McLean Boulevard) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby accepts a certain plat of dedication for a public street prepared by James E. Parker, City Manager SUBJECT: Acceptance of Right-of-Way Dedication at 801 North McLean Boulevard PURPOSE The purpose of this memorandum is to provide the Mayor and Members of the City Council with information to consider acceptance of new Right-of-Way at 801 North McLean Boulevard. BACKGROUND Windsor Development Corporation received rezoning approval from Elgin City Council for a retirement home project located on the above property on December 15, 1999 . Since then, the site design has been finalized. The final design requires that a section of North McLean Boulevard be realigned to provide a safe, full access entrance to the site. This full access entrance requires a left turn lane for southbound McLean turning movements into the site. This left turn lane will prevent blockage of traffic from a vehicle waiting to make a left turn movement . This potential backup could cause vehicles to be stopped in the intersection of Royal Boulevard and North McLean Boulevard, located a short distance to the north of this entrance. Adding the left turn lane to the recently reconstructed North McLean Boulevard requires the east curb line to be shifted to the east one lane width (11 feet) . This shift is to provide a protected stacking lane for the southbound turning movements. To protect the integrity of recently completed work on McLean Boulevard, Windsor Development Corporation will resurface the entire roadway width the length of their realignment project . The sidewalk on the east side of the street will be set back from the curb along the limits of the lane shift . This will allow the current handrail to be removed in this area. This right-of-way dedication includes land to one foot east of the setback sidewalk. It is anticipated that this project will begin this construction season. . . r 801 North McLean Boulevard April 2 , 2001 Page 2 While viewing the plat survey for this property during plan review, it was noticed that the north half of Wing Street in front of Illinois Park School was never dedicated as a public roadway. As a condition of plan approval, Windsor Development is including the dedication for this portion of Wing Street . A reduced copy of the complete plat of dedication is shown in Exhibit A. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT To ensure the dedication is properly recorded, City staff will record the dedication with Kane County at City expense and require reimbursement of the recording fees at the time of issuing the building permit . The developer will be responsible for all costs associated with the realignment of North McLean Boulevard. \eitnitAIEGAL IMPACT None . ALTERNATIVES None .
