AN ORDINANCE
ESTABLISHING FEES AND CHARGES FOR THE USE OF
THE CENTRE
WHEREAS, the City Council has determined that it is necessary
and proper to establish a fee schedule and other policies relative
to the operation of The Centre .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS :
Section 1 . That the following fees and charges be, and the

• Resident (RES) fees and rates require an individual, couple or
family to have their bona fide and principal residence within
the corporate city limits of the City of Elgin.
• Non-Resident (NR) fees and rates are 25% greater than resident
fees and rates .
• A couple is defined as two individuals residing in the same
household.
• A family is defined as no more than four persons with a minimum
of one adult all residing in the same household.
• The additional member rate applies only to additional persons
for family memberships .
• An adult is defined as a person 18 years of age or older.
• A youth is defined as a person three years of age or older but
less than 18 years of age or a person between 18 and 23 years of
age then currently enrolled as a full-time student .
• A child is defined as a person less than three years of age .
Children are free .

• Youths less than 14 years of age may not use the health fitness
center. Youths, ages 14 and 15, may use the health fitness
center only when accompanied at all times by an adult or legal

executed by a parent or legal guardian.
• Youths may not use the health fitness center locker room.
• Youths under the age of nine must be accompanied by adults at
all times when using the aquatic center.
• Youths 10 years of age and younger must be accompanied by an
adult or legal guardian at all times when using the racquetball
facilities .
• Corporations or businesses with a principal place of business in
the corporate city limits of the City of Elgin will receive a
10% discount off the resident rate for individuals when
purchasing 1 to 9 individual memberships and a 15% discount off
the resident rate for individuals when purchasing 10 or more
individual memberships . The same percentage discounts will
apply for non-resident corporations or businesses to the non-
resident rate for individuals .
• 501C3 Organizations must have a principal place of business in
the corporate city limits of the City of Elgin to receive the
501C3 Organization room rental rates .
• The City Manager shall have the authority to implement periodic
promotional programs or discounts as an incentive to generate
additional or renewed memberships, provided however, such
promotional programs or discounts shall not exceed a 10%
difference from the fees and rates set forth herein.
Section 2 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
Section 3 . That this ordinance shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

SUBJECT: Proposed Fees and New Staff Positions for The Centre
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider establishing the
2002 fee structure and additional full time positions for The
Centre .
BACKGROUND
The Centre is scheduled to open in November 2002 . The proposed fees
were developed by performing a market analysis of other similar
local and neighboring community facilities, consideration given to
what the market will bear while assuring revenues will cover
expenses and incorporating a capital reserve fund for future
equipment purchases and building improvements . Because the facility
is projected to be open for only six weeks in 2002 , 2002 and 2003
financial data are being viewed as one operating period (See
Attachment A) .
The market analysis included local and neighboring private and
public recreation centers . The market information includes
comparative facility and fee information. Several issues were
evaluated; the size of the facility or individual amenity, fee and
other benefits included with membership/fee . For example, The
Centre compares closer in size and amenity offerings to Glenview' s
Park Center than any other facility; however, it is not considered
a direct competitor because of its distance away from Elgin. This
facility does provide comparable operating expenditures and
membership/revenue potential . Dundee is a direct competitor to the
north, but it is not comparable in size or amenities . Bartlett is
a direct competitor to the east, but is somewhat smaller and does
not offer all of the amenities in some of the areas . All of the
facility amenity comparisons are highlighted on attachments D6 and
E6 .

The local public and private facilities are included in the market
analysis in Attachment G. All of the private facilities have a
higher fee than those proposed for The Centre and were considered
too high for what a public facility could bear. The YWCA was
considerably lower than any facility in the marketplace due to
their limited facilities and membership options . The Taylor YMCA
rates (Attachment G) , fluctuate higher and lower than The Centre' s
proposed rates, depending on the category; however, the YMCA
facility does not match The Centre' s size and amenities . The
Centre' s proposed rate structures and levels are considered by
staff to be at a competitive level in the marketplace for a public
facility of its size, number of amenities and membership benefits.
In addition, the number of memberships is within the actual range
of membership totals experienced at Glenview and Bartlett - between
4 , 500 and 5, 000 . The proforma incorporates capital expenditures
within the operating budget as well as maintaining a capital
replacement reserve to fund larger future major equipment purchases
and building improvements . The number of membership and their fees
were arrived at after careful consideration was given to cover
operational expenses and set aside a small amount of dollars to
offset future major capital replacement improvements .
The following are the parameters used within the proforma:
• Nonresident rates are 25% higher than the resident rate .
• In establishing the membership fees, rates have been
established to address individuals with various discounts
given to couples, youth and seniors, students, and families .
A family is considered four people with at least one adult;
all residing in the same household. A rate is established per
additional family member for families of more than four
members . A corporate rate is also established which would
offer a 10% discount on the annual membership rates for
corporations with one to nine members and a 15% discount for
corporations with ten or more members . The discount would
apply to the applicable resident or nonresident rates .
• Room rental rates are established at three different levels;
resident rate, nonresident rate, and Elgin not-for-profit
rate . In establishing the room rental rates, the nonresident
rate is 25% higher than the resident rate and the not-for-
profit rate is 20% lower than the resident rate.
• The Recreation Center Manager shall have authority to
implement periodic promotional advertisements or discounts
that can be an incentive for new members to join the facility.

• The anticipated membership breakdown for the facility is as
follows :
► 2 , 350 memberships are projected by the end of 2002
► 4 , 850 memberships are projected by the end of 2003
(includes 2002 memberships) with the following
breakdown:
78 . 5% Residents (3 , 805 memberships)
14 . 5% Corporate (700 memberships)
7% Nonresident (346 memberships)
In addition to the above memberships, the proforma projects a
potential general fund transfer annually to The Centre for all 700
full-time and 60 permanent part-time employees should a fitness
center individual membership be part of the employee benefit
package . The program will be initiated with the 164 full-time
management and 60 part-time permanent employees in 2002 .
Bargaining unit employee participation will be negotiated in 2002
and 2003 as part of contract negotiations . This revenue is noted
on the Cash Flow Statement (Attachment A) as "City Employee
Memberships . " The value of the individual fitness membership is
$275 as compared to the City' s current $192 health club
reimbursement program. Employees wishing to upgrade to a full
facility membership and/or include additional persons on their
membership (i .e . Couple or Family Membership) would pay the
difference in cost at the resident or nonresident rate, whichever
applies .
Utilization of the Parks and Recreation Youth Scholarship Fund
(YSF) is an option for resident families experiencing economic
hardship for financial assistance. The Youth Scholarship Fund was
established in 1993 to subsidize economically disadvantaged
families to participate in recreation programs who may not
otherwise have the financial means available . The qualification is
based on income and family size. Families currently receiving
state public aid or free lunch program automatically qualify.
Income qualifications are printed in every Parks and Recreation
seasonal brochure. Currently, the program offers $60 per season
($240 annually) per child (17 years and younger) for families that
qualify with the participant paying the difference between the
program cost and the YSF benefit, or a minimum of $5 . The
guidelines will be modified in 2002 to allow families to combine
two seasons worth of scholarships at one time, totaling $120 per
child, to apply towards a six-month individual or family membership
in the category of their choosing (i .e . , aquatic, fitness or full
facility) . A second six-month membership could be obtained in the
same year with the next two seasons of scholarship benefits, or the

remaining benefits for the year could be applied to a summer
aquatics membership, program, trip, or other activity. For example,
a family of four (two adults and two children) would receive $240
towards any one of the following six-month membership options :

**Fee is based on the program cost less YSF benefit . At a minimum,
the participant pays $5 .
The higher the number of dependent children in the family, the
higher the benefit . This six-month membership option would only be
available to Youth Scholarship recipients to ensure available money
in the fund and those receiving scholarships still apply. In
addition, the Youth Scholarship Fund modification to combine two
seasons of benefits can only be used for membership subsidy of The
Centre .
Additionally, three of the new positions planned for The Centre
currently do not exist in the City' s pay ordinance . They are as

positions as well as the additional positions currently existing in
the City' s pay ordinance.

COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
Many neighboring recreation centers, including Dundee Township Park
District, Streamwood Park District, Bartlett Park District, Hoffman
Estates Park District, Glenview Park District and Schaumburg Park
District, were contacted regarding their hours of operation, fee
schedules and rental packages .
The attached market survey outlines the 2001 daily admission and
season pass fees as well as the 2002 room rental fees that each of
these facilities charge.

FINANCIAL IMPACT
Based on the assumptions used within the proforma cash flow
statement, it is anticipated that the proposed fees will cover
expenses at this facility.
After the first full year of operation, excess revenues over
expenditures will be earmarked and reserved for future capital
equipment purchases and improvements, as illustrated in Attachment
A.

It is recommended that the Mayor and members of the City Council
approve the attached fee schedule for memberships, daily fees, and
facility rental , including corporate and 501C3 not-for-profit and
group discounts as well as the new staff positions of Office
Manager, Membership Coordinator and the Assistant Facility Manager,
as submitted.
