AN ORDINANCE
AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Chapter 11.60 of the Elgin Municipal Code, 1976, as amended, be and
is hereby further amended by deleting from the list of streets where parking is prohibited under
Section 11.60.0500 the following:
Street Side Area/Time of Restriction
Cookane Avenue West Jay Street to Hastings Street, between the hours
of 8:00 A.M. and 4:00 P.M. on school days.
Section 2. That Chapter 11.60 of the Elgin Municipal Code, 1976, as amended, be and
is hereby further amended by adding to the list of streets where parking is prohibited under
Section 11.60.0500 the following:
Street Side Area/Time of Restriction
Cookane Avenue West Between Hastings Street and Jay Street
Congress Street South Between George Street and Illinois Avenue
Lessenden Place Both Entirety
Section 3. That all ordinances or parts of ordinances in conflict with the provisions of
this ordinance be and are hereby repealed.
Section 4. That this ordinance shall be in full force and effect ten days after its passage
in the manner provided by law.

Amendment to Chapter 11 of the Elgin Municipal Code
(No Cost to the City)
OBJECTIVE:
To improve service delivery on three public streets.
RECOMMENDATION:
To formalize a successful parking restriction trial on Cookane Avenue, Congress Street and Les-
senden Place.
BACKGROUND
• The Community Engagement Committee (CEC) is a multi-departmentalartmental committee that dis-
cusses issues relating to special events, street safety, parking and neighborhood issues in gen-
eral.
It is common for the CEC to hear requests from both staff and citizens asking that parking re-
strictions be changed. The CEC has found that forecasting all positive or negative effects of
changing parking restrictions is nearly impossible. Therefore when appropriate, and within the
committee's ability, parking trials are implemented.
The ability to conduct these trials stems from two sections of the Elgin Municipal Code. The first
permits the public works director (or police chief) to restrict parking on streets under a certain
width. The second allows for the police chief (with permission from the public works director)
to enact experimental traffic regulations for a period of 90 days.
This memorandum concerns a trial implemented under the section of the code involving re-
stricting parking due to street width.
OPERATIONAL ANALYSIS
In December 2010, public works staff approached the CEC noting that certain streets were diffi-
cult to maneuver with a snowplow. Their recommendation was to restrict parking.
The streets were Cookane Avenue between Hastings Street and Jay Street, Congress Street be41)

tween George Street and Illinois Avenue and the entirety of Lessenden Place.
Specifically, staff recommended restricting parking on Cookane's west side with the new re-
strictions supplanting the existing restrictions. Staff chose the south side of Congress due to the
lower cost of installing signs on existing utility poles. Both sides of Lessenden were chosen due
to its narrow (less than 20 feet) width.
Staff installed parking signs in January 2011 and monitored the streets throughout the winter.
The restrictions alleviated snow plowing difficulties and it is anticipated that the clearer streets
will improve other services such as leaf collection and garbage pickup. Affected property own-
ers have not voiced opposition to these restrictions. Staff recommends maintaining these re-
strictions year round.
A fourth and fifth street, Knotty Pine Drive and Misthaven Court were included in this trial as
well. However due to citizen complaints the trial was discontinued.
INTERESTED PERSONS CONTACTED
Letters with the reasons for these new restrictions were sent to all affected property owners.
The letters noted the applicable sections of the code and that city council would be notified of
these changes in spring 2011. •
FINANCIAL ANALYSIS
Staff installed parking signs in early 2011. The cost of which was absorbed by the public works
traffic operating budget. There is no additional financial impact associated with approving this
item.

ALTERNATIVES
City council may choose to discontinue these parking restrictions. This would reinstate on-
street parking, but would not address staff's service delivery difficulties.
