HomeMy WebLinkAbout00-171 ti Resolution No. 00-171 RESOLUTION APPROVING GRANT RECIPIENTS UNDER THE NEIGHBORHOOD IMPROVEMENT GRANT PROGRAM WHEREAS, the Neighborhood Improvement Grant Program has been established to provide financial assistance and incentives for neighborhood groups and organizations in the development and implementation of projects benefitting their respective neighborhoods; and WHEREAS, in 2000 applications have been made by twelve citizen groups for eighteen projects under the Neighborhood Improvement Grant Program; and WHEREAS, said applications have been reviewed and recipients selected by the City Council . Parker, City Manager SUBJECT: Neighborhood Improvement Grant Program PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider applications for the 2000 Neighborhood Improvement Grant Program (NIGP) . BACKGROUND A total of 18 applications were received from 12 organizations. The total costs for the City' s portion of the projects start at $640. 99 for one project and go up to the maximum $15, 000 for several projects. The total amount requested was $148, 023. 99. The total amount of available funds is $100, 000. 00 . Nine of the proposals include property improvements, the remaining are for a Farmer' s Market, Restaurant Technical Assistance Program, signs and banners, a historic home marketing program, newsletters, a Community Mediation Center, and school signs (marquis) . A team of staff members from various City departments met as an ad hoc committee and made recommendations for grant awards. Committee Members were: Jim Bell (Parks/Recreation) , Gilbert Feliciano (Planning & Neighborhood Services) , Becky Karoliussen (City Manager' s Office) , Mike Millikan (Code Department) , Sarosh Saher (Planning & Neighborhood Services) , and Heather Tabbert (Planning & Neighborhood Services) . A matrix listing each of the projects, total project cost, grant amount requested, and grant amount recommended by staff is attached (Exhibit A) . The figures used were submitted by each group and may include estimated labor costs. The projects are listed in order of ranking by the committee. • . . Neighborhood Improvement Grant Program June 16, 2000 • Page 2 The committee ranked the submissions and made its recommendations based on the criteria found in the Neighborhood Improvement Grant Program ordinance (Exhibit B) . The committee formally met twice and verbally discussed each application. Then, each committee member individually awarded points to each submission based on the point criteria and point scale found in the ordinance. The lead staff person, Gilbert Feliciano, then averaged each committee member' s point recommendation. The submissions were then ranked according to their total points and recommended for 100% funding according to their rank. The committee recommended 100% funding for the nine top-ranked submissions, after which $11, 201 . 01 was left . Since the tenth and eleventh-ranked submissions had a combined request totaling $17, 900 . 00 and were tied for total points, the committee agreed to split the remaining $11, 201. 01 equitably by funding each of the tied applicants at 62% of their request . eft COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Various neighborhood organizations throughout the city. 0 FINANCIAL IMPACT Funding for the program is included in the 2000 budget for $100, 000 in account number 275-0000-791 . 92-32, project number 299501 . lt4olly/LEGAL IMPACT Final action on the selected recipients will be required at a regular meeting of the City Council . This material is being submitted to you for your review prior to the June 28, 2000 Council of the Whole meeting. The grant submissions will be scheduled for consideration and possible award at the June 28, 2000 Council of the Whole meeting. Please note the 2000 Neighborhood Improvement Grant Program had a total of 18 applications from 12 different organizations. The total costs for the City's portion of the projects start at $640.99 for one project and go up to the maximum $15,000 for several projects. The total amount requested was $148,023.99. Nine of the proposals include property improvements, the remaining are for a Farmer's Market, Restaurant Technical Assistance Program, signs and banners, a historic home marketing program, newsletters, a Community Mediation Center, and school signs (marquis). A team of staff members', from various City departments, met as an ad hoc committee and made recommendations for grant awards. The attached matrix is outlined in order of ranking pursuant to the committee's recommendations. There are ties for 4th and 10th places. The first 9 submissions with the highest points may be funded 100%. The remaining amount of $11,201.01 was split among the 10th place tied applicants. Since the amounts requested varied radically between the 10th place applicants, it was generally agreed the 10th place applicants be funded at approximately 62% of their request. Numbers 11-15 were not recommended for funding. It should be noted the points awarded by the committee reflect the average given by each committee member. Figures from each committee member in each of the specific areas are available upon request. The figures used were submitted by each group and may include estimate labor costs. The committee based its recommendations on the criteria found in the Neighborhood Improvement Grant Program ordinance. As noted in the Committee of the Whole memo alternatives sections, the selection criteria detailed in the program ordinance mixes both objective and subjective factors.
