HomeMy WebLinkAbout16-71 Resolution No. 16-71 RESOLUTION AUTHORIZING EXECUTION OF ADDENDUM NO. 2 TO COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF ELGIN AND SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 73 PERMANENT PART-TIME MAINTENANCE AND CUSTODIAN EMPLOYEE GROUP BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Sean R. Stegall, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute on behalf of the City of Elgin addendum no. 2 to collective bargaining agreement between the City of Elgin and Service Employees International Union Local 73 Permanent Part-Time Maintenance and Custodian Employee Group, a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: May 4, 2016 Adopted: May 4, 2016 Omnibus Vote: Yeas: 9 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk ADDENDUM NO. 2 TO COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF ELGIN AND SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 73 PERMANENT PART-TIME MAINTENANCE AND CUSTODIAN EMPLOYEE GROUP THIS ADDENDUM NO. 2 to a collective bargaining agreement is made and entered into this 4th day of may , 2016, by and between the City of Elgin (herein called the "City") and the Service Employees International Union Local 73 Municipal Division, Permanent Part-Time Maintenance and Custodian Employee Group (herein called the "Union"). WHEREAS, the City and the Union have previously entered into a collective bargaining agreement with a term of December 18, 2011 through December 31, 2016 (herein called the "Agreement"); and WHEREAS, Article IX, Section 1 of the Agreement entitled "Wages" provides in part that the parties agree to a reopener for wages for the years 2014, 2015 and 2016 for the purpose of discussing wage settlements for such years; and WHEREAS, the City and the Union have previously entered into Addendum No. 1 dated October 2, 2014, providing for a wage settlement for the year 2014; and WHEREAS, Article IX, Section 1 of the Agreement further provides that effective January 1, 2014, employees covered by the Agreement shall receive hourly wage increases commensurate with wage increases provided to the City's police or fire bargaining units or to non-bargaining unit management employees, whichever is the greatest (the so-called "me too" provision); and WHEREAS, the wage increases provided to the City's police bargaining unit and the City's non-bargaining unit employees for 2014 and 2015 were in the amount of 2.5% across-the- board hourly wage increases for 2015 and 2016; and WHEREAS, the City and the Union wish to agree to a final wage settlement for Union employees covered by the Agreement at this time to be effective during the fiscal year commencing January 1, 2015, and retroactive to January 1, 2015, and to be effective during the fiscal year commencing January 1, 2016, and retroactive to January 1, 2016, notwithstanding the still unresolved wage issue for 2015 and 2016 for the City's fire bargaining unit. NOW, THEREFORE, IT IS AGREED by the City and the Union as follows: 1. Article IX, Section 1 of the Agreement entitled "Wages" be and is hereby further amended as follows: a. The following additional provisions are added to such section as follows: "Effective at the beginning of the next payroll period immediately following the execution of Addendum No. 2 by both parties, and retroactive to January 1, 2015, the following hourly pay ranges shall become effective: Permanent Part Time/Custodian Step 1 Step 2 Step 3 Step 4 Step 5 Pay Grade 209 $11.24 $11.93 $12.90 $13.36 $14.05 Permanent Part Time Maintenance Worker Step 1 Step 2 Step 3 Step 4 Step 5 Pay Grade 212 $12.07 $12.83 $13.59 $14.34 $15.09 Permanent Part Time Custodial Crew Leader Step 1 Step 2 Step 3 Step 4 Step 5 Pay Grade 210 $11.80 $12.54 $13.28 $14.03 $14.75 The foregoing hourly pay ranges reflect an across-the-board increase of 2.5% effective retroactive to January 1, 2015. The foregoing 2.5% across-the-board hourly wages increases for employees covered by this Agreement for 2015 retroactive to January 1,2015, and for 2016 retroactive to January 1, 2016, are the final wage settlements and resolution of the reopeners for wages and the wage settlements to be effective during the fiscal year commencing January 1, 2015, and during the fiscal year commencing January 1, 2016, and are the final settlements and resolution of the so-called "me too" provision with - 2 - respect to wage increases for the periods of January 1, 2015, through December 31, 2015, and January 1, 2016, through December 31, 2016." 2. Except as amended in this Addendum No. 2, and as previously amended in Addendum No. 1, the Agreement between the City and the Union shall be in force and effect. IN WITNESS WHEREOF, the parties hereto have entered into and executed this Addendum No. 2 as of the date and year first written above after ratification by Union membership and approval by the city council.
