AN ORDINANCE
ADOPTING A CENTER CITY MASTER PLAN FOR THE
CITY OF ELGIN
WHEREAS, the City of Elgin has determined that it is
appropriate and desirable to encourage the revitalization of
the Center City Master Plan; and
WHEREAS, a business district plan must conform with the
comprehensive plan of the municipality; and
WHEREAS, on February 6, 1995 the Planning and Development
Commission of the City of Elgin conducted a public hearing on
said plan after due notice in the manner provided by law; and
WHEREAS, the Planning and Development Commission of the
City of Elgin has heretofore submitted its findings and
recommendation for a Center City Master Plan for the City of
Elgin; and
WHEREAS, all persons appearing and desiring to be heard
concerning said plan were at said public hearing; and
WHEREAS, the corporate authorities of the City of Elgin
have considered the Center City Master Plan for the City of
Elgin and the statements of persons appearing at the public
hearing heretofore described; and
WHEREAS, the adoption of a business district plan must
precede the exercise of powers set forth at 65 ILCS
5/11-74 . 3-3; and
WHEREAS, the corporate authorities of the City of Elgin
find and determine that it is in the best interest of the City
of Elgin to adopt a Center City Master Plan for the City of
Elgin.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That it hereby approves and adopts a Center
City Master Plan for the City of Elgin recommended by the
Planning and Development Commission of the City of Elgin
including therein the maps and technical appendices appended
to said plait .
Section 2 . That this ordinance, including the plan, maps
and technical appendices attached thereto, shall be placed on
file with the City Clerk and shall be available at all times
during business hours for public inspection upon reasonable
notice and copies thereof shall be made available to all
interested parties upon payment of the cost of production.
Section 3 . That the plan, maps and technical appendices
adopted herein shall be reviewed in the manner provided by law
not more than five years following its adoption but the
failure to review or amend the plan shall not operate to cause
a repeal of this ordinance or to otherwise invalidate the
provisions of the plan adopted hereby; such review is hereby
declared to be directory only.
Section 4 . That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

FINDINGS OF FACT
PLANNING AND DEVELOPMENT COMMISSION
CITY OF ELGIN
I. SUBJECT
Consideration of an Amendment to the Official
Comprehensive Plan of Elgin by adopting the Elgin Center
City Master Plan by the City of Elgin, as Applicant.
II. CONSIDERATIONS
An amendment to the Official Comprehensive Plan of Elgin
has been filed, which would adopt the Elgin Center City
Master Plan prepared by Sasaki Associates, Inc. , dated
1991 . Additionally, the plan is to be established as a
Business District Plan, as provided by state statute.
III. FINDINGS
After due notice, as required by law, the Planning and
Development Commission held a public hearing regarding
the proposed amendment to the comprehensive plan on
February 6, 1995 . The applicant testified at the
hearing, as well as others interested in the Elgin Center
City Plan.
The Planning and Development Commission has found that
the Elgin Center City Plan should be adopted as a general
guide to decision making for the Center City with site
and strategy specifics being regarded as examples of
implementation alternatives .
The Elgin Center City Plan should encompass the Elgin
Academy Master Plan, Phases I and II .
Additionally, the Elgin Center City Plan should be
established as a Business District Plan, as provided by
state statute.
Finally, The New Century Partnership should be designated
as the implementation advisory group to the City Council .
IV. RECOMMENDATION
The Planning and Development Commission recommends to the
City Council the concept of a historic district for the
Center City or some portion thereof, that an analysis and

a recommendation from staff and the Heritage Commission
be completed, and that their recommendations be
considered by the Planning and Development Commission for
future inclusion in the Center City Plan implementation
program.
On a motion to recommend an amendment to the Official
Comprehensive Plan of Elgin by adopting the Elgin Center
City Master Plan as a general framework for
revitalization; encompassing the Elgin Academy Master
Plan, Phases I and II; establishing the Elgin Center City
Master Plan as a Business District Plan as provided by
state statute; and designating the New Century
Partnership as the implementation advisory group to the
City Council; the vote was six ( 6 ) yes and zero (0) no.
Therefore, the Planning and Development Commission
recommends the adoption of the Elgin Center City Plan.

SUBJECT: Findings and Recommendation from the
Planning and Development Commission
Regarding the Center City Plan
PURPOSE
The purpose of this memorandum is to transmit the Planning
and Development Commission ' s Findings of Fact and recommenda-
tion regarding the Center City Plan.
BACKGROUND
Over the course of the last three months , the Planning and
Development Commission has been reviewing the Center City
Plan. Review and recommendation by the Commission is re-
quired by state statute if the Center City Plan is to be
adopted as a component of the Comprehensive Plan. Additional-
ly, the Planning and Development Commission reviewed the
Center City Plan within the context of a statutory "Business
District" plan.
On Monday, February 6 , 1995, the Planning and Development
Commission conducted a public hearing on the Center City
Plan. A transcript of the public hearing is attached for the
City Council ' s review.
If the City Council accepts the recommendation of the Plan-
ning and Development Commission, the Center City Plan may be
adopted as a component of the Comprehensive Plan and as a
Business District Plan. This form of adoption would provide
the City with substantial statutory flexibility for implemen-
tation of the Plan.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
In addition to required legal notices , notices of the public
hearing were placed in the general section of the Courier
News . Also, direct mail notices were sent to the mailing
list of the New Century Partnership.
FINANCIAL IMPACT
There is no financial impact associated with this item.

LEGAL IMPACT
None.
RECOMMENDATION
The Planning and Development Commission recommends the adop-
tion of the Center City Plan as outlined in the attached
Findings of Fact . In general , the Findings of Fact recommends
adoption of the Center City Plan as originally developed .
However, the Commission does recommend one revision to the
geographic area addressed in the Plan with the addition of the
Elgin Academy Master Plan - Phases I and II (note attached
graphics ) .
