and acting municipal clerk of the City of Elgin, Cook and Kane
Counties, Illinois .
I further certify that on December 1, 1993, the
Corporate Authorities of such municipality passed and approved
Ordinance No. G61-93, entitled An Ordinance Amending Chapter
1 . 20 Entitled "General Penalty-Citations" of the Elgin Municipal
Code, 1976 , as Amended which provided by its terms that it
should be published in pamphlet form.
The pamphlet form of Ordinance No. G61-93, including
the Ordinance and a cover sheet thereof, was prepared, and a
copy of such Ordinance was posted in the municipal building,
commencing on December 8, 1993, and continuing for at least ten
days thereafter. Copies of such Ordinance were also available
for public inspection upon request in the office of the
municipal clerk.

AN ORDINANCE
AMENDING CHAPTER 1 .20 ENTITLED "GENERAL PENALTY-CITATIONS"
OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1 . That Title 1, Chapter 1 .20 of the Elgin
Municipal Code, 1976 , as amended, be and is hereby further
amended by amending Section 1 .20. 060B to read as follows :
B. Citations issued for violation of those
sections specified above in subsection A of this
section may be settled and compromised by payment of
the sum of twenty-five dollars ($25 . 00) if paid
within ten days of service of the citation and fifty
dollars ($50 . 00) if paid after such ten-day period
but before filing of a complaint in the Circuit
Court of Kane County.
Section 2 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
rSection 3 . That this ordinance shall be in full force
and effect on January 1, 1994 .

SUBJECT: Increased Fees for Citations
PURPOSE
To forward for Council consideration a proposed ordinance
amendment regarding increased fees for citations .
BACKGROUND
At the meeting with the City Council on November 20, 1993,
the Department of Code Administration proposed raising the
administrative citation fee from $10 . 00 ($25 . 00 late fee) to
$25 .00 ($50 . 00 late fee) . The attached ordinance amendment
will accomplish the purpose.
The Department of Code Administration currently spends approx-
imately $15,000 annually in administering housing complaint
citations . The revenue generated in 1993, although the larg-
est since the program was initiated, is expected to be
$7 , 180 . This fee does not cover any of the costs of the
inspection.
FINANCIAL IMPACT
If the same number of initial citations and late citations
are issued in 1994 as in 1993 (318 and 160, respectively) , a
total revenue of $15,950 will be generated.
RECOMMENDATION
That the City Council adopt the proposed amendment.
