HomeMy WebLinkAbout01-44 Resolution No . 01-44 RESOLUTION FROM THE CITY OF ELGIN APPROVING PARTICIPATION IN THE OUTER CIRCUMFERENTIAL COMMUTER RAIL TASK FORCE AND SUPPORTING ELEMENT ONE OF THE PHASE II FEASIBILITY STUDY OF THE OUTER CIRCUMFERENTIAL COMMUTER RAIL LINE WHEREAS, the Outer Circumferential Corridor was recommended for further study at the conclusion of the Phase I Feasibility Study in April of 1999; and WHEREAS, the Phase I Study recommended travel demand forecasting, commuter rail transfer interactions, vanpool and feeder bus services, and land use planning be investigated in the next phase of the study process ; and WHEREAS, the DuPage, Kane, Lake, Northwest, South and Will Councils of Mayors (the "Councils' ) submitted a pre-application to the RTA' s Regional Technical Assistance Program ("RTAP" ) to perform a ridership demand analysis for potential passenger rail service on the Elgin Joliet & Eastern Railway (E J & E) Circumferential rail line; and WHEREAS, the RTA through the RTAP has secured funding to conduct element one of the Phase II Study, the "Market Research Study" , for the Inner and Outer Circumferential Commuter Rail Corridors to identify all transit and transportation improvement options in order to increase ridership within the proposed corridors; and WHEREAS, the RTA and the Councils have concurred that Metra will be the lead applicant for the Market Research Study; and WHEREAS, the communities within the Outer Circumferential Commuter rail line corridor desire to establish a Task Force to provide a larger forum to present results of the Study, review draft study products, and provide input at selected points in the process; and WHEREAS, the Outer Circumferential Commuter Rail Task Force ( "the Task Force" ) is comprised of the following jurisdictions within the E J & E Corridor: Aurora, Barrington, Bartlett , Chicago Heights, Elgin, Frankfort, Green Oaks, Hawthorn Woods, Hoffman Estates, Joliet , Lake Zurich, Long Grove, Lynwood, Matteson, Mokena, Mundelein, Naperville, New Lenox, North Chicago, Plainfield, Park Forest , Richton Park, Sauk Village, Shorewood, Vernon Hills, Waukegan and West Chicago; and WHEREAS, the members of the Task Force together with Metra desire to participate in a Market Research Study of the Outer Circumferential Commuter Rail Line; and WHEREAS, the Task Force has designated the Village of Hoffman Estates, the City of Joliet, the City of Chicago Heights, the City of West Chicago, and the Village of Vernon Hills to act as the representatives for the members of the Task Force and serve on the Task Force' s Steering Committee (the "Steering Committee" ) ; and WHEREAS, the members of the Task Force and Metra have jointly agreed to undertake a Market Research Study and, to that end, have established a Project Management Team to guide it ; and WHEREAS, the Project Management Team will be composed of Metra, RTA, Chicago Area Transportation Study ( "CATS" ) , and representatives of the Steering Committee; and WHEREAS, the members of the Task Force have agreed to make available relevant resources (e .g. land use plans, development data, traffic data, transportation facility plans, previous studies) that they have in hand to assist Metra and the Consultant in the conduct of the Study; and WHEREAS, Metra is responsible for the payment of all necessary, proper, and allowable costs for the Consultant contract . Payment by Metra will be generated from the RTAP grant that was issued to the Councils for further feasibility studies along the EJ&E corridor; and WHEREAS, the members of the Task Force have committed to reimbursing Metra for the local matching amount of such actual incurred costs of the contract with the Consultant , not to exceed $25 , 000 ; and WHEREAS, the Northwest Municipal Conference will coordinate payments with Metra on behalf of the local match and assume responsibility for the collection of all payments from the members of the Task Force, thereby acting as the fiscal agent for collection of the local match to Metra . NOW, THEREFORE BE IT RESOLVED, that the City of Elgin desires to participate in the Outer Circumferential Commuter Rail Task Force and in the Market Research Study of Outer Circumferential Commuter rail line through participation in the Task Force; and BE IT FURTHER RESOLVED, that as a member of the Task Force, the City of Elgin agrees to pay Northwest Municipal Conference all properly presented invoices for an amount not to exceed $1, 200 towards the local match. BE IT FURTHER RESOLVED, that this Resolution demonstrates that there is a binding agreement among the local funding organizations to ensure that local matching funds will be available for the Market Research Study. Parker, City Manager SUBJECT : The City of Elgin' s Participation in the Market Research Study for the Outer Circumferential Commuter Rail Corridor PURPOSE The purpose of this memorandum is to provide the Mayor and City Council with information concerning the City of Elgin' s support for the Market Research Study of the Outer Circumferential Commuter Rail Line and the City' s participation in the Outer Circumferential Commuter Rail Task Force . BACKGROUND In 1999, Metra conducted a Phase 1 Study to determine the general feasibility for passenger rail service on the Elgin Joliet and Eastern Railway (EJ&E) . This study, the Outer Circumferential Commuter Rail Feasibility Study, resulted in the recommendation to perform a market analysis that included ( 1) forecasting ridership demand, (2) integrating the EJ&E service into the existing transit and transportation systems, and (3) coordinating land use and transportation planning. To further analyze the feasibility of this rail line and implement the aforementioned recommendation, a Phase II Study is being pursued by Metra, in conjunction with the DuPage, Kane, Lake, Northwest, South and Will Councils of Mayors . This study is too include an analysis of both the Inner and Outer Circumferential Commuter Rail Corridors . The communities within each corridor are being requested to participate in this study and provide a portion of the matching funds needed to secure a grant from the RTA. The anticipated benefits resulting from this new commuter rail service include additional travel mode options in the region particularly for the suburb to suburb commute, a decrease in automobile trips and the need for parking, a reduction in roadway congestion and travel time, and improved air quality. This rail Market Research Study February 9, 2001 Page 2 service also supports existing Metra commuter rail lines to downtown Chicago . Metra has determined that element one (Market Research Studio of the Phase II Study will cost $275, 000 . A 5200, 000 grant, whiOh requires matching funds, has been secured from the RTA. Metre is providing $25, 000 in funds for the study. An additional $50, 000 is needed for the local match - $25, 000 from communities in the Outer Circumferential Commuter Rail Corridor and $25, 000 from communities in the Inner Circumferential Commuter Rail Corridor . The City of Elgin is one of twenty-seven jurisdictions located in the Outer Circumferential Commuter Rail Corridor . The City' s support for the study is being requested along with its participation in the Outer Circumferential Commuter Rail Task Force . A payment, not to exceed $1, 200, is also being requested as part of the local match needed to secure the RTA grant . The Councils of Mayors and Metra have requested the City of Elgin to pass the attached resolution . This resolution shows the City' s commitment to : ► participate in the Market Research Study for the Outer Circumferential Commuter Rail Line ► participate in the Outer Circumferential Commuter Rail Task Force ► contribute not more than $1, 200 to the cost of the study. To secure RTAP funds, Market Research Study February 9, 2001 Page 3 matching funds from the local agencies are required. Metrewill contribute $25, 000 in funds . Additionally, financial contributions from the jurisdictions in the Inner and Outer Circumferential Commuter Rail Corridors are needed. The cost to the City of Elgin for the Market Research Study will not exceed $1, 200 . Funds are available in account 010-1501-715 . 45-00 to cover this cost . In addition, a representative from the City of Elgin will attend meetings and assist Metra and the Consultant in the conduct of the study by providing information such as land use and development plans, traffic data, and transportation facility plans . �n!y^,r / LEGAL IMPACT I1r �0 The Legal Department has reviewed this resolution. ALTERNATIVES The Mayor and City Council can ( 1) pass this resolution to support the Market Research Study, participate in the Outer Circumferential Commuter Rail Task Force, and provide a monetary contribution not to exceed $1, 200 or (2) support this regional effort yet decline participation in the Task Force and the contribution of City funds . RECOMMENDATION It is recommended that the City Council pass this resolution to support the Market Research Study of the Outer Circumferential Commuter Rail Line, participate in the Outer Circumferential Commuter Rail Task Force and contribute funding not to exceed $1, 200 .
