HomeMy WebLinkAbout01-227 Resolution No. 01-227 RESOLUTION SUPPORTING THE EXPANSION OF O'HARE INTERNATIONAL AIRPORT AND IMPROVEMENTS TO THE TRANSPORTATION NETWORK SERVING O'HARE AND THE NORTHWEST SUBURBS WHEREAS, on July 1, 2001, Richard M. Daley, Mayor of the City of Chicago, presented "A Proposal for the Future of O'Hare International Airport" ; and WHEREAS, this proposal is intended to reduce delays and congestion associated with O'Hare International Airport by adding one (1) additional runway and relocating three (3) of the current seven (7) runways; and WHEREAS, this proposal also calls for the development of a western access point into the airport, extension of the Elgin- O'Hare Expressway, and the extension of the Chicago Transit Authority Blue Line to the western suburbs; and WHEREAS, the current proposal calls for the extension of the Chicago Transit Authority Blue Line service to Schaumburg; however, the City of Elgin encourages this extension be moved to the City of Elgin as a part of any potential future feasability study; and WHEREAS, the city further encourages that any plans for the improvement of the Elgin-O'Hare Expressway include the western portion of the expressway; and WHEREAS, it is recognized O'Hare International Airport' s viability is key to Elgin' s success, as our proximity to the airport is one component in what makes Elgin attractive as a location for business and commerce . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the City of Elgin, Illinois supports the expansion and relocation of runways at O'Hare International Airport to reduce delays and congestion and to increase efficiencies at O'Hare International Airport . Parker, City ManagerAND QEFFICIENT SERVICES, UALIT INFRASTRUCTURE SUBJECT: Resolution Supporting Expansion of O'Hare International Airport and Improvements to the Transportation Network Serving O'Hare and the Northwest Suburbs PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider adopting a resolution which will encourage support for the expansion of O'Hare International Airport and improvements to the transportation network serving O'Hare and the Northwest suburbs . BACKGROUND On July 1, Mayor Richard M. Daley, City of Chicago, presented a plan concerning the future of O' Hare International Airport . The purpose of the plan is to strengthen O'Hare in order to insure that it remains viable and the center of economic activity in Northeastern Illinois. Highlights of the plan, as attached, include : • Expansion of the Elgin - O'Hare Expressway • Extension of the "Blue Line" service to Schaumburg • Enhanced economic activity at O' Hare It is difficult, if not impossible, to find any drawbacks to the City of Elgin as it relates to the O'Hare expansion plan as outlined by Mayor Daley. O'Hare' s viability is key to Elgin' s success as our proximity to the airport is what one component in what makes Elgin attractive as a location for business and commerce . A recent example of this is the decision of the Wanxiang Corporation of China to locate their North American Headquarters in Elgin. O' Hare was a critical factor in the their decision-making that brought them to Elgin. . . r O'Hare Resolution August 11, 2001 Page 2 The plan not only addresses the problem of congestion in the air, but also on the ground. Unless these investments are made, the problems of delays and congestion will undermine the ability of O'Hare, Illinois and the City to compete both nationally and internationally. The extension of the CTA Blue Line is critical to reliving ground congestion. The current proposal calls for the extension of the service to Schaumburg; however, the City should begin efforts to encourage the extension to the City of Elgin as a part of any potential future feasability Study. Over the last several weeks, many communities in close proximity have taken a strong stance opposing Mayor Daley' s plan. These communities include Elk Grove, Bensenville and Des Plaines . At this point, the issue is being framed as one of the City of Chicago versus the suburbs . It will be important to change this perception by communities that benefit from the expansion taking a prominent role in this debate . On July 23 , the concept of supporting improvements to O'Hare and rib* the surrounding transportation network was discussed with Representative Douglas Hoeft and Senator Steve Rauschenberger. No concerns were aired by either party. It is expected that Governor Ryan will make a decision regarding Daley' s plan by the first of September. The issue will need to be monitored closely as the issue moves forward. The benefits are not confined to Daley' s plan alone and thus the City should be positioned to support any plan which offers improvements to O'Hare and the surrounding transportation network.
