AN ORDINANCE
DESIGNATING THE TEEPLE BARN AS A HISTORICAL LANDMARK
WHEREAS, the Elgin Heritage Commission has conducted a
public hearing and determined that the Teeple Barn meets the
criteria of the Elgin Municipal Code, 1976, as amended, for
designation as a historical landmark; and
WHEREAS, the Elgin Heritage Commission has submitted its
report and findings in support of its determination and
recommendation; and
WHEREAS, the City Council has reviewed the recommendation
of the Elgin Heritage Commission and concurs in the
recommendation to designate the Teeple Barn as a historical
landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the Teeple Barn, located upon the
property legally described as follows :

SUBJECT: Designation of the Teeple Barn as a
Local Elgin Landmark
PURPOSE
The purpose of this memorandum is to present the Mayor and
the members of the City Council with information to consider
the designation of the Teeple Barn as a local Elgin
landmark.
BACKGROUND
The nomination of the Teeple Barn was presented to the Elgin
111 Heritage Commission on October 31, 1997 , by AgTech Inc . The
nominator is a private nonprofit organization working to
rehabilitate the structure to be used as an agricultural
education center. The structure is located at 1715 North
Randall Road, just south of the intersection with Interstate
90 . AgTech, Inc . has obtained the permission of Matsushita
Electric Corporation, current owners of the structure, to
nominate it as a local landmark.
The designation of the Teeple Barn would be the sixth
structure to be designated as an individual landmark.
Individual structures already designated as local Elgin
landmarks are :
1 . Lord' s Park Pavilion at 100 Oakwood Boulevard,
dedicated in 1898 .
2 . Fire Barn No. 5 at 533 St . Charles Street , commissioned
in 1904 .
3 . Lord Memorial Museum at 225 Grand Boulevard, built in
1907 .
4 . Elgin National Watch Company Observatory at 312 Watch
Street , built in 1910 .
111 5 . Fire Barn No. 3 at 820 Dundee Avenue, built in 1896 .

• Historic Significance
The Teeple Barn, built in 1885 , is an extremely unusual
agricultural structure, a massive sixteen-sided dairy barn,
the only one recorded in the area . It is an outstanding
example of high-quality timber framing in an agricultural
building. The interior of the barn reveals an extremely
complex system of timber framing. Large X-bracing is used to
support each of the sixteen wall panels, and secondary
timbers are nailed onto this framework. Its unusual shape
and size give it character, interest and value as part of
the agricultural development structures in the region.
The Teeple barn is identified with Lester Teeple, who came
from Canada to Marengo, where his family owned a lumber
company. He and his wife, Ada, bought 240 acres in Dundee
Township, now Elgin, from the original homesteaders .
The barn was designed by Elgin architect, W.W. Abell . Abell
was trained as an architectural engineer in Massachusetts
and arrived in 1873 to work as draftsman for the Elgin
National Watch Company. Abell is best known for his houses
and some civic buildings (the former Gail Borden Public
Library building, and what is now the Oak Crest residence) .
• The structure is no longer used as a full-scale dairy barn
due to the change in ownership to Matsushita Electric
Corporation. It is, however, in good condition with
stabilization work currently in progress . All work currently
carried out to the exterior and interior of the structure
has not affected its architectural integrity.
The Teeple Barn meets six of the ten criteria necessary for
landmark designation and has sufficient integrity of
location and workmanship to make it worthy of preservation.
Requirements after designation as a local landmark
If adopted, an ordinance designating landmark will require
that the no-charge Certificate of Appropriateness (COA) be
secured for most exterior work to the structure .
Larger or more complicated projects are reviewed by the
Design Review Subcommittee of the Elgin Heritage Commission.
Appeals of the Design Review Subcommittee ' s decisions can be
made to the whole Heritage Commission and ultimately to the
City Council . Regardless of the forum of the review, staff
and commissioners take the approach of working with the
property owner to suggest improvements and alternatives as
necessary to help the property owner add to the overall
• character of the building. To date, over 1, 800 COAs have
been issued for exterior work in the City' s historic
districts and landmarks .

• The framework used for reviewing COA applications is the
150- page Elgin Design Guideline Manual . The guidelines
provide a user-friendly format to property owners,
architects, and contractors considering rehabilitation and
maintenance projects . The manual is also used as a reference
source emphasizing illustrations offering various options
and solutions to property owners during the process of
improving their older homes .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
A public hearing was conducted by the Elgin Heritage
Commission on January 12 , 1998 . A transcript from the
hearing was obtained and submitted to the City Council as
part of the report transmitted on February 6 , 1998 . The
Commission has not received any comments in opposition to
the proposed designation.
Subsequently, at their February 3 , 1998 meeting, the
Commission adopted a resolution and finding of fact on the
nomination. The Commission voted unanimously to recommend to
the City Council that the structure be designated as a local
Elgin landmark.
4IVk FINANCIAL IMPACT
The expenses associated with the designation of the landmark
include the cost of conducting the public hearing, mailing
printed educational and informational material, estimated to
be under $500 . There are sufficient funds available within
the Department of Code Administration and Neighborhood
Affairs budget, account number 010-2902-736 . 30-99,
Miscellaneous Professional Services, to fund this request .

SUBJECT: Nomination of the Teeple Barn as a local Elgin landmark
The purpose of this memorandum is to transmit to the Mayor and Members of the City Council
information on the findings, determinations and resolution of the Elgin Heritage Commission
regarding the nomination of the Teeple Barn as a local Elgin landmark. The transmittal is required
• under Title 20 of the Elgin Municipal Code for the designation of an individual landmark or a
historic district.
The nomination of the structure was presented to the Elgin Heritage Commission on October 31,
1997, by AgTech Inc., a private non-profit organization working to rehabilitate the structure to be
used as an agricultural education center. AgTech has obtained the permission of Matsushita
Electric Corporation, current owners of the structure to nominate the structure as a local
landmark.
Per the requirement of Section 20.06.060 of the Elgin Municipal Code, the Elgin Heritage
Commission held a public hearing on January 12, 1998 to obtain the testimony of the property
owners and citizens on the designation of the structure as a local landmark. A copy of the
transcript of the proceedings of the public hearings is included in this packet for your reference.
Subsequently, at their February 3, 1998 meeting, the Commission reviewed a draft resolution and
finding of fact on the nomination. The Commission voted unanimously to recommend to the City
Council that the structure be designated as a local Elgin landmark.
The owners of the property will receive a copy of this notification letter and the attached findings
of fact as required by the ordinance.
The Elgin Heritage Commission has been actively involved at every stage of the nomination,
• review and determination of the proposed designation.

RESOLUTION RECOMMENDING THE DESIGNATION OF
THE TEEPLE BARN
WHEREAS,the structure described as the Teeple Barn,attached hereto,is located in the northwest part of the City
of Elgin,Illinois; and
WHEREAS,the structure described as the Teeple Barn,attached hereto,has been identified by the Elgin Heritage
Commission,Illinois,as a significant historical and architectural structure within the City of Elgin due to its
connection to the agricultural development of the area and its unusual architectural and structural design; and
WHEREAS,the Teeple Barn is the only remaining sixteen-sided barn in the region and is one of the first
agricultural structures to be designed by an architect,W. Wright Abell of Elgin. The structure is an outstanding
example of high-quality timber framing in an agricultural building using sophisticated X-bracing on the interior to
support each of the sixteen sides;and
WHEREAS,the Teeple Barn,built in 1885,retains its architectural and structural integrity and is worthy of
preservation; and
WHEREAS,the nomination of the Teeple Barn,as proposed by AgTech,Inc.,a private non-profit organization,
has met the requirements for landmark historic designation as specified in Title 20 of the Elgin Municipal Code;
and
• WHEREAS,it is appropriate to designate structures having special historic,architectural,cultural,community,or
aesthetic interest or value for the purpose of recognizing Elgin's historic,aesthetic,architectural and cultural
heritage;enhancing the City's agricultural heritage;and
WHEREAS,it is appropriate to promote civic pride through an awareness of Elgin's unique development and
history;and encourage the conservation and preservation of an important segment of the man-made environment of
the City of Elgin.
NOW THEREFORE,BE IT RESOLVED BY THE ELGIN HERITAGE COMMISSION OF THE CITY OF
ELGIN,ILLINOIS,that the Elgin Heritage Commission,hereby recommends the designation of the structure
described and attached hereto,and made part hereof by reference,be and hereby named as the"Teeple Barn."

Per Title 20 of the Elgin Municipal Code; Chapter 20.06; Section 20.06.070 (Findings and
Recommendations of the Elgin Heritage Commission)
I. Explanation of the significance or lack of significance of the nominated individual
landmark as it relates to the criteria for designation;
The significance of the nominated landmark was determined to meet the following Criteria as
outlined in Section 20.06.030 (Criteria for Consideration of Nomination).
A. The nominated structure has character, interest, or value as part of the development,
heritage or cultural characteristics of the community, county, state or country.
The Teeple Barn has character, interest and value as part of the agricultural development of
the City of Elgin in that it played an instrumental part in the architectural development of
agricultural structures in the region.
C. The nominated structure is identified with persons who significantly contributed to the
• development of the community, county, state, or country.
The Teeple barn is identified with Lester Teeple and W.W. Abell, Elgin area architect. Lester
Teeple came from Canada to Marengo, where his family owned a lumber company. He and his
wife, Ada, one of the Elgin Mason family (1852-1913), bought 240 acres in Dundee
Township, now Elgin, from the original homesteaders. A daughter of the Teeple family,
Constance, taught and was principal at Illinois Park School in Elgin for 27 years. The Teeple
family, including Lester, Ada and Constance are buried in the West Dundee cemetery.
D. The structure embodies distinguishing characteristics of several architectural styles
valuable of the study of a period, type and method of construction, or use of indigenous
materials.
F. The structure embodies elements of design, detailing, materials and craftsmanship that
render it architecturally significant.
I. The structure is a particularly fine or unique example of utilitarian structures, including,
but not limited to farmhouses, gas stations or other commercial structures, with a high level
of integrity or architectural significance.
The Teeple Barn is an outstanding example of high-quality timber framing in an agricultural
building. The barn is significant because of its size and unusual shape. Measuring
approximately 85 feet in diameter and slightly less than 80 feet tall, the bright red structure
with its grey-painted wooden shingled roof dominates the corn fields and smaller barns and
cribs around it. The foundation is fieldstone and concrete, and the walls are horizontal siding.

The original floor is locally fired brick. The roof has double pitch, and is capped by a small
wooden pediment that at one time held a red and white cupola. The cupola was destroyed in a
tornado a few years ago, and the prohibitive cost and difficulty in finding workers willing to
go on to the roof and build a second one have prevented the owners from building a
replacement. (When the cupola was in place, the barn measured "85 feet in all directions.
The interior of the barn reveals an extremely complex system of timber framing. Large X-
bracing is used to support each of the sixteen wall panels, and secondary timbers are nailed on
to this framework. A large framework holds platforms approximately twenty feet off the
ground for the storage of oats, hay, silage, etc. The regular polygonal shape of the entire
structure lends itself to a well-balanced system of trusses. Besides the large X-trusses already
mentioned, the roof is framed through circular hybrids of Howe trusses. Throughout the
structure, a system of bridging built from two foot long lx4's is used to stiffen the framing
elements. Except for the loss of the cupola, the barn is essentially in the same configuration as
it was when it was built.
E. The structure is identified with master builders, designers and architects or landscape
architects whose individual works have influenced the development of the community, county,
• state or country.
In 1885 Lester Teeple hired Elgin architect, W.W. Abell to design a dairy barn for him. Abell
was trained as an architectural engineer in Massachusetts and arrived in 1873 to work as
draftsman for the Elgin National Watch Company. Abell is best known for his houses and
some civic buildings (the former Gail Borden Public Library building, and what is now the
Oak Crest residence). It is said that the laborers who built the barn came from Elgin, worked
for $1 a day, and brought their own lunch.
J. The structure is suitable for preservation and restoration.
The structure is no longer used as a full-scale dairy barn due to the change in ownership. It is,
however, in good condition with stabilization work currently in progress. All work currently
carried out to the exterior and interior of the structure has not affected its architectural
integrity.
The Teeple Barn meets six of the criteria necessary for landmark designation and has sufficient
integrity of location and workmanship to make it worthy of preservation.
II. Explanation of the integrity or lack of integrity of the nominated structure.
The barn continues to exhibit sufficient integrity of location, design, materials and workmanship
to make it worthy of preservation or restoration. Except for the loss of the cupola, the barn is
essentially in the same condition as it was when it was built. The cupola has been temporarily
• capped with a structure until restoration and rehabilitation plans are drawn up. Some of the brick

flooring has been replaced with concrete, and in 1952, four 4-foot concrete buttresses were added
to the westerly wall in order to brace it against age and the weight of modern machinery. These
have been stabilized. Additional stabilization has been carried out to the timber supports on the
lower level. The retaining wall comprising the barn bank leading to the entrance on the northerly
side has been rebuilt.
III. In the case of a nominated landmark found to meet the criteria for designation:
1. The significant exterior architectural features of the nominated landmark that would
be protected and reviewed for changes are as follows:
Foundation
Siding
Roof
Entrances and Doors
Windows
Mechanical Systems
Landscaping
• Grade Changes
Retaining Walls
Sidewalks and Walkways
Handicapped Access Ramps
Signs and Graphic Designs
and any other feature as defined by the Elgin Design Guideline Manual.
2. The types of construction, alteration, removal and demolition that would be reviewed
for appropriateness pursuant to the provisions of Chapters 20.08 and 20.10 of title 20.
Per Chapter 20.08 the types of alterations that would be reviewed for appropriateness, where
a Certificate of Appropriateness(COA) shall be required before the following actions
affecting the exterior architectural appearance of any designated landmark, or any property
within an historic district may be undertaken:
a. Any exterior construction, alteration, removal or demolition requiring a building permit
from the City;
b. Any exterior construction, alteration, removal or demolition affecting a significant exterior
architectural feature.
Notwithstanding any of the provisions of Title 20 to the contrary, a Certificate of Economic
Hardship may be issued to allow for the performance of work for a which a Certificate of
• Appropriateness has been denied.

IV. Proposed design guidelines for applying the criteria for review of Certificates of
Appropriateness to the nominated historic district.
The guidelines document currently used is the Elgin Design Guideline Manual.
V. The relationship of the nominated historic district to the ongoing efforts of the Elgin
Heritage Commission to identify and nominate all potential areas and structures that
meet the criteria for designation.
Per Chapter 3.70.060 - "Duties and Responsibilities," the following are in keeping with the
ongoing efforts of the Elgin Heritage Commission to identify and nominate all potential areas and
structures for landmark designation.
Item 7: to investigate, hold public hearings and recommend to the city council designation of
certain Elgin sites, structures or areas as having special historic, community, architectural or
archeological value as "landmarks" or"historic districts."
The nomination of the Teeple Barn, although submitted by AgTech, Inc., a private non-profit
• organization, has been sponsored by the Elgin Heritage Commission for designation as a
landmark.
VI. Recommendations as to appropriate permitted uses, special uses, height and area
regulations, minimum dwelling size, floor area, sign regulations and placing
regulations necessary or appropriate to the preservation of the nominated historic
district.
The regulations for permitted uses, special uses, height and area regulations, minimum
dwelling size, floor area, sign regulations and placing regulations necessary or appropriate to
the preservation of the nominated historic district shall comply with the provisions of Title 19
(Zoning) of the Elgin Municipal Code.
