G4-92 ESTABLISHING FEES AND CHARGES AT THE MUNICIPAL GOLF COURSES OF THE CITY OF ELGIN FOR THE 1992 GOLF SEASON AND ESTABLISHING CERTAIN POLICIES RELATIVE TO THE OPERATION OF SUCH COURSES BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1 . That Section 1 of Ordinance No. G4-92 entitled "An Ordinance Establishing Fees and Charges at the Municipal Golf Courses of the City of Elgin for the 1992 Golf Season and Establishing Certain Policies Relative to the Operation of Such Courses" passed January 8, 1992, be and is hereby amended to read as follows : SEASON PASSES SPARTAN MEADOWS AND WING PARK: Resident Non-Resident Adult (age 16 and over) $ 470.00 $ 520 . 00 Senior (62 years and over) * $ 250 .00 $ 285 . 00 Youth (high school student $ 200. 00 $ 225 . 00 or age 15 and under) * Couples Pass $ 720. 00 $ 805 . 00 WING PARK ONLY: ** Adult (age 16 and over) $ 270 . 00 $ 315 .00 Senior (62 years and over) * $ 150.00 $ 175 . 00 Youth (high school student $ 125.00 $ 145 . 00 or age 15 and under) * Couples Pass $ 420. 00 $ 490. 00 * Senior and Youth Passes are good Monday through Friday and Saturdays, Sundays, and holidays after 3: 00 p.m. with no additional charge. DISABLED PERSONS DISCOUNTS: Senior citizen rates shall be available to disabled persons upon application which includes the following information: 1 . Name and age of applicant. 2 . Notarized affidavit that applicant is unable to work, full or part time, due to physical disability. 3. Written statement from licensed physician stating that the applicant is physically disabled and unable to work full or part time. B. GROUP DISCOUNTS: For groups of 16 or more a discount may be granted at the discretion of the Golf Professional . Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3 . That this ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law. April 3, 1992 TO: Mayor and Members of City Council FROM: Larry Rice, City Manager SUBJECT: Senior Pass Holder Golf Fees PURPOSE To revisit the 1992 weekend/holiday golf fee structure for senior pass holders . BACKGROUND For FY92 a change in policy for senior pass holders was initiated from playing anytime on weekends/holidays WITH a surcharge, to playing with a larger surcharge on weekends before 3 :00 p.m. - and NO surcharge after 3:00 p.m. Since both city golf courses are in need of considerable rehabilitation totally supported by revenue from fees, the new policy was designed to enhance revenues during the peak playing time when higher fees could be reasonably expected, and provide an alternative to senior pass holders at a reduced fee to confine play to the less busy weekdays . In short, the change adhered to normal market forces to even out the distribution of play. This policy change was met with dissatisfaction by some Senior pass holders who pointed out their desire to have the option to play earlier than the 3:00 p.m. weekend policy even if it was cheaper. Discussion with staff, the Parks and Recreation Board, the Greens Committee and an ad-hoc committee of seniors has resulted in a policy change proposal that combines the best elements of the old and new policies : reinstitute a surcharge on weekends/holidays as last year' s policy, and allow for no surcharge after 3:00 p.m. as is this year' s policy. FINANCIAL IMPACT A $5 resident and $6 nonresident surcharge for senior pass holders on weekends/holidays will maintain our revenue projection approved with the FY92 budget. Mayor and Members of the City Council April 2 , 1992 Page 2 RECOMMENDATION It is recommended that the Mayor and City Council authorize a modification to the 1992 golf fee structure for senior pass holders to include a surcharge before 3:00 p.m. on weekends and holidays, and to continue the new policy of no surcharge after 3 : 00 p.m. Adf 0/%2A-1.
