Draft Ordinance BACKGROUND Imago Media Inc. DBA Imago Events, as applicant, and Discovery Church, Inc., as property owner, are requesting a conditional use to establish a commercial event space for activities pertaining to assembly of people at the property commonly referred to as 200 Prairie Street and 127 S. Grove Avenue. The 17,500-square foot subject property, zoned CC1 Center City District, is located on the south end of downtown Elgin and is improved with a one-story 16,800-square foot commercial building. In 2012, the City approved establishment of Discovery Church in the existing building by Ordinance No. G31-12. The building is located across the street from River Park Place townhome development and Festival Park.A service alley in rear separates the building from the Fulton Street parking garage to the north. In 2018, Imago Media Inc. DBA Imago Events, received a conditional use approval to host commercial events and rent its building two doors down at 216 Prairie Street for various types of private events, such as, but not limited to weddings, birthday parties, and other social events. Unfortunately, the roof of the building at 216 Prairie Street recently collapsed after one of last winter's snow events. Imago had already scheduled a number of events at their facility through May 2022. Imago is now seeking approval to be able to host those events at a different location to honor its commitment to the clients until they find their next permanent location. Imago has entered into a lease agreement to use the Discovery Church building at 200 Prairie Street for these events. The church already holds similar types of church-affiliated events, and the space is well suited to accommodate other private events. Imago's events would largely take place on Fridays, Saturdays and Sunday and would not take place at the same time the church holds its own events. The events would take place inside the building and within the "Rock Garden", the enclosed outdoor patio north of the building. Music will be permitted on the interior of the commercial event space and within the"Rock Garden"outdoor patio, subject to compliance city's noise ordinance regulations. -2 - Recommendation & Findings of Fact Petition 19-21 May 3, 2021 DIscovn.r CAFE & ROCK GARDEN LOWER _ LEVEL • g s y -rR CAFE THEATRE! _— r CPS;, ToM 000* 50 Lt..._ut =Tr CAFE . Imago does plan to allow service of alcohol at the events, and has applied for the liquor license which must be approved prior to the service of any alcohol. The proposed commercial event space for activities pertaining to assembly of people is listed as a conditional use in the CC1 Center City District, requiring the review and recommendation by the Planning and Zoning Commission and approval by the City Council. The Community Development Department offers the following additional information: A. Property History. The subject property has been part of the City of Elgin since its incorporation. After that the building was occupied by several restaurants until 2012. Prairie Rock Bar and Grill was the last restaurant to occupy the building. In 2012, Discovery Church was granted a conditional use approval by Ordinance No. G31-12 to occupy the portion of the building at 200 Prairie Street. In 2014,Discovery Church was granted a conditional use occupy the entire building, including the portion at 127 S. Grove Avenue B. Surrounding Land Use and Zoning. The properties to the north, east and west are all zoned CC 1 Center City District. The purpose and intent of the CC1 Center City District is to facilitate the implementation of the official comprehensive plan for the center city, as focused on a distinctive subarea of the city with a common urban fabric. The CC1 zoning district provides for a concentration of finance, service, retail, civic, office, and cultural uses in addition to complementary uses such as hotels, entertainment and housing. The development standards are intended to encourage a mix of activity in the area while providing for quality development that maintains a sense of history, human scale and pedestrian oriented character. E. Trend of Development. The subject property is located within the traditional downtown area that has historically been developed with a mix of commercial, retail, service, restaurants, residential, and institutional uses. The property is located across the street from the River Park Place townhome development completed in 2005.
