RESOLUTION
AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE
ILLINOIS DEPARTMENT OF TRANSPORTATION FOR A BICYCLE PATH
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby
authorized and directed to submit a grant application to the
Illinois Department of Transportation for funding through the
Illinois Transportation Enhancement Program for the
continuation of the East-West bike path, a copy of which is
attached hereto and made a part hereof by reference .

E. C. C. to the west :
The Spartan Drive extension plans include a bike path connection
from Randall Road to Spartan Drive . A small section of trail will
be constructed along the portion of the existing Spartan Drive to
link the new roadway path where it ends to the east, to connect
with the existing bicycle path at E. C. C. , where it ends to the
west . The completed bike path will end at Randall Road and College
Green Drive, with potential connections into the Otter Creek Bike
Path System across Randall Road via the lighted intersection. As
part of the Elgin Far West Plan, a proposed bike path would
parallel Otter Creek moving to the southwest and eventually connect
into St . Charles/DeKalb County bike path systems .
This East-West Trail is part of a regional bike path system
proposed by the Kane County Forest Preserve and is recommended in
the City of Elgin Parks and Recreation Master Plan. This
connecting bike path segment will compliment the bike paths
proposed in the Riverfront Master Plan.
The Illinois Transportation Enhancement Program is an 80/20
matching program. The total cost of the project is estimated at
$1, 446, 300 to include engineering and construction. Kane County
Forest Preserve has committed funding to support 10% of the City' s
20% share. The 80% Federal Enhancement share is $1, 157, 040, Kane
County Forest Preserve has committed a 10% match with the City at
$144, 630 and the City of Elgin' s 10% match is $144, 630 .

Enhancement Program Application: East-West Bike Path
Extension
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider applying for a
grant through the Illinois Transportation Enhancement Program for
the continuation of the East-West Bike Path.
BACKGROUND
Funding is available through the Illinois Department of
Transportation, Illinois Transportation Enhancement Program to
construct two bike path connections; one along Spartan Drive to
link the western end of the existing trail at ECC to the eastern
end of the college' s new roadway which will include a bike path,
and a link from the eastern section of the existing Sports Complex
trail to the National Street Metra Station. When complete, the new
path sections will connect the existing bike path at the Elgin
Sports Complex/Elgin Community College to the Fox River Trail and
National Street Metra Station to the east and Randall Road to the
west . Attached is a map noting the two bike path links that are
included in this grant colored in green.
Sports Complex to the east :
Easements will be obtained from the State of Illinois, Kane County
Forest Preserve and Metra to construct the trail westerly through
the Elgin Mental Health Center, across Route 31 to Kane County
Forest Preserve property to the river and proceed north along the
shoreline. At a narrow section of the river between the Route 20
bridge and the National Street Metra station, a bridge will connect
the trail across the river to the existing Fox River Trail . A
separate path will also move north along the river to meet with the
National Street Metra station.

RECOMMENDATION
It is recommended that the Mayor and members of the City Council
direct staff to submit the application for funding from the
Illinois Department of Transportation, Transportation Enhancement
Program, for the extension of the East-West Trail .

ITEP APPLICATION
Preparing the Application
The application must be filled out completely and accurately. Applications should be concise with
non-complex attachments. The project sponsor must provide the information on this application form
or on an exact replicate. There are specific questions asked on each category on pages 7-19 through
7-35. Please answer only the questions under your project's category(s). The other pages on other
categories may be disregarded as part of your application. Please limit attachments to 15 pages. This
includes narrative,photographs and maps. The attachments should only include information on the
proposed project.
IDOT will make an initial call for project applications in December of 1998 and allow approximately
three months for project sponsors to prepare their project application and submit it for review and
approval. The first application deadline is March 1, 1999. Each year after the initial call for
projects,project applications can be submitted for review and approval for consideration of funding
for inclusion in the next year's program. Project applications must be received by November 1 of
each year to be considered for the next year's program. Project applications may be submitted for
funding by November 1, 1999 and each year through November 1,2001.
Projects in an urbanized area over 50,000 population must also be submitted to the appropriate MPO.
The MPOs are listed in Appendix 6 of the guidelines. In urbanized areas,please send one copy of the
project application to the appropriate MPO and six copies to IDOT at the address listed below.
Outside the urbanized areas,only IDOT will receive the project applications. Six copies of the project
application should be sent directly to IDOT at the address listed below. IDOT will distribute copies of
the project applications to the appropriate IDOT personnel and other parties involved in the review
process.

Project Description. Give a general description of your project,for example,project is to design
and construct a bike trail along an abandoned railroad corridor, two pedestrian bridges and signs
connecting the communities of Mainville and Plainville
Engineering and Construction of a new bicycle path along US Route 20 and the Fox River connecting
the existing bicycle facility within the Elgin Sports Complex to the Fox River Trail and National
Street METRA facility.The project will include the construction of a 10-foot wide bituminous path,
and a 10-foot wide bridge over the Fox River. See Attachment I for details.
Project Elements. List each individual element involved in project,for example, engineering for
trail, bridges and signs,grade railbed,pave aggregate or asphalt bike trail, install signs, construct
and install bridges.
Design and Construction Engineering for paths,excavation,grading,aggregate base course,
bituminous path,Bridge Structure with abutments and piers,pavement marking,topsoil,seeding,
associated landscaping.
Location and Length of Project. Give a specific location including the streets, rivers,parks,
from and to locations including the municipalities and give the length in miles,for example,
5 miles along the abandoned CNW RR from Main Street to Walnut Street in Mainville.
From the existing Bicycle Facility at the east end of the Elgin Sports Complex to METRA Station at
National Street including a connection to the Fox River Trail.
As an alternative,eliminate the Fox River crossing south of National Street and provide and underpass
or at grade crossing of National Street and extend the path north to the proposed Bicycle/Pedestrian
Crossing at Prairie Street.

Present Condition. What is the present condition of the project site?
The path is proposed to be constructed within parcels currently under the jurisdiction of the City of
Elgin or on Properties being acquired by the City. The Path will be located within the Elgin Sports
Complex,Continental Park,portions of the Elgin Mental Health Facility,and along the Fox River
front adjacent to the Elgin Sweeper Property. The Elgin Sweeper property and the Mental Health
Center Property are planned to be redeveloped as recreational facilities/open space. The Elgin Sports
Complex and Continental Park are currently used as recreational open space.

Peak Summer trips for the path will approach the usage of the connecting Fox River Trail,which

Public support for this project is anticipated. Although no public involvement activities have
directly addressed this proposed improvement,since no residential property will be acquired or
directly affected by the proposed path construction,we anticipate public support of this project.

To provide bicycle and pedestrian access between residential properties,recreational facilities

access to recreational facilities,open space,the Elgin central business district,mass transportation
facilities and other cultural venues.

All right-of-way and easements acquired for federal enhancement projects(regardless of whether
federal funds are utilized for the acquisition)must be acquired in accordance with Titles II and III of
the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as
amended. Project sponsors must meet with the District Land Acquisition Engineer prior to initiating
PE if their projects are selected.

Project Title: City of Elgin—US Route 20 Bike Path Extension
General Project Description. Describe brieflythe project elements and location.

Engineering and Construction of a new 10 foot wide bi-directional,bituminous surfaced,bicycle path
along US Route 20 and the Fox River connecting the existing bicycle facility within the Elgin Sports
Complex to the Fox River Trail and National Street METRA facility.
Design and Construction Engineering for paths,excavation, grading,aggregate base course,
bituminous path,Bridge Structure with abutments and piers,pavement marking,topsoil,seeding,and
associated landscaping.
1. Explain how the proposed project will provide linkages and provide access to places.
The proposed trail will connect directly to the Fox River Trail(41.7 miles in length)and from
the Fox River Trail to the Illinois Prairie Path(45 miles in length)and The Great Western
Trail(18 Miles in length)
Access to the proposed path improvements will be available at many public locations
including the following existing facilities:
• Elgin Sports Complex
• Continental Park,
• National Street METRA Station
• Elgin Community College
• Spartan Meadows Golf Course
• Central Park
• The Elgin Mental Health Facility
The proposed path improvements will also indirectly connect to:
• The Grand Victoria Casino

3. Describe the signing that will be included in your project.
Traffic control signing will be provided along the path at intersections with roadways. Tip
down gates,which prevent vehicular access to the path,will also be provided at intersections
with roadways. Additionally,safety and directional signage for the paths on intersecting
roadways will also be provided.
4. Once the project is completed,who are the designated users?
The location of the proposed path has been chosen to provide recreational uses as well as
increased access to recreational,cultural,residential,business and mass transportation
facilities.Upon completion of the project,the path will be used as a recreation facility by the
residents of the City of Elgin and the surrounding region. The path will also be used by local
and regional residents who use the connecting educational facilities,recreational facilities or
visit the cultural sites adjacent to proposed path. Additionally,commuters who live in the
region and work along the any of the connecting paths,mass transportation lines(served by
the PACE's transportation facility or METRA's Milwaukee District West Line)or in Elgin's
central business district are also anticipate to use the proposed facility.
