NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That in consideration of the sum of Five Thousand Three Hundred Dollars ($5,300) to be paid by Marklund Children's Home, an Illinois No-For-Profit corporation to the City of Elgin, the portion of the public street vacated by this ordinance shall be conveyed in its entirety by the City of Elgin to Marklund Children's Home, an Illinois No-For-Profit corporation , as the owner of the adjoining property commonly known as 1435 Summit Street, Elgin, Cook County, Illinois 60120, Permanent Index Number 06-08-302-037-0000,by way of a quit claim deed, without any representations, warranties, or guarantees, and subject to the City of Elgin's reservations of easements in favor of the City of Elgin as set forth herein. Development Application Review December 6 THE C II Y -,TEII 'tiliEllJF7Hti 2023 MARKLUND WASMOND CENTER ❑ Planned Development as a Map Amendment EXPANSION ❑ Conditional Use MARKLUND AND FCL BUILDERS ❑ Plat of Vacation 1425-1435 SUMMIT STREET The Planning and Zoning Commission and staff recommend approval of an addition to Marklund Wasmond Center at 1425-1435 Summit Street. Marklund is a nonprofit organization that serves infants, children, teens, and adults with development disabilities and special healthcare needs. The addition would increase the building size from about 43,000 square feet to almost 64,000 square feet. It would include two additional classrooms for Marklund's Community Day Services, a program that provides vocational training, daily living skills, and social skills for up to 80 adults age 22 and older, one additional classroom for Marklund's Day School. which provides educational and vocational programing for students ages 3 through 21 with mild to complex developmental disabilities, and more beds in Marklund's Residential Services program, increasing from 61 to 85 beds with 24-hour skilled nursing care for individuals(including infants) with severe and profound developmental disabilities. Marklund is requesting approval to acquire the 30-foot-wide, city-owned right-of-way(ROW) adjacent to the east of the property to accommodate the proposed expansion. The ROW was dedicated in 1989 to extend Ginger Lane (located southeast of the property) to connect to Summit Street. The plans for the Ginger Lane extension were abandoned when the city approved the MacKenzie Woods townhome subdivision east of the Marklund Wasmond Center in 2003. MacKenzie Woods did not dedicate their portion of the land necessary for the Ginger Lane extension. Instead, the western portion of the subdivision includes a detention facility where the Ginger Lane extension was once contemplated. The independent appraisal submitted by Marklund values the land at$5,300. The proposed building additions would complement the scale and architectural design of the existing building.
