The following represents a Communications Network Agreement made this 14th day of
November ,2001 by and between the City of Elgin and the Illinois Criminal Justice
Information Authority(ICJIA),hereinafter referred to as"the Authority."
WHEREAS,Section 7(a)of the Illinois Criminal Justice Information Act(20 ILCS 3930/7(a))empowers the
Authority to develop and operate comprehensive information systems for the improvement of all aspects of law
enforcement,prosecution,and corrections; and
WHEREAS,the Authority has developed and operates the Area-Wide Law Enforcement Radio Terminal
System(hereinafter referred to as"ALERTS")to provide data processing and communication services to law
enforcement agencies operating within the State of Illinois;and
WHEREAS,Section 7(m)of the Illinois Criminal Justice Information Act(20 ILCS 3930/7(m))authorizes
the Authority to enter into contracts and to cooperate with units of general local government or combinations
of such units, State agencies,and criminal justice agencies of other states for the purpose of carrying out the
duties of the Authority imposed by the Act or by the federal Crime Control Act of 1973,as amended;and
WHEREAS, Section 7(r)of the Illinois Criminal Justice Information Act(20 ILCS 3930/7(r))permits the
Authority to exercise any other powers that are reasonable and necessary to fulfill the responsibilities of the
Authority under the Act and to comply with the requirements of applicable federal law or regulations; and
WHEREAS,the City of Elgin desires to provide base stations to be used on the ALERTS Network; and
WHEREAS,the Illinois Criminal Justice Information Authority desires these base stations be added to its
ALERTS infrastructure;and
THEREFORE,the parties hereby enter into an agreement pursuant to which the City of Elgin will provide the
equipment and perform the work and services to install said equipment to operate on the ALERTS network.
NOW,THEREFORE,for and in consideration of the mutual promises and covenants contained herein, and
other good and valuable consideration,the receipt and sufficiency of which is hereby acknowledged by the
parties hereto,the City of Elgin and the Authority hereby agree as follows:
1. The above listed Recitals are hereby incorporated into this agreement.
2. Upon execution of this Agreement,the City of Elgin will provide and install one Motorola base station to
be used on the ALERTS network. The City of Elgin will maintain ownership of the base station it provides for
use on the ALERTS network.
3. This Agreement holds that the month after the base station becomes operational the Authority will operate
the base station on the ALERTS network for the term of the agreement and assume all ongoing maintenance,
including maintenance to phone lines and connection costs that allow the base station to be operated on the
ALERTS network.
4. This Agreement and the fee reductions described in section 5 shall be valid for a period not to exceed five
(5)years. The five(5)year term will commence on the date when the first terminal from the City of Elgin is
registered on the system or 30 days after installation of the base station,whichever occurs first.
5. Simultaneously,with the execution of this Agreement,the Authority agrees to reduce user fees for all
existing and future City of Elgin terminals to$15 per month per terminal. In addition,the Authority agrees to

reduce G)'S/AVL fees for all City of Elgin police terminals existing and future to$30 per month per terminal.
6. In the case of a general fee increase assessment to all ALERTS users during the five(5)year agreement
period,fee increases to the City of Elgin will be increased by the same proportion as fee increases to all other
users of ALERTS.The Authority agrees to provide ninety(90)days notice to the City of Elgin before fee
increases are instituted.
7. This Agreement shall be construed in accordance with the laws of the State of Illinois.
8. The foregoing constitutes the entire Agreement between the City of Elgin and the Authority with respect to
the Communication Network Agreement described herein.
9. Furthermore,this Agreement supersedes any prior agreement(s)between the City of Elgin and the
Authority. This Agreement may not be changed,modified,amended or terminated orally or in writing except
by a writing duly executed by all the parties hereto or their respective authorized agents.
10. This Agreement shall inure to and be binding upon the parties hereto,their successors, subsidiaries,
affiliates,assignees and shareholders.
IN WITNESS WHEREOF,the parties hereto have caused this Agreement to be executed by authorized
representatives on the date first above written.

Here is the executed contract signed by the City Manager's Office. Diane you probably have it listed under the original
organization's name- Illinois Criminal Justice Information Authority. In 2006 the name was changed to ISPAN.
Joe Bush emailed me details on what IPSAN provides us.This is a required service.
ALECS: Alecs is a program that is run on the computers inside the police department building. It allows us to connect
to the State of Illinois computer system to check information related to people ( i.e., Drivers License, Secretary of State
information, etc) and Vehicles ( i.e., License plate checks,VIN checks)just to name a few.
ALERTS: ALERTS is the wireless network access provided to the Police and Fire mobile computers. This service is paid for
by the E911 account, as this service provides emergency call information to the Police and Fire units. On the Police
computers,this service also provides the same connection access to the State of Illinois computer system as mentioned
in ALECS.
LSI: The software application that utilizes the ALERTS wireless network is called PMDC. The PMDC software is
purchased and supported by the State of Illinois. The State of Illinois requires that we pay maintenance on the PMDC
software of$5.00 per unit per month to pay for the support that they provide.
All of these are billed at 6 month intervals.
