HomeMy WebLinkAboutG10-92 (3) Ordinance No. G10-92 AN ORDINANCE REPEALING CHAPTER 3 .28 OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED, ENTITLED "GREATER DOWNTOWN ELGIN COMMISSION" BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1 . That Chapter 3 .28 of the Elgin Municipal Code, 1976, as amended, entitled "Greater Downtown Elgin Commission" be and is hereby repealed. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3 . Rice, City Manager SUBJECT: Greater Downtown Elgin Commission PURPOSE The purpose of this memorandum is to present a request from the Greater Downtown Elgin Commission to disband. BACKGROUND - • At its December 5, 1991 meeting, the members of the Greater Downtown Elgin Commission voted unanimously to recom- mend to the City Council that the Commission be disbanded. The minutes of the meeting at which. this recommendation was approved are attached. The minutes of this December 5 meet- ing were unanimously approved by the membership at a January 9 meeting at which the approval, of minutes was the only item of business . A letter from Chairman Miller addressing this • matter is also provided. FINANCIAL IMPACT None. RECOMMENDATION The Greater Downtown Elgin Commission would recommend dissolution of the Commission by repealing Chapter 3.28 of . the Elgin Municipal Code. Larr . At its December 5 meeting, the members of the Greater- Down- town Elgin Commission voted unanimously to recommend that the Commission be dissolved by repealing Chapter 3.28 of. the Elgin Municipal Code. The membership reached this decision after considerable discussion about the future role of the Commission. There was general agreement that with the adop- tion of the Center City Master Plan and the consequent forma- tion of the Center City Development Corporation, that there l would exist a redundancy of responsibilities. It is antici- pated M.^ d that many of the issues addressed by the Commission will also be considered by the Corporation. The Commission members foresee this as inevitable given the role assigned to the Corporation in Center City revitalization efforts . The Commission members feel that it would be logical for those duties of the Greater Downtown Elgin Commission to bereas- signed. The members would join the efforts of Center City revitalization by offering to work with the Corporation and its Committees . Onbehalf of the Commission members, I wish to thank the City Council for the opportunity to servethe community. It has been a pleasurable experience for all of us . Over the years, the membership has appreciated the Council ' s support. Now the Commission respectfully requests that the Council accept the re \ommendation presented. Thank yqu.
