RESOLUTION
APPROVING CHANGE ORDER NO. 1 FOR THE CONTRACT WITH JETCO, LTD.
FOR REPAIRING AND REPAINTING THE INTERIOR AND EXTERIOR OF THE
AIRLITE ELEVATED WATER TANK
WHEREAS, the City of Elgin has heretofore entered into a contract with Jetco, Ltd. for
repairing and repainting the interior and exterior of the Airlite elevated water tank; and
WHEREAS, it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS, that Sean R, Stegall, City Manager, be and is hereby authorized and directed to
execute Change Order No. 1,a copy of which is attached hereto and made a part hereof by reference.

CHANGE ORDER NO. 1
CONTRACT: Repair and Repaint the interior and exterior of One 500,000 Gallon Elevated Water Tank
—Airlite Tank—Bid 14-038
SCOPE: Modify the scope of work from roof and roof support structure repair, to design and replace
the roof down to the top of the shell.
REASONS FOR CHANGE: The project as specified included extensive roof structure repair and re-
placement of components. Once the construction began and the center roof vent was removed, access
was provided to a structural steel hub that exhibited severe corrosion and metal loss. Based on the cost
and effort required to replace the center hub along with the rest of the roof structure, the Contractor pro-
posed a value engineering solution of replacing the entire roof. The proposed roof was designed to use
modern construction and support methods and require significantly less cost to apply coatings at this
coating, as well as future repainting operations. It was determined that the replacement roof proposal is
in the best short and long term service of this tank. The circumstances said to necessitate the change in
performance were not reasonably foreseeable at the time the contract was signed. The changes to the
original contract provided in this change order are germane to the original contract as signed and this
change order is in the best interest of the City of Elgin and authorized by law.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The cost net increase of this change is
$76,150.00.
ORIGINAL CONTRACT AMOUNT: $953,000.00

Deduct—Caulk interior roof per Jetco email proposal ($ 1,700.00)
Deduct—Clean and prime exterior roof per Jetco email proposal. ($ 9,000.00)

TOTAL REVISED CONTRACT AMOUNT: $1,029,150.00
The original amount of the contract with Jetco LTD is $953,000.00. Change Order No. 1 totaling
$76,150.00 will increase the original contract amount by a total of $76,150.00, that sum representing
7.9% of the original contract amount. The new contract amount, inclusive of all change orders is
$1,029,150.00.
OTHER CONTRACT PROVISIONS: The substantial completion date is hereby increased by 45 cal-
endar days. All other contract provisions remain the same.
