RESOLUTION
FROM THE CITY OF ELGIN APPROVING PARTICIPATION
IN THE OUTER CIRCUMFERENTIAL COMMUTER RAIL TASK FORCE
AND SUPPORTING ELEMENT TWO OF THE PHASE II
FEASIBILITY STUDY OF THE OUTER CIRCUMFERENTIAL
COMMUTER RAIL LINE
WHEREAS, the Outer Circumferential Corridor was recommended
for further study at the conclusion of the Phase I Feasibility
Study in April of 1999; and
WHEREAS, the Phase I Study recommended travel demand
forecasting, commuter rail transfer interactions, vanpool and
feeder bus services, and land use planning be investigated in the
next phase of the study process; and
WHEREAS, the City of Joliet submitted an application to
Governor Ryan' s Illinois Tomorrow Corridor Planning Program on
behalf of participating communities (the "Communities" ) associated
with the DuPage, Kane, Lake, Northwest, South, and Will Councils of
Mayors (the "Councils" ) to devise land-use scenarios following
transit-oriented development (TOD) land-use strategies and the
identification of origin and destination information related to
business and residential ridership on the proposed Elgin Joliet &
Eastern Railway (EJ&E) Circumferential rail line; and
WHEREAS, the City of Joliet and the participating Communities
along the proposed rail line have secured funding through the
Illinois Tomorrow Program to conduct element two of the Phase II
Study, the "Land-use and Community Planning Study" , for the Outer
Circumferential Commuter Rail Corridor to produce TOD plans for
participating communities and to quantify the socioeconomic and
transportation variations that will be used in the travel demand
analysis; and
WHEREAS, Metra, the Communities and Councils have concurred
that Joliet will be the lead applicant for the Land-use and
Community Planning Study; and
WHEREAS, the Communities have formed the Outer Circumferential
Commuter Rail Task Force (hereinafter "Task Force" ) to provide a
larger forum to present the results of the Study, review draft
study products, and provide input at selected points in the
process; and
WHEREAS, the Task Force is comprised of the following
jurisdictions within the EJ&E Corridor: Aurora, Barrington,
Bartlett, Chicago Heights, Elgin, Frankfort, Green Oaks, Hawthorn
Woods, Hoffman Estates, Joliet, Lake Zurich, Long Grove, Lynwood,
Matteson, Mokena, Mundelein, Naperville, New Lenox, North Chicago,
Plainfield, Park Forest, Richton Park, Sauk Village, Shorewood,
Vernon Hills, Waukegan, and West Chicago; and
WHEREAS, the members of the Task Force together with Metra
desire to participate in a Land-use and Community Planning Study of
the Outer Circumferential Commuter Rail Line; and
WHEREAS, the Task Force has designated the Village of Hoffman
Estates, the City of Joliet, the City of Chicago Heights, the City
of West Chicago, and the Village of Vernon Hills to act as the
representatives for the members of the Task Force and serve on the
Task Force' s Steering Committee (the "Steering Committee" ) ; and
WHEREAS, the members of the Task Force and Metra have jointly
agreed to undertake a Market Research Study and, to that end, have
established a Project Management Team to guide it; and
WHEREAS, the Project Management Team will be composed of
Metra, RTA, Chicago Area Transportation Study ("CATS" ) , and
representatives of the Steering Committee; and
WHEREAS, the members of the Task Force have agreed to make
available relevant resources (e.g. land use plans, development
data, traffic data, transportation facility plans, previous
studies) that they have in hand to assist Metra and the Consultant
in the conduct of the Study; and
WHEREAS, the City of Joliet is responsible for the payment of
all necessary, proper, and allowable costs for the Consultant
contract . Payment by Joliet will be generated from the Illinois
Tomorrow grant for further feasibility studies along the EJ&E
Corridor; and
WHEREAS, the Will County Governmental League will coordinate
payments with Metra and assume responsibility for the collection of
all payments from the members of the Task Force, thereby acting as
the fiscal agent for collection of the local match to Joliet .
NOW, THEREFORE BE IT RESOLVED, that the City of Elgin desires
to participate in the Outer Circumferential Commuter Rail Task
Force and in the Land-use and Community Planning Study of Outer
Circumferential Commuter Rail Line through participation in the
Task Force; and
BE IT FURTHER RESOLVED, that as a member of the Task Force,
Elgin agrees to paythe Will CountyGovernmental League

all properly presented invoices for an amount not $ , 000
towards the local match.
BE IT FURTHER RESOLVED, that copies of this Resolution will be
forwarded to the Will County Governmental League, the RTA, Metra
and CATS .

SUBJECT: The City of Elgin' s Participation in the Land-use
and Community Planning Study for the Outer
Circumferential Commuter Rail Corridor
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information concerning the City of Elgin' s
participation in the Land-use and Community Planning Study for the
Outer Circumferential Commuter Rail Line .
BACKGROUND
The City Council recently approved Elgin' s participation in the
Outer Circumferential Commuter Rail Task Force and in Element 1,
the Market Research Study, of the Phase II Feasibility Study of the
Outer Circumferential Commuter Rail Line . This portion of the
study identifies all transit and transportation improvement options
and forecasts ridership within the proposed corridor.
Funding has now been secured through Governor Ryan' s "Illinois
Tomorrow Corridor Planning Program" to conduct Element 2 , the Land-
use and Community Planning Study. Through this study, potential
transit station sites will be analyzed and transit-oriented
development plans will be produced for the participating
jurisdictions . Also, more refined socioeconomic forecasts will be
developed for use in the travel demand analysis (Element 1) .
The Outer Circumferential Commuter Rail Task Force Steering
Committee is seeking the support of the 27 member jurisdictions for
this additional study. The City of Elgin has been asked to pass
the attached resolution, thereby indicating its commitment to :

► participate in the Land-use and Community Planning Study for
the Outer Circumferential Commuter Rail Line, and
► contribute a portion of the matching funds .
The benefits that are anticipated for the City include the
development of a land use scenario for any proposed station site
within or nearby Elgin' s corporate limits, travel demand estimates,
and traveler origin and destination information, all of which are
useful to Elgin' s long-range planning efforts .

FINANCIAL IMPACT
To secure "Illinois Tomorrow Corridor Planning Program" funds,
matching funds are required. The cost to the City of Elgin to
support the Land-use and Community Planning Study will not exceed
$2 , 000 . Funds are available in account number 010-1501-715 .45-00
to cover this expenditure .

ALTERNATIVES
The Mayor and City Council can (1) pass this resolution to support
the Land-use and Community Planning Study and provide a monetary
contribution not to exceed $2 , 000 or (2) support this effort yet
decline the contribution of City funds .

RECOMMENDATION
It is recommended that the City Council pass this resolution to
support and participate in the Land-use and Community Planning
Study of the Outer Circumferential Commuter Rail Line and
contribute funding not to exceed $2 , 000 .
