Gentlemen:
This is to advise you that on July 14, 1965 the Zoning Board
of Appeals held a public hearing as well as a Regular Meeting.
Copies of the Minutes of both hearings are herewith enclosed.
The Board respectfully recommends to the City Council that
the change in zoning be granted.
It is the judgment of the Board members that with the de-
velopment of the proposed large hospital unit in the immediate
area, that the need for multiple housing is self-evident.

PETITION NO. 21-65 - (REZONING)
The Zoning Board of Appeals of the City of Elgin held a public hearing
July 14, 1965 in the Court Room, City Hall, Elgin to consider Petition
21-65 by M.G.M. Builders, Inc. , 9320 West Lisbon Avenue, Milwaukee, Wis.
to rezone property which if annexed would be Single Family Residential
classification, and since the desired use is Multi-Family Dwellings, R--4
zoning is requested; property is located at approximately No. 1999 West
Highland Avenue, Elgin, legally described as "Exhibit A", as follows:
"EXHIBIT A"
That part of the Northeast quarter of Section 16, Township 41 North,
Range $ East of the Third Principal Meridian described as follows:
Beginning at the intersection of the center line of Highland Avenue
Road with the East line of the Northeast quarter of said Section 16;
thence Southerly along said East line, a distance of 872.80 feet to a
point on the South line of property conveyed by Adrienne T. Lowrie
to William J. Feldman and Hilma J. Feldman by deed dated January 11,
1935 as Document No. 380360; thence Westerly along said South line
a distance of 931.0 feet; thence Northerly Parallel with the East
line of the Northeast quarter of said Section 16, a distance of
1067.19 feet to the center line of Highland Avenue Road, thence
Southeasterly along said center line, a distance of 953 .06 feet to
the place of beginning. Being situated in Elgin Township, Kane
County, Illinois and containing 20.86 Acres more or less, situated
between Randall Road and McLean Boulevard.
Present were: Christian P. Bazos, Winston Bennorth, Paul R. Bolger,
Robert F. Oehler, E. W. Scholer, Fred J. Steffen and Paul Williams ;
Zoning Enforcement Officer Fred J. Ackmann and City Manager Robert L.
Brunton.
The Chairman. Mr. Bennorth opened the hearing at 8: 55 PM.
Attorney Edward Puklin, 164 Division Street, Elgin appeared to represent
the Petitioners and made the following statement: This property is part
of the William J. Feldman farm on Highland Avenue Road. It adjoins the
property of the First Baptist Church which is on the South side of High-
land Avenue Road. Mr. Feldman who owns 140 acres filed a petition for
annexation of 100 acres on the south side of Highland Avenue, subject to
the rezoning of that 100 acres so that the East 20 acres could be used
for multiple-family dwellings, and the remaining $0 acres for single
family residences. I:.G. have an option to purchase the 100 acres
subject to rezoning, and are prepared to go ahead with the project.
This matter was presented to the Plan Commission and was tentatively
approved by the Plan Commission, but they could not take final action

as the property is not in the City limits. A Petition is pending with
the Corporation Counsel for annexation of 100 acres. This property is
on the South side of Highland Avenue and would be North of the new St.
Joseph Hospital.
At this time Attorney Puklin introduced Mr• Roger Gladson, 9320 West
Lisbon Avenue , Milwaukee, as the President of M.G.M. Builders and stated
Mr. Gladson could explain the project more in detail. Mr. Gladson
submitted a large colored picture showing the type of building his company
constructs. He stated as follows: This is a 3-family colonial dwelling
and each unit would be different. This is the type we have built in
Milwaukee and Madison. The lots are $0 feet wide and there will be a lot
of grass around the building, more than is required by the zoning. These
buildings are 100% maintenance free. There would be 64 lots. I know we
can get 64 lots even though Highland Avenue will have to be widened. We
will have sufficient off-street parking. The buildings will be brick
veneer and aluminum. There is nothing to paint on these buildings. The
lots will be 160, or 165 long. We built 292 buildings in Madison. These
buildings are approved by Wisconsin Banking Commission and are appraised
at $48,500.00.
A Board member inquired as to how they could change the appearance so
there would be no two alike. Mr. Gladson stated you could have a gable
roof; two windows in front instead of three; the front entrance can be
cnanged and the brick could be of different colors. There will probably
be fifteen different styles. He also stated that these buildings are
sold in Milwaukee at from $45 ,000 to $50,000.
Mr. Bennorth inquired if any of the Board had other questions, and no one
responded.
As there were no other witnesses desiring to testify and no objectors,
the hearing was closed at 9:20 PM.

MINUTES OF REGULAR MEETING - JULY 14, 1965
The Zoning Board of Appeals of the City of Elgin, Illinois held
its regular meeting July 14, 1965 in the Court Room, City Hall, Elgin,
Illinois.
In attendance were: Christian P. Bazos, Winston Bennorth, Paul
R. Bolger, Robert F. Oehler, E. W. Scholer, Fred J. Steffen and Paul
Williams; Zoning Enforcement Officer Fred J. Ackmann and City Manager
Robert L. Brunton.
The meeting was called to order at 9:30 PM by the Chairman, Mr
Bennorth. Mr. Scholer made a motion, seconded by Mr. Williams, that
the Minutes of the Regular meeting of June 9, 1965 be approved. Motion
was unanimously carried.
First Petition considered was No. 19-65 for construction of- a
garage at 218 Washburn Street, Elgin by Russell Watts, 256 Elm St. ,
Elgin. All testimony and exhibits was considered. Mr. Steffen made a
motion that the Petition be denied. Motion was seconded by Mr. Bolger.
Vote was as follows: - Yeas - Bolger, Scholer, Steffen and Williams.
Nays - Bazos, Bennorth and Oehler. Motion carried.
Second Petition considered was No. 21-65 by M.G.M. Builders, Inc. ,
9320 West Lisbon Avenue, Milwaukee, Wis. , to rezone certain property
which, if annexed, would be Single Family residences, and since the de-
sired use is Multi-Family Dwellings, R-4 zoning is requested; property
is located at approximately No. 1999 West Highland Avenue, Elgin. A
full discussion of all aspects of the request was had. Mr. Steffen made
a motion that the Zoning Board respectfully recommend to the City Council
that the requested change in zoning be granted. Mr. Bazos seconded the
motion. The following vote was recorded: Yeas - Bazos, Bennorth, Bolger,
Oehler, Steffen and Williams. Mr. Scholer abstained.
It is the judgment of the Board members that with the development
of the proposed large hospital unit in the immediate area, the need for
multiple housing is self-evident.
Next taken up was Petition No. 24-65 by Irving Kagel, 871 West
Chicago St. , Elgin for side yard-setback to allow $ foot addition to
rear of garage at 871 West Chicago Street. Testimony and sketch was
discussed, after which Mr. Bolger moved to grant the request. This was
seconded by Mr. Steffen. Motion was unanimously approved.
Considered last was the large amount of testimony and the many
exhibits submitted in connection with Petition No. 22-65 by Andresen
Brothers, Elgin, requesting rezoning from B-1 to B-3 for various lots
in the Wing Park Shopping Manor Addition.
All of the testimony by the various witnesses and the exhibits
was carefully gone over and fully discussed, after which Mr. Oehler
made a motion that the Board respectfully recommend to the City Council
Regular Meeting 7/14/65 Pg. 2
that the Petition be granted. Motion was seconded by Mr. Steffen.
Vote was as follows: Yeas - Oehler and Steffen. Nays - Bazos,
Bennorth, Bolger, Scholer and Williams. Petition denied.
The Board respectfully recommends to the City Council that the
request for change in zoning be denied.
It is the consensus of a majority of the Board members that the
rezoning to B-3 from B-1 Commercial would be an enlargement of an al-
ready "spot" zoned area. It is also their opinion that due to the
general character of the surrounding neighborhood the B-3 zoning would
not be compatible.
No action was taken on Petition No. 20-65 by Richard C. Rasmussen
305 No. Ramona Ave. , Elgin and Earl C. Weisinger, 1647 East Chicago St. ,
Elgin for Special Use Marina allowing dispensing of alcoholic beverages
due to the request of Warren Carbary, attorney for the Petitioners, that
a continuance be granted for four weeks or the next regular meeting of
the Board. This request was granted by the Board.
Due to lack of sufficient information on Petition No. 23-64,
Helen D. Enoe, 539 Aller St. , Elgin, Special Use for Car Wash at 919
Villa St. , Elgin, action on this Petition was postponed until the next
regular meeting of the Board, and Mrs. Enoe was advised of this.
The Board went on record as objecting to being called previous
to meetings by various parties in an effort to solicit their support
for petitions.
There being no further business to come before the Board, hearing
was adjourned at 10:00 PM.
