RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
CHICAGOLAND PAVING, INC. FOR THE
2000 TENNIS/BASKETBALL COURTS PROJECT
WHEREAS, the City of Elgin has heretofore entered into a
contract with Chicagoland Paving, Inc . for the 2000
Tennis/Basketball Courts Project ; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2 ,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager,
and Dolonna Mecum, City Clerk, be and are hereby authorized
and directed to execute Change Order No. 2 , a copy of which is
attached hereto and made a part hereof by reference .

PROJECT: 2000 Tennis/Basketball Courts Project
CHANGE ORDER NO. 2
SCOPE: This Change Order No. 2 will decrease the contractual agreement with Chicagoland
Paving, Inc., for the change in construction of Lord's Park Tennis Courts in the City of Elgin,
Illinois. The scope of work for the project is hereby amended by deleting all references to the
construction of new tennis court and basketball courts at Lords Park and replacing such
references to the Contractor instead renovating the existing tennis and basketball courts at Lords
Park.
Contractor shall remove all existing fencing and basketball standards. Overlay existing courts
with Petramat (Geo Fabric) add 4" of asphalt (2" of BAM and 2" of I-11) and tennis court
surfacing. Construct ADA access paths and parking stalls. Install new green vinyl clad fencing,
tennis nets/post, bollards, tip down gates, benches and basketball standards. Complete landscape
restoration.
Completion date shall be changed from November 1, 2000 to June 1, 2001.
REASON FOR CHANGE: The circumstances necessitating the change were not reasonably
foreseeable at the time the contract was signed. The change order is necessitated due to
requested change by the City.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be
revised as follows:

SUBJECT: 2000 Tennis/Basketball Courts Project -
Change Order No. 2
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider Change Order No.
2 to Chicagoland Paving, Inc. for the 2000 Tennis/Basketball Courts
project.
BACKGROUND
On August 9, 2000, the City Council awarded a contract to
Chicagoland Paving, Inc. for demolition and construction of the
tennis/basketball courts at Wing and Lords Parks .
Change Order No. 1, approved on October 25, 2000, added vinyl
coated fencing at the Wing Park Tennis Courts .
Change Order No. 2 will decrease the contractual agreement with
Chicagoland Paving, Inc. by reducing the scope of work in the
construction of the Lords Park Tennis Courts . The original scope
of the project called for construction of new tennis/basketball
courts at new locations within the park. The contract has been
reduced to only resurfacing the courts at their current location.
The contractor will remove all existing fencing and basketball
standards, overlay existing courts with Petramat (Geo Fabric) , and
add 4" total of asphalt and tennis court surfacing. They will
also construct ADA access paths and parking stalls as well as
install new green vinyl-clad fencing, tennis nets/post, bollards,
tip down gates, benches and basketball standards . Landscape
restoration will also be completed.
An attempt will be made to complete the majority of the project in
ellik 2000, however, the final completion date will be changed from
November 1, 2000 to June 1, 2001 .

The change order cost breakdown is as follows :
Original 2000 Tennis/Basketball Courts Project : $325, 401 . 00
Change Order #1 (Wing Park Fencing - addition) : $ 14 , 742 . 10
Change Order #2 -$ 25, 737 . 40

New Contract amount : $314,405 . 70
The above change has not yet taken place, pending City Council
approval .
Options have been reviewed with neighbors and the Lords Park
Association, and this option was acceptable .

The recommendation is to approve Change Order No. 2 to Chicagoland
Paving Inc. contract for the change in scope of the Lords Park
Tennis/Basketball Courts in the deducted amount of $25, 737 . 70 for
the new contracted amount of $314 , 405 . 70
