State Street Facade Program Anderson provided background on the activities of the State Street Facade Program. neBoer added that he had served an the task force and felt that it was • important that the benefits to property owners be expanded to include an initial grant of $3 , 000 . He explained that the properties in the area not "Better Homes and Gardens quality" and needed a incentive beyond that now provided. He added that the original recommendation had not been given adequate consideration by the City Council . He stated to the board that the Elgin Image Advisory Commission suports the recommendation to increase benefits . Smith made a motion to recommend to the City Council that the State Street Facade Program bu ended to provide for (a) a $3 , 000 grant for approved exterior improvements plus (b) a dollar-far-dollar match of funds invented for exterior improvements beyond $3 , 000Ve~Further, the appliCatfon period for the $3 , 000 benefit would be limited to ninety days .
