RESOLUTION
NAMING THE GOLF COURSE LOCATED AT THE SPORTS COMPLEX
"THE HIGHLANDS OF ELGIN"
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the golf course located at the sports complex be and
is hereby designated and named "The Highlands of Elgin" .

SUBJECT: Golf Course Naming
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to provide direction to staff
for naming the new golf course .
BACKGROUND
The process of selecting the name for the new course began in
ellik February 2000 with a public project update meeting. A naming form
was distributed to all of the approximate 100 attendees to submit
suggested names . The forms were then made available at the golf
courses, where the public continued to submit name suggestions
throughout the year and into 2001 . In early spring 2001, staff
began the evaluation of more than 100 suggestions from the public,
staff and golf course architect . Further considerations were made
to establish a business theme that was consistent with Elgin, the
course design, and golf heritage which is of Scottish decent . As
part of the process of selecting the name for the new golf course,
research was evaluated on our City' s name origination which brought
us to Scotland. Elgin is one of Scotland' s oldest established
towns along the northern coast between Aberdeen and Inverness . The
focal point of the town is the ruined Cathedral known as the
"Lantern of the North" which was founded in the year 1224 .
Staff established a shortlist of names representative of the
Scottish as well as prairie themes . These names were presented to
the Project Leader Team. The Team voted on the name, selecting
"The Highlands of Elgin" as their favored choice for its Scottish
representation.
Currently, marketing firms are being considered to develop a logo
and marketing plan for The Highlands Of Elgin Golf Course in
rilk preparation for the Spring 2003 grand opening. A selection of the
marketing firm is scheduled to be brought to the City Council at
the November 28 City Council meeting.

The naming of the golf course must comply with Resolution 99-89
(attached) . A public hearing is required.
ALTERNATIVES
Option one : To approve the name The Highlands of Elgin for the new
golf course .
Option two: To select an alternative name for the new golf course.
RECOMMENDATION 47)
Staff requests direction from the Mayor and City Council to name
the new golf course located at the Sports Complex on McLean
Boulevard.
