HomeMy WebLinkAbout00-205 Resolution No. 00-205 RESOLUTION AUTHORIZING PAYMENT FOR AND ACCEPTANCE OF A GRANT FOR ORNAMENTAL LIGHTING AS PART OF THE METRA CHICAGO STREET STATION REHABILITATION PROJECT WHEREAS, the City has requested and Metra has agreed to include sixteen ornamental light poles and two wall-mounted fixtures as part of the Metra Chicago Street Station Rehabilitation Project as depicted on Exhibit A attached hereto; and WHEREAS, the city has received approval of a grant from the Northwest Suburban Mass Transmit District in the amount of $35, 000 which will cover fifty percent (50%) of the estimated $70, 000 cost of such ornamental lighting. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN that upon Metra ' s completion of the installation of the ornamental lighting as part of the Chicago Street Rehabilitation Project that the City Manager is authorized and directed to reimburse to Metra the cost of such ornamental lighting not to exceed the amount of $70, 000 . Parker, City Manager SUBJECT: Northwest Suburban Mass Transit Grant to Upgrade Lighting at the Chicago Street Metra Lot PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider acceptance of a subject grant for lighting improvements at the Chicago Street Metra lot . BACKGROUND rk Metra has finalized plans and bids for improvements to the Metra Commuter Station at Chicago Street . The station' s improvements will include new lighting around the parking areas and adjacent to the buildings, parking lot improvements, landscaping, platform reconstruction, rehabilitation of the station and construction of a new warming shelter. Work is to begin on or about July 31 and take approximately one year to complete. Staff requested that Metra consider the use of ornamental poles and fixtures consistent with those on Chicago Street . Metra agreed to allow the ornamental poles if the City agreed to fund the upgrade costs, estimated at $70, 000 . In the spring of 2000, staff submitted a grant application to Northwest Suburban Mass Transit (NSMT) to fund the $70, 000 lighting upgrade costs . Elgin' s representative on the NSMT, Mr. M. Edward Kelly, provided assistance in filing the grant application. A copy of the application is attached. On June 26, 2000, the City received confirmation that approval was granted by NSMT in the amount of fifty percent of the actual costs, in an amount not to exceed $35, 000 . Northwest Suburban Mass Transit Grant July 18, 2000 Page 2 Staff has also received information from Metra that bids were opened for the improvements and the lighting upgrade component of the bid is $53, 000 . The City' s costs based on the NSMT grant will be $26, 500 . Metra has provided the attached sketches demonstrating the location of the light poles and illustrating the style of light fixtures . Sufficient funds exist in this account to cover the City' s share of the improvement c em. osts. LEGAL IMPACT W\IIIV An agreement with Metra should be prepared and reviewed. ALTERNATIVES Do not authorize lighting upgrade and Metra will install standard lighting at one hundred percent their cost . RECOMMENDATION It is recommended that the Mayor and members of the City Council accept the grant from Northwest Suburban Mass Transit and authorize the additional funding of the lighting upgrade cost in an amount not to exceed $35, 000 . One of the components is new lighting. Metra has programed dollars for their standard shoebox lights but allows communities to upgrade to ornamental lights as used in their streetscape projects, with the difference being borne by the community. STATE THE AMOUNT OF THE REQUEST: $70,000.00 CERTIFICATION: The applicant shall file a resolution by the proper authority that this request is approved by the local authority. At the end of the project that is approved by the NWSMTD another resolution certifying that the project is completed and paid for shall accompany the request for funds. There are 16 pole lights that match the city's downtown lighting fixtures and 2 wall mounted fixtures on the Canella building that also match the city fixture (cc of catalogue cut attached) . The ornamental lighting line item in the bid came in at $53,000, which is considerably lower than the $70,000 estimate. The low bidder on the Chicago Street Station project is John Burns and the pre-construction meeting has been schedule for 7/18/00 at 2:30PM in our offices at 547 W. Jackson Blvd. in Chicago - 14th floor conference room. We invite Elgin to send a representative , to this meeting, as representatives from the city are also invited to any construction meetings that will be held on site once this project begins.
