AN ORDINANCE
AMENDING THE HISTORIC ARCHITECTURAL REHABILITATION
GRANT PROGRAM
WHEREAS, Chapter 20 . 15 of the Elgin Municipal Code, 1976 ,
as amended, provides for the City' s Historic/Architectural
Rehabilitation Grant Program; and
WHEREAS, Section 20 . 15 . 050 requires completion of
historic/architectural rehabilitation within a twelve ( 12 )
month period from the date of the execution of the agreement;
and
WHEREAS, the City Council has determined that it is in
the best interest of the City of Elgin to amend the program to
allow eighteen ( 18 ) months for completion of historic/architec-
tural rehabilitation of residential structures .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :
Section 1 . That Section 20 . 15 . 050 of the Elgin Municipal
Code, 1976 , as amended, entitled "Historic/Architectural
Rehabilitation Grant Program" be and is hereby further amended
by amending Subsection E(2 ) to read as follows :
"2 . The applicant shall complete the historic/
architectural rehabilitation of the residential
structure which is the subject of the agreement in
compliance with the Secretary of the Interior' s
Standards for Rehabilitation and Guidelines for
Rehabilitating Historic Buildings- and in
conformance
with the Certificate of Appropriateness within an
eighteen ( 18 ) month period from the date of the
execution of the agreement . "
Section 2 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 3 . That this ordinance shall be in full force
and effect ten days after its passage and publication in the
manner provided by law.

SUBJECT: Historic Architectural Rehabilitation Grant
Program 1995 — Status Report and Request for
Program Modification
PURPOSE
The purpose of this memorandum is to provide. the Mayor and
members of the City Council with information on the status of
the 1995 round of the Historic Architectural Rehabilitation
Grant program, and to present a request for a program
modification to allow 18 months for project completion.
BACKGROUND
The 1995 round of the Historic Architectural Rehabilitation
Grant program was approved by the City Council on October 25,
1995 . Of the 43 applications submitted to the City, 15 were
411 chosen to receive funds from the program, based upon a
quantitative evaluation of proposals, review by the Elgin
Heritage Commission and approval by the City Council .
In the first year of implementing the grant program,
agreements between the City and the property owners were
executed beginning in December, 1995 . To encourage completion
of projects in a timely manner, the ordinance was drafted to
require applicants to complete their projects within a year of
signing the agreements . Currently, Section 20 . 15
Historic/Architectural Rehabilitation Grant Program of the
Elgin Municipal Code does not allow for an extension in the
time allotted to complete the work. All but one of the
projects is estimated to be three quarters completed.
Attachment A summarizes the status of projects selected to
receive funds from the 1995 allocation. Of the 15 projects
selected to receive the grants, seven have completed the work,
with six having received their allocated disbursements . Two
projects have withdrawn their applications from the program.
The funds for these projects have been reallocated to the next
applicant on the eligibility list approved by the City
Council . The remaining six projects have requested an
extension in the time allotted to complete their projects . The
extensive nature of their work, lining up specialized
411 contractors, and obtaining the appropriate materials to
complete the work, have necessitated an additional amount of
time needed to complete these projects . Moreover, a number of
these projects involve "sweat equity" by the home owners
themselves to complete the work.

COMMUNITY GROUPS/INTERESTED PARTIES CONTACTED °`.
The Elgin Heritage Commission has been provided with a report
on the status of the projects . The Commission is recommending
that the grant agreements for incomplete projects be modified
to allow for an extension into the next construction season,
with an 18 month deadline for all project completions . The
member of the Commission selected to receive funds from the
program in 1995 did not participate in any of the discussions .
FINANCIAL IMPACT
The Historic Architectural Rehabilitation Grant program,
initiated in 1995, has had a three-year allocation of $300, 000
( $100, 000 in years 1995-1997 ) . Funds are budgeted in Account
Number 275-0000-791 . 78-99 , Project Number 157100 Elgin
Riverboat Fund, Rehabilitation Grants . Due to the fact that
expenditures overlap fiscal years, unspent dollars from one
year will be rebudgeted in the subsequent year. The 1995 and
1996 dollars carried forward to 1997 equal $52, 150 . 06 and
$97 ,437 . 50, respectively.
LEGAL IMPACT
None.
ALTERNATIVES
Alternatives are to amend the grant program to allow 18 months
for completion or . to alternately keep to the original terms
and rebudget the funds for new rehabilitation projects in
1997 .
RECOMMENDATION
The Elgin Heritage Commission and staff recommend that the
City Council consider amending the grant program to allow 18 •
months for rehabilitations to be completed by amending Section
20 . 15 Historic/Architectural Rehabilitation Grant Program of
the Elgin Municipal Code.

felt that the Commission would be interested in a booth at the Expo.
No motion.
G.3 Borden Building: Caroline Burchfield mentioned that there was a meeting that morning with a
developer who was interested in the building. This was a company that dealt with residential
development.
George Doscher inquired on what action, if any, should be taken by the Commission at this time.
Brigid Trimble suggested that the Commission should step back and let potential developers do the
work to evaluate the building. She mentioned that the developer, currently looking at the building,
was from out of town and was looking to use the federal tax credits to make the project of reusing
the building more feasible.
No motion.
G.4 Historic Architectural Rehabilitation Grant program - 1995: Sarosh Saher discussed the
status of projects on the 1995 round of the program. He mentioned that just about half the number
of project applicants had completed the work. From discussing projects with applicants, it appeared
that projects would need anywhere from a month to six months to complete. He requested that the
Commission consider allowing an extension in the time allotted for completion of the projects.
A discussion on the extension of 1995 grant projects then took place.
Motion made by Tom Sandor to request Sarosh Saher to inform the City Council of the status of the
1995 round of the grant program, requesting a 90 day extension of current incomplete projects in
order to evaluate their status, after which a request for extension would be made to the City
Council.
A motion was also made to recommend that the grant agreements be modified to protect current
and future applicants from being excluded from the program due to time constraints.
Seconded: Brigid Trimble. Vote: 6 yeas, 0 nays, 1 abstention (Dan Miller)
A discussion was the held on the contractors involved with these projects and the delays caused by
contractors not responding to applicants requests to complete the work on time.
The Commission then requested Sarosh Saher to write to the applicants of incomplete projects
requesting the status of each project in writing. It was also recommended that the percentage of
work completed be requested from each applicant, and that in future, it would be a good idea to
request progress reports on projects at regular intervals.
George Doscher inquired on the status of the 1996 round of the projects. Sarosh Saher mentioned
that applicants had signed their agreements and had up to one year to complete their projects. He
mentioned that one project had already been completed.

Purchase of Service Agreement for Lighted Ball Fields
A resolution will be presented at tonight ' s Council meeting for
adoption by the City Council .
Historic Architectural Rehabilitation Grant Program - 1996
Councilman Walters made a motion, seconded by Councilman Schock,
to approve the recommendation to approve the grant recipient
eligibility list and also have editorial amendments made to
Title 20, Designation and Preservation of Historically and
Architecturally Significant Property, of the Elgin Municipal
Code to include any designated historic district rather than
referring to specific historic districts .
A discussion was held regarding requiring properties to be
completely code compliant (exterior and interior) in order to
qualify for the grant program. Code Administration Director
Pearson said that the guidelines adopted by the Council in 1995
only required that the exterior be code compliant in order to
qualify.
Councilman McKevitt made a motion, seconded by Councilwoman
Yearman, to amend the aforesaid motion to require that grants
only be awarded to those properties which are completely code
compliant, interior and exterior. Yeas : Councilmembers Gavin,
McKevitt, Schock, Walters, Yearman, and Mayor Kelly.
The vote on the original motion as amended was as follows :
Yeas : Councilmembers Gavin, McKevitt, Schock, Walters, Yearman,
and Mayor Kelly.
Expansion of Facade Program Target Area
Councilman McKevitt made a motion, seconded by Councilwoman
Yearman, to approve the proposed expansion boundaries of the
Facade Improvement Program. Yeas : Councilmembers Gavin,
McKevitt, Schock, Yearman and Mayor Kelly. Nays : None.
Councilmember Walters abstained.
Neighborhood Improvement Grant Program
Councilman Walters made a motion, seconded by Councilman Schock,
to approve the proposed Neighborhood Improvement Grant Program
for the budgeted amount of $70, 000 to assist neighborhoods in
identifying and completing improvements projects .
A discussion was held on the type of projects which would be
eligible. Councilmembers Schock and McKevitt said they would
like to see what ideas the neighborhood groups come up with and
not limit them to what was included on the list in the agenda
memorandum. The Mayor stated that he believes the first
priority should be funding for emergencies, such as the

PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to approve the 1996
Historic Architectural Rehabilitation Grant Program recipients .
BACKGROUND
SELECTION OF GRANT RECIPIENTS:
411 The Historic Architectural Rehabilitation Grant Program provides
incentives to residential property owners to offset the costs of
rehabilitation work. Eligible properties are either in the
locally designated historic district or are a designated
historic landmark.
Bilingual letters announcing the 1996 program, together with
application forms, were mailed to over 1 , 000 residents and
property owners of the Elgin Historic District and the recently
designated Spring/Douglas Historic District.
The following criteria were used to evaluate and score submitted
applications . Maximum points for each criterion are indicated in
parenthesis :
1 . Current historic significance of the structure ( 20)
2 . Proposed work to the structure - removal of
inappropriate features and restoration work scored
higher than continuing maintenance ( 30 )
3 . Visibility within the neighborhood - Corner lot
properties are scored higher ( 10)
4 . Location within the neighborhood - located on an
arterial street versus a local street ( 10)
5 . Cost of the project - larger projects score higher ( 20)
6 . Occupancy - owner occupied versus rental property ( 10)

This year, since applications were sent out to property owners
in both historic districts, a larger number of applications were
received. The following statistics show a high level of interest
on the part of property owners in making improvements through
program participation.

Before disbursement of funds , recipients will be required to
furnish all documentation required by the City and the Elgin
Heritage Commission on their projects and sign an agreement to
fulfill the requirements of the grant program.
If any of the recommended recipients of the grant are unable to
fulfill the requirements of the program, it is suggested that
the next eligible application on the list be chosen and awarded
the grant. Program goals include highlighting unique historical
and architectural features, not basic minimum code compliance.
One of the program requirements is that properties be compliant
with building codes on the exterior prior to receiving City
reimbursement . Only three of the 12 selected recipients of the
grant currently have exterior property maintenance code
violations cases active.
The table on the following page summarizes the names and
addresses of the grant applications received, the points scored
using the objective selection criteria approved by City Council,
the total project cost estimate, and the maximum allocated grant
amount .

* The property at 127 College Street was listed on the May 1996
Target Problem Property List. The owner of the property is in
the process of completing remedial measures to remove the
property from the list.
The applications not selected to receive funding from this grant
program will continue to receive technical assistance from the
City to be completed according to the requirements of the
historic district and will be also be encouraged to apply for
alternate funding programs like the Residential Rehabilitation
Grant program administered by the City' s Planning Department.
Ordinance amendments to accommodate the New Historic District:
Concurrently, two editorial amendments to Title 20 : Designation
and Preservation of Historically and Architecturally Significant
Property of the Elgin Municipal Code will be required to include
the designation of Elgin Landmark structures, and properties any
future historic district in Elgin that the City Council may
designate from time to time. The current ordinance specifies
the Historic District by name as opposed to the preferred
generic inclusion of any designed historic district.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Elgin Heritage Commission COA Subcommittee completed an
exhaustive review of all the applications through five meetings
beginning in April to review each application in detail to
prepare its final recommendation. In many cases, additional
information was requested to be submitted by the applicants in
order to better illustrate the proposals . The Commission has
supported the evaluation and concurs with the grant recipients
• selected.

FINANCIAL IMPACT
The project has a 1996 fiscal year budget of $100, 000 .
Expenditures from this program will be charged to the Elgin
Riverboat Fund (account number 275-0000-791-78-99 , Project
Number 157100) where sufficient funds exist . Each subsequent
year of the Five-Year Financial Plan also has $100, 000/year
budgeted for a total $500,000 in public funds providing a
minimum $500, 000 in private investment for 1996-2000 .
This grant program will generate a total of $190, 727 in private
investment for exterior rehabilitation activity to structures
within Elgin' s historic districts and/or landmarks .
LEGAL IMPACT
None.
ALTERNATIVES
Alternatives are to fund the program or reject the recommended
grant awards .
RECOMMENDATION
The Elgin Heritage Commission and staff recommended that the
City Council approve the grant recipient eligibility list and
ask the staff to execute the grant agreements, and concurrently
approve the editorial amendments to Title 20 : Designation and
Preservation of Historically and Architecturally Significant
Property of the Elgin Municipal Code.
