RESOLUTION
AUTHORIZING AND DIRECTING GILBANE BUILDING COMPANY TO
EXECUTE CHANGE ORDERS WITH SUBCONTRACTORS AND SUPPLIERS
(Elgin Recreation Center)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby authorizes and directs Gilbane Building
Company to execute the following change orders with subcontractors
and suppliers for a pedestrian link to the Elgin Recreation Center:

SUBJECT: Bid 01-114 - Recreation Center Construction
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of
the City Council with information to consider authorizing Gilbane to
execute contracts for the masonry, general trades, roofing and
glass/glazing work associated with the Recreation Center construction.
BACKGROUND
The subject bid is the seventh bid release of a total of eight for the
Recreation Center construction. This bid is comprised of four base
bids and ten alternate bid items . The base bid items include the
masonry, general trades, roofing and glass/glazing. The alternates
include the pedestrian bridge, monument signs, trash enclosure,
guardrail upgrades, exterior sun control and interior upgrades .
Prior to the bidding phase of the Recreation Center project, the design
team, including staff, Williams Architects, Gilbane and the Recreation
Center Advisory Team (RCAT) , performed value engineering to bring the
project within the previous $31, 393 , 650 budget . The current budget is
$33 , 409, 812 with the additional parking deck level and the pedestrian
link. Items from the value engineering were separated and considered
alternative items . These items were prioritized so they can be
considered at a later date when the bid process is complete and any
savings from the bid process is known.
Staff is recommending to proceed with only one of the bid alternatives
at this time . This item is wall protection for the preschool area,
which will reduce future maintenance costs . The selection of this
alternate changes the low bid award. Several items remain before the
full value of other alternates and value engineering items are known.
The remaining items can be easily added later if funds still remain to
cover the cost within the budget .

As outlined in Gilbane' s letter of recommendation (attached) , bids were
publicly opened on August 30, 2001, with the following bid submittals :

The following were the low bids received for each of the base bids .

The estimated cost of the above work was $6, 029, 287, including the
wellness budget estimate . The wellness portion of the $6, 324 , 220 is
$437, 345 . A bid tabulation sheet is included with Gilbane' s letter of
recommendation for your consideration. All contractors listed above
were prequalified by Gilbane prior to bidding.
A summary of local contractor involvement is attached. A list of
qualified contractors for the above work is also attached. Only those
contractors interested in the subject bid received bid packages .
Additionally, the subject bid was publically advertised in the Courier
News . See Gilbane' s letter for further information.

With the additional parking garage level and the pedestrian link, the
cost of the Recreation Center and north-end parking garage totals
$33 , 409, 812 . Inclusive of the subject bid, the total project is
$131 , 536 over the proposed budget, to date . The parking garage is
$471, 707 over the budget while the building is $283 , 171 under the
budget . These expenses should be charged to 275-0000-791 . 92-36,
project number 509560 .

ALTERNATIVES
Do not authorize Gilbane to execute the subject contract . Construction
of the Recreation Center cannot proceed without the subject bid items .
RECOMMENDATION
It is recommended that the Mayor and City Council authorize Gilbane to
execute a contract with Midwest Masonry in the amount of $2 , 527, 200 ,
Edwin Anderson Construction the amount of $1, 533 , 000, Elgin Roofing
Company in the amount of $723 , 520, and CAD Contract Glazing in the
amount of $1, 540, 500 for masonry, general trades, roofing and
glass/glazing associated with the Recreation Center construction.

The low base bidder for the general trades work is not recommended. When the alternates are considered, the award
switched to the second low bidder. The recommendation is to accept the base bid and Alternate No. 6 for the General
Trades contract. The value in Alternate No. 2 is not valid and is void per Edwin Anderson Construction Letter dated
September 7, 2001 (a bid irregularity), thus making Edwin Anderson the lowest responsive bidder when the alternates are
considered. The Bid Comparison Forms are attached for reference.

The total of the bids received is approximately 5% above the Budget. The masonry is over budget due to the amount of
winter conditions now involved in the project. The roofing is over budget due market conditions and the specialty work
involved with the gymnasium roof. With this recommendation the project is over budget by a value of$131,536.00; the
parking structure is over budget by $471,707.00 while the building is under budget by $340,171.00. Reference attached
cost summary dated September 14, 2001.
The list of potential bidders is attached for reference. There were a total of 96 firms solicited directly of which 4 were
from Elgin. Of the total solicited, 32 requested Bid Documents of which 2 were from Elgin. We received a combined
total of 13 bids, 1 was from Elgin. The one bid received from an Elgin contractor was low and is recommended, Elgin
Roofing Co. All contractors on the list are prequalified and were given notice about the project. The contractors in the
Qualified/Interested category were the companies that received bidding documents. The remaining contractors did not
respond or were not interested. In addition, each bid element for this project is publicly advertised in accordance with the
City's procurement ordinance.
The contractors recommended for award are prequalified, bondable and carry the appropriate insurance coverages noted
in the Bid Documents. Additionally, they have worked with Gilbane on other projects.
