RESOLUTION
ADOPTING A PROGRAM FOR REVIEWING AGENCY FUNDING REQUESTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby adopts effective January 1, 2001, a
Program for Reviewing Agency Funding Requests dated
December 6, 2000 , for the purpose of providing an application
and recommendation process for funding requests from outside
agencies, a copy of which is attached.

CITY OF ELGIN
PROGRAM FOR REVIEWING AGENCY FUNDING REQUESTS
2001
PURPOSE: The purpose of the program is to provide a mechanism through which
funding requests from outside agencies can be accepted,processed and reviewed for the purpose
of making funding recommendations to the Elgin City Council.
Eligibility: Any Elgin-based, not-for-profit corporation may submit an application for funding.
Application: An application form shall be obtained from the City Manager's Office, 150 Dexter
Court, Elgin. The application shall be completed by the agency seeking funds. Information to be
provided by the applying organizations shall include, but shall not be limited to:
1. Name and address of organization
2. Proof of not-for-profit status (latest Annual Report to the Illinois Secretary of
State)
3. Funding request
4. Description of how funds are planned to be used
5. Organization budget
6. Project budget
7. Explanation of public benefit
8. Assurances
Funding requests shall be limited to use of funds for expenses related to providing direct services
or capital expenditures. General operating expenses(staff not related to a specific project,
utilities, rent, etc.) will not be eligible for funding.
Funding requests shall address one or more of the following categories:
1. Economic development/neighborhood vitality
2. Safe community
3. Recreation/leisure/cultural opportunities
4. Education and Health
NOTE: Funding categories could change as each annual budget is considered to
reflect changing strategic goals or community needs.
Only one application can be submitted by an organization per fiscal year.
NOTE: An organization receiving direct funding from the City of Elgin under
the 2001 budget shall not be required to submit an application for that"base"
amount. However, any requests for funding above that base amount shall be
subject to the application and review process.
An agency cannot apply for funding in two consecutive years.
Applications will be submitted quarterly.
Review of Applications:
Applications will be received by the City Manager's Office and reviewed by
an"Application Review Committee" composed of the following: one (two)
Councilperson(s), two citizen representatives, staff representative of the
City Manager's Office
The committee will review the applications submitted and make funding
recommendations which will be submitted to the City Manager. The
City Manager will submit the funding recommendations to the City Council
for final consideration, with comments.

SUBJECT: Proposed Program to Review Agency Requests
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information regarding a proposed program
for reviewing funding requests from outside agencies .
BACKGROUND
Over the past several years, the City has received requests from
local agencies requesting assistance for funding their operations,
capital improvements or special projects . In the year 2000, 23
agencies received over $2 million in funding. Each of these
agencies made a direct appeal to the City Council, either through
the annual budget process or requests made as needs arose during
the year. Because of the ever-increasing number of requests being
made to the City Council, a means by which funding requests from
outside agencies can be accepted, processed and reviewed for the
purpose of making funding recommendations to the City Council,
seemed appropriate.
The proposed program would establish a procedure through which all
agencies requesting funds would submit a formal application which
would provide information about the agency, the amount being
requested and the proposed use for the funds . The application
would be received by the City Manager' s office .
Agencies would be asked to submit proposals for funding which are
based upon one or more of the following categories :
1 . Economic development/neighborhood vitality
2 . Safe community
3 . Recreation/leisure/cultural opportunities
4 . Education and Health
These categories are based upon the strategic goals established by
the City Council.

The categories can change to reflect priorities established by the
City Council or community needs .
Once an application is received by the City Manager' s office, it
will be distributed to members of an "Application Review
Committee" . Consisting of two citizen representatives, two City
Council members and a staff representative of the City Manager' s
office, the committee will review the applications against the
established criteria and funding availability. Funding
recommendations will be submitted to the City Council for final
consideration.

the YMCA. It is recommended, however, in succeeding years, these
agencies should submit applications for funding under this program
to be reviewed against the established criteria.

FINANCIAL IMPACT
Funds to support the program are included in the proposed 2001
budget in the amount of $200, 000.

1 . Approve the proposed program for reviewing agency funding

2 . Approve a modified version of the proposed program.
3 . Do not approve a program for reviewing funding requests from
local agencies .

RECOMMENDATION
It is recommended that the proposed program for reviewing agency
funding requests be approved as presented.
