HomeMy WebLinkAboutCCDATE=AUGUST 20, 2008 (2) • ZONING AND SUBDIVISION HEARING BOARD CITY OF ELGIN MINUTES OF MEETING August 20, 2008 The regular meeting of the Zoning and Subdivision Hearing Board was called to order at 7:00 p.m. on Wednesday, August 20, 2008, in the City Council Chambers by Chairman Langlois. Members Present: Jay Cox, Cristina Castro, Beth Kruger, Loretta Revesz, Jack Roder, Daniel Weiler, and Chairman Robert Langlois. Members Absent: None Staff Present: Sarosh Saher, Planning Manager, Denise Momodu, Associate Planner, and Lydia Treganza, Associate Planner. Approval of Minutes: Mr. Roder moved to approve the minutes of the August 6, 2008 regular meeting,as submitted. Ms. Castro seconded the motion,which was adopted by a vote of six(6)yes, zero (0) no, and one (1) abstention. • Oath Administered: The court reporter administered the oath to all persons desiring to testify. PETITIONS TO BE HEARD: CONSIDERATION OF PETITION 34-08 REQUESTING A CONDITIONAL USE 1N THE AB AREA BUSINESS DISTRICT,TO PERMIT THE ESTABLTSHMENT OF KENNELS AND DOG DAY CARE, WITH TRAINING; PROPERTY LOCATED AT 1977 AND 1999 LARKIN AVENUE, BY ROBTN MASSEY AND RICHARD ZELEK, AS APPLICANTS AND BONNIE BORN HILL TRUST AND BRENDA BORN CONKLIN ELGIN TRUST, AS OWNERS, MOTION ADOPTED— 7 YES, 0 NO. Testimony is contained within a verbatim transcript recorded at the public hearing and within a Conditional Use Review prepared by the Community Development Group. No objectors were present.A motion was made to change condition#8 to allow trees to be installed in the Fall of 2009. Mr.Roder moved to recommend that Petition 34-08 be approved, subject to the conditions outlined in the Conditional Use Review. Ms. Castro seconded the motion, which was adopted by a vote of seven (7) yes and zero (0) no. CONSIDERATION OF PETTTTON 41-08 REQUESTING A CONDITIONAL USE FOR A PLANNED DEVELOPMENT IN THE NB NEIGHBORHOOD BUSINESS DISTRICT. TO PERMIT THE CONSTRUCTION OF A RESTAURANT TN THE ARC ARTERIAL ROAD • CORRIDOR OVERLAY DISTRICT AND TO PERMIT A"DRIVE-THROUGH FACILITY"AND AN "OUTDOOR EATING AND DRINKING FACILITY" IN THE NB NEIGHBORHOOD BUSINESS DISTRICT; PROPERTY LOCATED AT 1337 DUNDEE AVENUE; BY THE CITY OF ELGIN AND KRYSTAL ENTERPRISES,AS APPLICANTS,AND THE CITY OF ELGIN,AS OWNER.
