, to more effectively respond to the
overwhelming problems of family violence, new strategies are necessary. Early identification of
families in trouble and enhancing the police response will increase the likelihood of successful
intervention and minimize repeat calls for service.
The case manager position was developed to address the above needs. Therefore,this position is
particularly important in ensuring that the specific casework is provided to the victims/families.

VIII. PROGRAM DESCRIPTION
A) Please provide a detailed description of the victim/witness
program for which funding is sought. Be sure to indicate your
geographic service area and any programmatic service
limitations. If available, include any needs assessments surveys
conducted to support development or expansion of this program.
The Elgin Police Department has received a high volume of domestic violence related calls
yearly. According to Elgin Police Department crime analysis statistics, 40% of all reported
assault and batteries in the year 2001 were domestic violence cases. Also, in that year, 37% of
murder cases were related to domestic violence. These statistics indicates that domestic violence
cases increased by 15%in the year 2001.
In the year 2001, the Elgin Police Department, in conjunction with area social service providers,
studied the City of Elgin's domestic violence incidents. The joint study revealed a need for

police service.to be integrated with the area social service providers specializing in victim's
services associated with domestic violence. It was jointly agreed that the best method would be
the development of a Domestic Violence Case Manager within the Elgin Police Department to
coordinate the oversight of domestic violence incidents. The coordinated effort would stress the
desire of early intervention, reduction of incidents and integration of social service agencies.
The case manager will identify, by a number of screening factors, the most volatile domes
tic
violence cases and provide enhanced victim advocacy and assistance in case investigation, child
protection and overall case management. These screening factors may include the following:
repeat calls to police, extreme violence (physical/sexual), use of a weapon, substance abuse
(alcohol/drugs), previous reports of child abuse, elder abuse, animal cruelty, and/or evidence of
depression of the victim or offender.
The domestic violence cases will be evaluated on the above criteria. The case manager will
closely monitor all cases for victim and child safety. These cases will remain active with the case
manager as long as there is a significant risk to the victim or children.
The effect of domestic violence in families also plays out in juvenile delinquency and other
violent crimes. Children who grow up in abusive homes may become abusers or victims
themselves. Providing early intervention to families that may be at risk,eradicating the hurdles in
the system for the victim and offering treatment avenues creates a more holistic approach to
domestic violence treatment and may deter crime. -
The position is innovative, particularly in the specific casework that will be provided to victims
and offenders. The case manager will provide direct casework to each case. Each case will be
carefully assessed and referrals will be made to the appropriate social service agency that may be
pertinent to the dynamics of the case.

The case worker will ensure that knowledge about domestic violence is available through training
and is disseminated throughout the Elgin Police Department.
When necessary, home visits will be conducted as they are an integral part of the case
management and case intervention.
The goals of the case manager position include the following:
• Reduction in the number of repeated domestic violence calls for service
• Identifying and providing families at risk with essential services within the
community
• Increasing the availability of resources to victim/family needs
• Providing a pro-active approach, as well as an enhanced re-active approach to
domestic violence case work
• To provide case management services including, referral to victims of sexual
assault and elder abuse
The case worker is available 24 hours a day by pager or phone for emergencies.

IX. COMMUNITY NEEDS AND RESPONSES

A) Describe community support and involvement for your program.
The case manager position is strongly supported by the community. The local newspapers
recently printed an article in support of this position and to inform the community of this position.
In order to have a successful program, community involvement is vital. Referrals are made to the
following agencies on a regular basis: the Community Crisis Center, Renz Addiction Counseling
Crisis Center, Children Home and Aid Society, the Department of Children and Family Services,
Prairie State Legal Services, and the Cook County State's Attorney's Office. The case manager
also regularly refers to local mental health/counseling agencies such as the Ecker Center for
Medical Health when the need arises.
It is the goal of the Elgin Police Department to work with the community in building a strong
relationship to provide exceptional services and to alleviate the underlying causes of domestic
violence as well as family violence.
The case manager is a participant on the Sixteenth Judicial Family Violence Coordinating
Counsel and meets regularly with an advocate from the local woman's shelter to coordinate
services for victims.

The case manager works closely with the advocates at the
Community Crises Center. House visits and office visits
are sometimes coordinated to better serve the victim.
This relationship is essential for coordination of services.

manager: DCFS, Renz Counseling, Ecker Center and Children
Home & Aid Society.

The Domestic Violence Case Manager is required to have a Masters in
social work or related field. The Domestic Violence Case Manager attends
ongoing continuing education through conferences; training sponsored by
the Illinois Coalition Against Domestic Violence; and, The International
Domestic Violence, Sexual Assault and Stalkint Conference. In addition,
the case worker receives weekly supervision from a licensed social worker.

A. The goal is to provide case management services that includes court
advocacy, crisis intervention, information & referral, short term
counseling, assistance in obtaining orders of protection and home visits.

This is a letter of support for the Elgin Police Department, Domestic Violence case manager. This individual,
Lynette Pearl has been working in our collaboration between the Elgin Police Department, Dept. of Children
and Family Services, Community Crisis Center and several other social service agencies in an effort to provide
an enhanced delivery of services to domestic violence clients: This case manager has not only been reviewing
domestic violence cases but also screening them for their appropriateness into this collaboration of services.
Without this position,many of these families would fail to receive services thereby creating additional stress
and likely putting the victims further at risk of abuse. We are quite,aware in this community that there is such a
high correlation between domestic violence, child and elder abuse with the use of alcohol and drug abuse that
by not screening these referrals the services would not be implemented. The lack of services would also tend to
separate the families due to continued abuse.
This position is critical to the City of Elgin and the families that are served by the -program" referred at Elgin
Family Enhanced Response Team. The program is modeled after a successful national program DVERT
(Domestic Violence Enhanced Response Team) of the same type from Colorado Springs, Colorado. The data
received from DVERT shows a strong need to provide a unified front against domestic violence no matter \zha_
form it manifests itself.
