RESOLUTION
AUTHORIZING EXECUTION OF AN
EMPLOYMENT AGREEMENT/DOMESTIC VIOLENCE CASE MANAGER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to execute
an Employment Agreement/Domestic Violence Case Manager on behalf
of the City of Elgin with Leona 011ie Lynette Pearl for services
as a domestic violence case manager, a copy of which is attached
hereto and made a part hereof by reference .

EMPLOYMENT AGREEMENT/DOMESTIC VIOLENCE CASE MANAGER
This agreement is hereby made and entered into this 28th day of September, 2001 by and
between the City of Elgin, Illinois, a municipal corporation (hereinafter referred to as "City"),
and Leona 011ie Lynette Pearl(hereinafter referred to as"Pearl").
WHEREAS,City desires to employ Pearl as a Domestic Violence Case Manager during the
term of this agreement.
WHEREAS,Pearl is willing and able to accept appointment as the Domestic Violence Case
manager upon the terms and conditions of this agreement.
NOW THEREFORE, in consideration of the mutual promises and covenants contained
herein,the sufficiency of which is hereby acknowledged,the parties hereto hereby agree as follows:
1) Pearl shall be employed by the City during the term of this agreement as a Domestic
Violence Case Manager under the terms and conditions contained herein.
2) Pearl shall conduct Case Management duties for domestic violence cases, coordinate
activities with partnering agencies,provide interaction and prevention activities and various other
duties related to domestic Violence activities and shall perform such other duties directed by the
Elgin Police Department Victim Assistant Coordinator in such manner and during such times as
the Elgin Police Victim Assistant Coordinator shall designate.
Pearl's duties shall include,but not be limited to:
a. Be responsible to the Victim Assistant Coordinator
b. Coordinates with police crime analysis workers to compile a complete statistical
analysis of Domestic Violence incidents, locations and person involved.
c. Coordinates with the city's police department assigned Community Crisis Center
worker to identify Domestic Violence victims/families to enter into the tracking and
case management services.
d. Maintains detailed case files and documentation of services provided to all program
victims/families as to ensure confidentiality.
e. Facilitates court advocacy services to the victims and families of Domestic Violence
through partner agencies.
f. Coordinates and refers Domestic Violence case victims and families to various
partner agencies based on assessment of incident reports.
g. Cooperates with other agencies and individuals involved with the project to ensure
comprehensive support services.
h. Coordinates with the city's police department Training Director the development of
current training related to Domestic Violence investigation and reporting techniques.
i. Coordinates with city's police department partner agencies to provide comprehensive
community education programs on Domestic Violence and related issues.
j. Coordinates monthly meeting with all partner agencies.
k. Designs, implements and maintains an evaluation procedure to measure the
effectiveness of the program.
1. Maintains interdepartmental communication within the department's organizational
structure.
m. Develops specific goals and objections relating to the project.
n. Performs other related duties as assigned.
3) The following goals shall be reviewed on a quarterly basis with Elgin Police
Department's Victim Assistant Coordinator:
a. 100% of work time shall be spent providing case management services to the
families/victims of reported Domestic Violence cases.
b. Work with the Police Departments Training Director to provide training to police
personnel relevant to domestic violence.
c. Coordinate monthly meetings with partnering agencies to allow for networking and
project planning.
d. Design, implement and maintain an evaluation procedure to measure the
effectiveness of the project.
e. Establish contact with the 16th Judicial Circuit Court relevant to the Domestic
Violence Task Force.
f. Provide a completed statistical report on the activity of the program at 3 month
intervals.
4) City shall provide with the following during the term of this agreement:
a. Per annum base rate of$32,000 effective September 28, 2001.
b. Benefits shall include: Fully paid comprehensive group major medical
insurance for Domestic Violence Case Manager and dependants.
c. Conferences and educational expenses as approved.
5) Shall be subject to and governed by City's personnel rules and regulations.
6) This agreement may be terminated by either party hereto for any reason upon ninety
(90) days written notice.
7) This agreement shall be subject to and governed by the laws of the State of Illinois.
8) The terms and provisions of this agreement shall be severable. In the event that any
of the terms or provisions of this agreement shall be deemed to be void or otherwise
unenforceable for any reason, the remainder of this agreement shall remain in full
force and effect.
9) This agreement constitutes the entire agreement between the parties hereto. There
are no other verbal or written understandings or agreements between the parties
hereto. Any modification or amendment to this agreement shall be written and
signed by the hereto, or shall be ineffective.
10) The term of this agreement shall commence on October 16,2001 and shall terminate
on October 15, 2002.

SUBJECT: Domestic Violence Caseworker Contract
PURPOSE
The purpose of this memorandum is to provide information to the
Mayor and members of the City Council to consider entering into an
employment contract for a Domestic Violence Caseworker, Ms . Leona
011ie Lynette Pearl .
BACKGROUND
The City of Elgin was the recipient of a grant from the Illinois
Department of Commerce and Community Affairs for a Domestic
Violence response unit . The grant was in the amount of $150, 000 .
This total includes the hiring of a Domestic Violence Caseworker in
the budgeted amount of $40, 000 . This is a contractual position,
since no additional funding has been identified beyond next year.
The proposed employee was interviewed by members of the Police
Department and the Human Resources Department . A thorough
background check has been conducted and Leona Pearl is recommended
for this position. The position will be contractual with an hourly
rate $15 . 30 . The grant will also pay the City to provide group
medical insurance during the term of the contract for the employee
and her dependents, but will not provide any other employment
benefits . The duties of the position are included in Exhibit A.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
This employee will be working with the Renz Center, the Community
Crisis Center and Children' s Home and Aid Society.
FINANCIAL IMPACT
This position is 100 percent funded by this grant .

LEGAL IMPACT
The contract has been reviewed and approved by the City Legal
Department .
ALTERNATIVES
The City may choose not to approve this contract and the employee
will not be hired and the allocated funds will be returned to DCCA.
RECOMMENDATION
The Police Department recommends the approval of this contract with
Ms . Pearl .
