EXHIBIT A
Description of Deliverables to be provided by Alignment Collaborative for Education
Governance Structure
Alignment Collaborative for Education will maintain a governance structure that includes a
governing board, operating board and three"A-Teams."
1. The City of Elgin will hold one seat on the governing board and on the operating board
through at least the duration of the agreement.
2. A-teams are considered tactical planning teams to support the advancement of goals
identified and adopted by Alignment Collaborative for Education: early education,trauma-
informed care and educational pathways.Any change to these goals will be provided to the
City in writing.
Identified Goals
Alignment Collaborative for Education will issue public Invitations to Participate (ITP) to invite
community organizations and systems to develop and implement initiatives to help work toward
greater success in areas collectively identified by Alignment stakeholders as the community's
greatest needs: early education, trauma-informed care and educational pathways. ITP's will be
issued based on needs identified by A-teams and supported by the Operating and Governing
boards. ITP's and any other initiatives that support progress in the three identified goals will be
reported to the City in its quarterly and annual reports.
1. Early Education: Students not meeting grade-level expectations by third grade are known
to continue falling behind at compounding rates as they progress through education
systems. Focusing on education from an early age, especially in vulnerable populations,
better equips all students in their growth as successful community members.
Example Initiatives
• Expand U46's Give Me Five Program.
• Partner with the National Campaign for Grade Level Reading.
• Serve communities of greatest need across 11 communities based on
areas with highest poverty and lowest Kindergarten readiness results.
2. Trauma-Informed Care: Students may experience many different types of trauma in their
lives that impacts their social, emotional, physical and mental well-being. Trauma-
Informed Care provides structure and potential treatment frameworks for caregivers and
support systems, often involving understanding, recognizing, and responding to the effects
of all types of trauma.
Example Initiatives
• Achieve 100%rollout of Resiliency Teams throughout School District U-
46 by 2021.
8
• Conduct four Professional Learning Communities(PLC)per school year
to bring together community subject area experts to work with U-46
teachers and staff.
3. Educational Pathways: Connecting curriculum and experiential learning to the
employment needs of the industries is needed to continue powering the local economy.
Whether students are interested in careers that require college degrees or technical training,
students of all abilities and skills must be prepared to enter the workforce and meet the
needs of employers.
Example Initiatives
• Conduct annual curriculum and career expo for all U-46, 80' grade classes
to better understand future career opportunities in region, and better
understand educational and training required to enter career
• Design work-based learning opportunities for all U-46 career academies.
• Recruit business and community partners representative of all industry
clusters.
• Support restructuring of academy offerings in school district U-46 to align
with key industry clusters that comprise local and regional economies
Reporting
1. Quarterly and Annual Reports—Quarterly reports will be provided to the City to describe
activities performed in support of the three goals outlined. An annual report will be
provided to the City by August 1 each year of this Agreement, and can include items such
as key milestones and budget reports.
2. Budget and Annual Audit:An annual budget shall reflect the projected distribution of funds
received from the City pursuant to this Agreement during the term of this Agreement.
Alignment Collaborative for Education shall also have an annual audit performed on its
financial statements. Two copies of this annual audit shall be provided to the City within
thirty days of its annual completion.
