1. Welcome/Introductions
Keith welcomed all present, and everyone introduced themselves .
2 . Approval of the July 11th meeting
The minutes from the July 11th, 2001 meeting were approved as
written.
3 . Event Reminders
• Judson
Tom Keating from Judson College handed out a flyer
pertaining to the Judson College Speakers Series . The
next program will be on Tuesday, August 14th, 6 : 00 - 7 : 15
p.m. , at the College. Mr. Donald G. Soderquist, Retired
Sr. Vice Chairman, Walmart will be the speaker. Everyone
is welcome to attend.
• ECC/SBC - Digital Eves
The Business Conference Center at Elgin Community College
will be hosting the monthly meeting of Digital Eve
Chicago on Thursday, August 16th, 6 : 00 - 8 : 00 p.m. , the
Business Conference Center at ECC. Everyone is welcome.
• Tech Breakfast/Fair/Seminars
The Tech Breakfast is scheduled for September 26th
Keith asked that committee members put the date on their
calendars, and spread the word about the event .
• Update
Keith handed out articles relating to the success and New
Economy Growth Strategy in the City of Chicago.

The articles mention that in the future, technology
careers will be more plentiful and better paying than
other jobs, and many of the new technology jobs will be
located in the Chicago area . People are noticing the
technology and job growth within the area.
4. Proposed Consulting Study
City of Elgin - Keith is working on updating the draft plan, to
include everyone' s comments, with the final draft being presented
to the City Council within a few weeks .
Kane County/Elgin Chamber - Kathleen Fredricks of the Elgin Chamber
is working on this study. County officials have met with the
committee members, and are reviewing the draft .
The goal is to connect both City and County studies into one plan,
to outline the goals, and to avoid repeating the efforts .
5. Dale Smith - Professional Management Network
Mr. Dale Smith of Professional Management Network gave a
presentation to the committee members on the Southland
Telecommunications Assessment and Plan. The Southland area is 47)
experiencing a growing need for telecommunications and other
technical services. The needs are being modestly served today, but
the expected growth in the region over the coming years will easily
outpace the current supply.
The group collected data to assess the technology needs of local
businesses and the community. The group found the Southland area
lagging behind in technical services compared to other suburban
areas. The Southland community does not have the technical
infrastructure assembled, with a lack of co-location facilities and
metro fiber loops.
By creating an organization to develop the aggregation of demand
and delivery of managed services, and building a fiber-enabled
Network Co-location Center to be a focal point and connection hub
for businesses, the Southland area could then attract large
concentrations of businesses to the area and create a more
competitive environment . Several other strategies have been
outlined in the plan, with an initial investment of approximately
$7 million and could be completed in 12 months .
6 . Tech Breakfast Update
The Tech Breakfast has been set for September 26th, 2001, at Elgin
Community College, with registration starting at 7 : 30 a.m. The
meeting is open to Chamber members, TAT and the public . Keith said
that the committee is working on finalizing the schedule and
sponsors, and any ideas or comments should be directed to Keith.

7 . Agenda for Next Meeting - September 5th
Keith referred to a handout on a study that was done on what a City
needs to provide, in order for it to be considered a good place to
start a tech company. The study polled 50 top executives from
Fortune 1000 firms on the most important criteria for locating a
technology-related business . Keith referred to some of the key
factors, and suggested that the committee may want to consider how
to incorporated those into the City' s goals for the future. Keith
mentioned that the committee will need to review, reorganize and
redefine the goals for next year at an upcoming meeting.
8. New Business/Updates •
Ruth is working on a project to raise awareness in Springfield
about the issues important to Elgin. The meeting will take place
on a Wednesday evening, sometime in February or March of 2002 . If
anyone has questions or would like more information, please contact
Jim Burns .

• SDI Study - No update.
• Comprehensive Plan - No update.
• Ambulance Video - Jim Burns said that the project should
be up and running by September.
• Judson - The college is looking into the possibility of
letting the community have access to their video
conference center in the near future.
• Next Meeting Date
The next meeting of the Technology Action Team will be held on
Wednesday, September 5th, 2001, at the Elgin Police Station, First
Floor Community Room, 8 :00 a.m.

2 . Minutes
There were no minutes from the June meeting to be approved.
low 3 . Updates
a. Telecom Bill
Dave Strahl updated the committee on the telecom bill . A
new law was passed concerning high speed access, with
service providers to follow new rules and regulations .
Dave said that Ameritech is somewhat pleased with the
overall bill, but some items will need to be more defined.
Dave also mentioned a new bill (Tauzen-Dingell) being
debated in Congress, which will require carriers to provide
high speed access . They will vote on the bill in July, but
the bill may have a rough road in the Senate . He wanted
the committee members to be aware of this, and asked that
they consider where Elgin will fit in with the new laws .
b. ECC/Boys & Girls Club
The tech club is looking for volunteers to help and teach
kids the basic knowledge of computers and technology. They
are focusing on kids learning how to use computers and
updating them on the technology that is available .
4 . Good Morning Elgin
J.J. and Keith updated the committee on where the process is with the
next Good Morning Elgin project . They have set a tentative date in
September, with the location to be determined. The committee is
working on getting speakers, marketing the event, and volunteers .
There is also a need for more sponsors to get involved with the
event . Some of the proposed topics to be discussed is raising
awareness and teach survivor preparedness for new technology. If
anyone is interested in volunteering for the event, please let Terri
at the Chamber know.

5 . Consultant
a. COE & Chamber/County
Keith handed out a draft outline for the study of a Technology
Infrastructure consultant for the City of Elgin and Kane County.
He asked that the committee members review the document, and any
comments, questions, or changes be directed to him. He will
update the committee at future meetings, and hopes to have a
final draft in 4 weeks .
6 . COE Study
The City of Elgin has hired a company called SDI and they are in the
process of interviewing City Departments and Community Groups to
collect input in order to assist the City with design plans and
information for the City' s web page, suggestions on making jobs
easier, and how to help employee' s work with the public online .
Keith suggested that the group look at tying all the community group
sites together to make it easier for the public to access the
different sites and make it more user friendly. The group will
collect the data and report the findings to the City in order to
detail a design system that the City can use .
7 . New Business
f'' Tom Keating from Judson College said that they will be hosting
another Speaker Series on August 14th. The speaker for the nights
meeting is a retired vice-chairman from Walmart . The program starts
at 6 : 00 p.m. in the Eagle Lounge at Judson College . Also, starting
this fall, Judson will offer degree programs and independent classes
online.
Sean mentioned that the City will be meeting with representatives
from a company called Wide Open West who is considering a buy-out of
Americast . He will update the committee at a future meeting.
8. Next Meeting
The next meeting of the Technology Action Team will be held on
Wednesday, August 8th, 2001, at the Elgin Police Station, First Floor
Community Room, 8: 00 a.m.

1. Introductions
Keith welcomed all present, and everyone present introduced
themselves .
2 . Approval of Minutes
The minutes from the March 13", 2001 meeting were approved as
written.
3 . Energy Coop Update
Anthony Starr from the Energy Co-op updated the committee members
on what the Co-op is working on. The group is focusing on local
businesses and customers to supply information on upgrades that
customers can do to their homes as far as lighting and air
conditioning in order to reduce the energy load in the peak summer
months. They are also talking to local businesses about load
management programs, and working on commercial lighting rebate
programs . They are releasing information about numbers that
customers can call to sign up for the program to be ready for the
upcoming summer months . Keith also suggested that the Co-op may
want to put some information in the City' s newsletter or include it
with the water bills in order to reach many of the City' s
residents .
4 . Round Table
a. Outline for discussion
Keith handed out a draft of the Mayor' s Round Table II for
discussion. Keith and Ruth have been working on an agenda for
the next Mayor' s Round Table, and have outlined goals for the
project . Some of the items discussed were :

b. Target Dates
Dates that have been mentioned for the next Mayor' s Round
Table are July or August of 2001 . Keith asked the committee
members to look over the draft, and any questions or comments
that they may have, be addressed to either Ruth or himself .
5 . Infrastructure
a. DSL
Keith mentioned that with the restructuring of many high tech
companies, and the effects of the economy hitting a lot of the
start up companies, many service providers are going under.
Many of the companies grew too big too fast, and many are
highly in debt, borrowing a lot of money just to start the
business . Legislation is being produced to force providers to
give customers a 30 day notice before discontinuing their
service .
Dave Strahl handed out a memo on a project that Ameritech is
working on called "Project Pronto" . The project is a build-
out of infrastructure to expand the reach of Digital
Subscriber Lines (DSL) to Ameritech' s customer base . He is
asking for support from local communities as the Illinois
State House of Representatives and the Senate are currently
debating a rewrite of the current Telecommunications Law that
was written in 1985, and voting on the issues in May. Dave
mentioned that if anyone is interested in meeting with
representatives from Ameritech to discuss these issues, to let
him know, and he will arrange a meeting.
b. Work with Chamber
The Infrastructure Committee together with the Chamber, held
their first meeting last month, and are working on issues
related to technology. If anyone is interested in attending
the meetings, please let Tom Nelson know.
c. Planning Meeting and TAT Input
The City is rewriting the Comprehensive Plan, and the Planning
Committee is holding meetings to gather input and would like
the TAT Committee to identify questions that will be
addressed, and possibly include a technology chapter within
the plan.
d. Peaker Plant Recommendation
A memo was handed out for review regarding the endorsement
from the TAT committee for a Peaker Plant in Elgin. Keith
mentioned that the proposed Peaker Plant does not solve all
the local energy needs, and that the committee should also
look at other alternative solutions .

Also mentioned in combination to the Peaker Plant proposal,
was a suggestion to look at Micro generators to support the
energy peak loads within the City. Both of these ideas would
take the load off the system in the peak energy use times .
Keith said that a statement regarding these issues may need to
go before the City Council, before the committee could commit
to an endorsement . Another updated version will be
forthcoming.
6 . TAT/Chamber Technology Council
Keith said that there is a group of local technology businesses
just starting out, and he would like to see if they would be
interested in joining with committee members from the Technology
group and members of the Chamber Technology Council within 6-8
months, to carry on the long term goals that were developed by the
Technology Action Team. He also suggested that members of the TAT
team and Chamber help the group to get organized, to stay focused
and keep them going in the right direction. A future joint event
was also suggested, for the two groups to work on together.
7 . PC clearing house
A new venture is starting up, and the goal of the PC Club is to
rebuild donated computers and pass them on to needy families once
they complete the project program. The group needs help from the
community and local computer groups in the form of volunteers, to
load and unload computer equipment . The group will be meeting on
Wednesdays, from 7 : 00-9 : 00 p.m. Let Keith know if you are
interested in being a volunteer.
8 . Digital Divide Task Force Update
No update was given.
9 . Courier Article Series
Keith mentioned that the Courier News is doing an Article Series,
and suggested that the committee may want to have tech based
articles listed in order to extend information to the public on
technology in Elgin. Any volunteers interested, please see Keith.
10 . New Business
a. NIPC Session
If anyone is interested in joining a workshop session, let
Keith know. The sessions are about 3 Hours, and he is
interested in feedback if anyone attends .
b. Digital Divide Session
The Digital Divide will be holding a workshop on April 26th,
2001 . The session will last approximately 5-6 hours . If
interested, please see Ellie MacKinney for mor information.

c. ECC E-Commerce Seminar cancellation
The ECC E-Commerce Seminar has been cancelled.
d. Other
Barb Bartosch from Sherman Hospital mentioned that the
ambulance video is ready to go, they are waiting final
approval . They are hoping for a early June date to launch and
give a press release to coincide with the event .
Jim Burns mentioned that Ricochet is up and running, and that
the company may promote themselves to a DSL provider.
Announcements and information should be coming soon.
11. Next Meeting
The next scheduled meeting for the Technology Action Team will be
held on Wednesday, May 9th, 2001, at 8 : 00 a.m. , at the Elgin Police
Department, First Floor Community Room, Law Enforcement Building
(Across from City Hall) .

1. Introductions

2 . Approval of April 11th, 2001 Minutes
The minutes from the April 11th, 2001 meeting were approved as

3 . Committee Updates
Ruth - A new company, Vertical Technologies is moving into
Kurt Kresmery' s building in the downtown area. They are
currently located in Schaumburg. The company specializes in
web based enterprise business solutions . The company is also
consolidating their infrastructure operations from San Jose,
California and Atlanta Georgia which specialize in custom
business applications and web hosting. They are requesting
funding assistance under the e-elgin incentives program.
Jeff - The City is looking to hire a good, digital basic
access database programmer to help rewrite database systems .
Betsy - The Elgin area website has been updated and has a new
look.
Sean - The City has received a draft agreement from Peter' s,
to be granted a franchise in which to lay fiberoptic cable
throughout the City.

Keith - Chamber/Tech Council - On May 3rd, the Chamber and Tech
Council met together to merge the efforts of both groups into
one . There has been discussion about a joint venture to
coordinate a Good Morning Elgin event to be held in September,
2001 . The event may include a high profile speaker with
workshops to follow. The Chamber group would also like to
work with members of the digital divide task force, and have
been making progress on the e-elgin branding idea. Members
from the Chamber group will attend the next TAT meeting, and
update the group on projects that they are working on.
Mayor' s Roundtable - no update .
Courier News Tech Articles - The first article will appear in
the last Sunday of each month. More volunteers are needed to
provide articles about technology in Elgin or a technology
based topic that Elginites should know about . The deadline is
mid month, for a month end publication.
Kane County Economic Development Briefing - The Kane County
Economic Development Advisory Board will be holding a meeting
on Tuesday, May 15, 2001 in Geneva. Anyone who is interested
may attend.
On May 24th, 2001, the Southland Mayors and Managers group will
be doing a presentation on the results of a study about
telecommunication and infrastructure . Anyone who is
interested in attending, please let Keith know.
4 . Ameritech Update
Dave Strahl , Gordie Fletcher and Mark Mini from Ameritech
updated the committee on the status of Project Pronto, the
telecommunications rewrite and answered questions that the
committee members had.
Dave Strahl said that the Telecommunications rewrite is in the
legislative process, with the bill being overhauled in order
for the General Assembly to vote on it . He wanted to thank
everyone for their letters and support . He said that the
Telecommunications Act is a very important issue, and will
have an effect on everyone .
Gordie Fletcher updated the committee on what Ameritech is
currently providing to their customers as far as DSL service,
what they will be providing in the future, and what is
included in Project Pronto, should the legislation pass.

Under current conditions, Ameritech provides DSL service from
the Central Office out to 12 , 000 feet, but beyond that a
different carrier will need to provide the service . Some
areas will require updating of fiber and electronics in order
to continue to have quality DSL service . Most of the downtown
area is covered for DSL, but the potential is there to provide
all of Elgin with DSL service .
Ameritech' s plan extends to 2003 , with many issues to be
addressed within that time frame . Ameritech' s region covers
five states, with the City of Elgin being in the top 100
communities to be included in the first phase of a multi-phase
project . Dave said that Ameritech is interested in partnering
with the City of Elgin to provide the best technology service
possible .
Keith said that the TAT committee as well as the City of Elgin
would like more, better, faster service and good rates from
providers, and the offer is open to all competitors .
5. e-Tropolis Presentation
Representatives from a consulting firm called e-Tropolis gave
a presentation to the committee members on how the Elgin
community could plan for the future in the telecommunications
and energy markets and deliver services locally through our
community.
Evanston was the first model for the concept, and the program
has expanded into other communities . The program includes
three steps : Feasibility Study and Data Gathering, Programming
and Model Development and Partner Selections and Plan
Completion.
The first step in the concept process is to do a Feasibility
Study and Data Gathering of the community. The study will
identify addressable markets, define potential partners,
identify strategies to secure customers, define resources
needed and prepare the City to be knowledgeable decision
makers .
After the first step is completed, the committee can decide to
move forward with the next step in the process or not . We
need to determine if Elgin is ready for this concept .
There is a low risk of investment with the first phase, and
Keith would like feedback from the committee on whether to go
forward with the plan or not .

Jim Burns welcomed all present, and everyone introduced themselves .
2 . Approval of Minutes
The minutes from the February 14th, 2001 meeting were approved as
written.
3 . Committee Reports
Tom Nelson, Infrastructure Committee - The committee has been busy
working with the Chamber on making Elgin more acceptable as a high
tech community.
Jim Burns, Branding - The branding program is moving forward. The
committee is looking at late Spring for the first plaque
presentation. The committee is interested in hiring a local vendor
to make the plaques . They are looking for a street sign effect .
If anyone has any ideas, please let Jim Burns know.
Barb Bartosch, Public Safety - The ambulance video program went to
the City Council and has received tentative approval , but they are
waiting for final approval from the Department of Commerce and
Community Affairs . They have done a few trial runs, and everyone
was very surprised and impressed with the quality of the picture
feed. More updates will be forthcoming.
Jim Burns, City updates - The project to wire the City is moving
along. Ricochet will be bringing their project to the City by the
end of Spring.
Gail Borden Library Update - The Library will be having another
Class for patrons "Computer Tutor Clinic" , and they are looking for
volunteers for this event . If anyone is interested, please give
Betsy O' Connell a call at the Library.
Dave Strahl , Image Committee - The Image Committee is working on
Branding and Marketing Elgin. They are also working on hiring a
marketing firm and raising funds for future projects .
4 . Video Presentation
Ellie MacKinney showed a portion of a video titled Web of Support .
The video highlighted what research has been done to bridge the gap
with families, schools, and communities in the digital divide .
Through the research, they found that parent involvement played a
crucial role, and that reinforcement should start at home . They
also found that access to technology within the communities to be
somewhat limited.
Ellie mentioned that the City will be including a technology survey
in the water bill that is mailed out to the citizens of Elgin, both
in English and Spanish. From the survey, the committee is hoping
to get information from the community on technology issues that
effect them directly. Once the information has been processed, the
committee can make a recommendation.
Ellie also mentioned that the Metropolitan Planning Council will be
having an event on April 26th, 2001 . Ellie will have the
registration forms if anyone is interested in attending, please let
her know. The cost is $50 . 00 .

5 . Elgin Community College Programs
Polly Nash from Elgin Community College discussed with the
committee what the College is offering for patrons starting in the
fall . They are offering many different levels of credit courses in
the Computer and Information Sciences area . They offer Computer
Technical Support Certificates or Microcomputer Specialist Degrees .
Registration for the summer and fall classes begins April 26th,
2001, at the main campus . For more information on these classes,
call Instructor Scott Keiler at (847) 214-7902 .
Stuart Wasilowski who is also from Elgin Community College, gave
the committee a brochure on non-credit, basic and on-line courses
that the College is offering. These courses will help to enhance
or upgrade a persons jobs skills as well as career advancement .
They offer full, part-time, day or evening classes, and financial
aid is also available . For information on these programs, contact
Paul Hummel at (847) 214-7815 .
6 . Telecommunications Act
Dave Strahl mentioned to the committee that the Telecommunications
Act will be expiring in June 2001 . The issues that this act
addresses will effect everyone in Illinois . Attached is a copy of
this document, and Jim Burns has asked that everyone review it, as
this item will be discussed at the next meeting.

Keith welcomed all present, and everyone introduced themselves .
2 . Approval of Minutes
The minutes from the January 10th, 2001 meeting were approved as
written.
3 . Successes
Keith mentioned that the website is now up and running as of today.
The Action Plan and the Incentive Program is listed on the website .
Keith suggested that the members take a look at the website at
www.e-elgin. com.
4 . ECC
No representatives were present to update the committee. Keith
mentioned that the College is expanding their Technology offerings
but the challenge is to attract teachers and instructors for those
classes .
5. COMDEX
Ruth mentioned the next upcoming tech show which will be held April
2nd _ 5th This is the largest trade show, and the goal for the tech
committee is to market Elgin and the midwest area, and let people
know what we are doing as far as technology. Ruth also mentioned
that they would like to have the second Mayor' s Roundtable at this
time as well . There will be a lot of press coverage, and this
would be a good time to have the event . The Chamber is also
working on these projects, and Ruth said that if anyone is
interested in volunteering, to let her know.

6 . Service Group - PC Rebuilds
Keith would like to see if some members of the committee could
recruit local service groups to refurbish computers and return them
back to the community. It would benifit the community to have the
equipment recycled and used again instead of businesses discarding
it .
7 . Updates
a. Website
The Elgin Website is up and running as of today. Check out
the site at www. e-elgin.com.
b. Chamber Tech Council
Chris Manheim updated the committee on what the Tech Council
is doing. The sub-committees have been divided into groups,
and the committees are working on funding assistance .
Chris also mentioned the Manufacturing Showcase which will
take place on March Sth - 8th at McCormick Place in Chicago.
The Chamber is also working on a project to develop CD/DVD
Business Cards . He asked that if anyone has any ideas or
knows of a local vendor that would provide information, please
let him know.
The Branding concept is slow going, but they are moving
forward with the project .
c . Comprehensive Plan
Tom Armstrong said that the committee is working on updating
the Comprehensive Plan, and would like to involve the
Technology Committee input within the Plan.
d. Digital Divide Task Force
Ellie updated the committee on what the Digital Divide Task
Force has been doing. They are moving forward with the sub-
committee, and are narrowing and targeting ideas within the
group . She also found information on the internet, and would
provide it if anyone is interested.
8. CNT - Electric Cooperative
The Center for Neighborhood Technology (CNT) is a 23 year-old
Chicago non-profit organization that develops enterprises that
promote environmental sustainability and community economic
ea. development .
The Community Energy Cooperative (CEC) is a new venture of CNT.
Robert Lieberman, Kathy Tholin, and Anthony Star did a presentation
for the committee on the Community Energy Cooperative .

The CEC provides its members with affordable access to new
technologies that can reduce energy use and lower energy costs .
The changes will reduce peak demand in the summer months, saving
money for members . ComEd will pay the Cooperative for energy
saved, and the savings will be returned to the members in the form
of more affordable technology and contributions to community
development projects.
The Co-op has a three year agreement with ComEd, and they are
beginning to target communities to reshape the load and demand on
energy consumption, improve the electrical systems and reduce the
costs to consumers . Demand for electricity is increasing in
individual homes and businesses, and across the region. But the
system that supplies the power has not always been able to keep up.
The state of California demonstrates what might come in the future :
Skyrocketing Power Costs and an imbalance of Supply and Demand. We
as a community can reduce demand by purchasing energy efficient
appliances, lighting, and redesigning buildings .
rift The CNT and ComEd identified Elgin as a place where growth and
reliability present challenges to the existing system. Making
communities more energy efficient benefits the utility as well as
the consumers .
Membership in the Cooperative is open to any electricity consumer
in the Cooperative' s targeted service areas-residents, businesses,
and organizations . Members have access to the programs and
services offered by the Cooperative .
The benefits in joining the co-op include :
• Lower Energy Bills
• Better Access to Energy-Efficient Technology
• Improved Reliability
• Cleaner Environment
• Community Economic Development
The CEC has its sights on the future . The Cooperative' s programs
will prepare individuals and communities to benefit from the
deregulation of the electric utilities, rather than suffer from
higher energy prices as has happened elsewhere .
The CEC has set March 2001 to launch the program to the public .
Between March and June 2001, they will begin to recruit business
customers for load management . Between April and July 2001 , they
will start the summer residential program.

4 . CNT-Electric Cooperative
Keith handed out a memo on the Community Energy Cooperative (CNT) .
The CNT is a new membership organization that enables communities
to control their energy use and costs and to benefit from changes
in energy technology and regulations . The Cooperative was launched
in June 2000 with support from Commonwealth Edison for an initial
three-year start up period. The short term goals of the group are
Reliability, Quality, Conservation, and Peak load management . Some
of the reasons Elgin should be interested in the program are :
• Improve quality & reliability
• Infrastructure issues
• prepare for deregulation
• cost savings through load management
Keith said that this is a great program and opportunity, and this
would benefit the consumers and make the community more energy
efficient in the future .

5 . Chamber of Commerce
a . Tech Council
J. J. updated the comm-i --e on what the tech council is
doing . The four sub-committees consist of 25 members and
willbemeeting on January 11' , 2001 . They are trying
to work with local firms and comm -� s to find ways to
attract businesses to the City .
6 . Digital Divide Task Force
; a handed out a copy of a survey that :he task force has drawn
up in order to Cather information from local businesses on the
availability of computer use that may be available for public
access . The information gathered will provide to the committee an
idea of what computer services are available in the community, as
well as times, locations, and what type of software is being used.
Ellie asked the committee to look over the survey, and if they had
any questions or comments, she welcomes the input .
7 . ECC - SBDC
Javier Placencia from. SCC' s Small Business Development Center
updated the committee members on what the Center has to offer the
community as well as local businesses . The center provides
information to help small businesses seek financing and resources,
to help in the process of starting and growing their business . The
center also provides training programs and workshops as well as
assisting individuals and small businesses with research programs .
Javier also handed out a brochure on an e-comference circuit that
is being held at the College of DuPage, on March 6, 2001 . If
anyone is interested in attending the program, please let Javier
know .
8 . COE Comprehensive Planning
Tom Armstrong from the City of Elgin' s planning department updated
the committee on what the City is doing with the Comprehensive
Plan . The citizens committee is in the process of getting
organized, and the City planners are reviewing and working from a
1983 Plan . In the 1983 plan, they mentioned the need to watch
energy consumption, and the possibility of running out . Keith said
that the same situation exists today. Within the new plan, the
committee wants to develop general goals and policies relating to
issues now and in the future . Tom invited the members from the
Technology group to attend future Comprehensive Planning meetings,
to give their input and specific recommendations on technology.

9 . Mayor' s Round Table #2
Keith said that he is working on the details of the Mayor' s
Roundtable and will update the committee_ee on his progress .
10 . Other
Proposed Economic Develoome_.t Fund.
Keith is working on a draft for the Development Fund.
The idea can be done by the City or an organization to
use as a marketing tool to focus on Agin. Keith
welcomes any comments from committee members .

No update was given .
• City Council Update .
Keith said that he will be giving the City Council about
a 10 minute update to inform them on the progress of the
Technology Action Committee and the direction that they
are going.
• Chamber/DNA. - Market Program.
Chris Manheim of the Chamber met with Kevin Nelson of the
DNA to help market the downtown in order to attract
businesses to the area .
• 1-Street Tech Guide .
Keith handed out information on a Directory named I-
Street which is a list and directory for news and
networking for the new economy. He encouraged everyone
to contact them to get listed in the guide .
• Other Events .
Besty O' Connell mentioned that the Library is going to
give the computer training classes another try on Tuesday
March 20=x , from 6 : 00 p .m. to 9 : 00 p .m. This time the
program will be titled Computer Tutor Clinic . They
thought the new name is more friendly and open and that
the public may have felt intimidated with the other name
(Speak to a geek) .
Tom Keating mentioned that Judson will be hosting their
speaker series with the first meeting on February 21',
2001, at Judson College, and everyone is welcome .

Cave Strahl also mentioned that 4n_ Challenge 21 Image
enhancement committee ._s c :1_ng resources together, and
getting the communityfocused on image of E ' c n and
what the City of4gin has done to ' prove itself .. They
would like to see _f they could _ "=t ,_ -.. , e named
an All American City. This title would be great honor
to the City, as the orocess to being named an All ll
American City is a long one . The title demonstrates how
a City faces challenges, demonstrates grass roots, and
can go through tough times and reconstruct itself .
11 . New Business
Jeff Massey suggested that the committee may want to do a survey in
the near future on the need for City-wide fiber optics . The survey
make give the committee some insight on what the public desires, if
there is a need within the community, and are they willing to pay
for it .

3 . Successes
a. Crains
Keith said that Crains is running an article about tech
suburbs, and Elgin and Evanston will be featured. He
said that they are interested in what Elgin is doing, and
that the article should run in a couple of weeks .
4 . Chamber of Commerce
a. Tech Council
The Elgin Chamber has formed a Tech Council within the
• last couple of weeks . The council consist of different
sub-committees to coordinate different projects . There
are 15-20 people on the council representing local groups
to better promote technology within the communities .
Four sub-committees have been formed so far . They are :
Branding, e-elgin Initiative, Education, Infrastructure
and Funding . Branding and Funding will be the main focus
of the group to start . Keith said that the Technology
Committee would like to start moving tasks to other
organizations, and this would be a good place to start .
The next meeting of the Tech Council will be on January
11`x, 2001 , at 11 : 30 a .m. at the Chambers. office .

5 . Digital Divide Task Force
Ellie updated the committee on what the Digital Divide Task Force
has been doing . They have met twice as a subcommittee, and have
set up a mission statement as follows :
1 . Review and evaluate existing efforts to provide community-wide
access to computers, computer training and the Internet .
2 . Make recommendation to better coordinate, fund, target and/or
expand efforts .
The committee will be developing a list of existing institutions
and organizations that currently offer computer access and computer
training services . They plan to do a phone survey asking a core
set of questions to evaluate the existing technological
infrastructure of each organization. She asked that if the
committee members would like to add any organizations that they
thought should be included, to contact Ellie at work ( 888-5000
x5310) or by fax (888-5073 ) . They plan to have complete
recommendations to be presented to the Tech Team by May 1, 2001 .
They will also focus on developing three areas of emphasis in order
to make recommendations to the Tech Committee and they are :
1 . Look at existing technological infrastructures .
2 . Look at community and technology plan development .
3 . Look at community user needs and interests .
If anyone has any questions or comments regarding the work planned
for the committee, please contact Ellie .
6 . ECC
a. SBDC - Illinois Coalition/Venture Funding
Keith said that he and Jim McConoughey have met to see
how to create more funding opportunities for local tech
companies . He said that they should work with the
Chamber to look at existing funding that may be
available .
b . Menu of help & financing options
Keith mentioned that they are working on a menu of
funding in which a company can use to apply for
additional funding from other sources and not just have
the application process stop at the first funding source .
He suggested that the menu be completed by April .

7 . DNA (& Chamber)
a. Market Program
Kevin Nelson and John Steffen have met to produce a single image
and marketing plan . Their next meeting is scheduled for January
4= 2001 at the Chamber . Terry Gajewski, from the Chamber is
working on linking the websites together, and could tie the
websites into the marketing program.
8 . COE Comprehensive Planning
Tom Nelson updated the committee on what the City is doing with the
comprehensive plan. He said that City staff and planners have been
involved with gathering information that will outline a plan for
the next 20 years . They have set up public meetings to get input
from the local citizens and business owners about issues concerning
their neighborhoods . The committee stressed that technology
information should be included in the comprehensive plan and that
an invite should go out to City staff and the planners to meet with
representatives from the Technology Action Team. Keith said that
the TAT team need to be aggressive in promoting technology in the
community. He has set a timeframe of 60-90 days to organize and
plan . If anyone has any suggestions or information, let Keith
know.

9 . Future Events
a. Mayor' s Round Table #2
Keith mentioned that the next Mayor' s Round Table will be
scheduled for February or March 2001 . Ruth said that we
would like to use boundaries from ECC and District U-46
for the invite area . We want to include Cities close to
us that were not included in the first meeting . Ruth
said that we need to make these neighboring Cities feel
included in decisions that Elgin is making, not just act
as a lone municipality. We need to work together for the
benefit all of us .
b. ECC/COD e-commerce Conference - April
Keith mentioned that the e-commerce Conference is set for
early April 2001, but a date has not been set yet . Local
businesses and school will participate, with 4 different
colleges to host . Chris said that the Chamber may be
interested in Co-sponsoring this event . Keith said that
he would update the committee as he receives information.
c. Local Grid
Keith referred to the handout attached to the agenda .
The Center for Neighborhood Technology (CNT) has
established The Community Energy Cooperative to reduce
energy demand in targeted communities .

This is the first initiative of its kind designed to help
improve reliability by changing behavior and energy-use
patterns in communities . The immediate goals of the Co-
op are to lower customers costs, reduce energy waste and
pollution, earn money for community development
initiatives, and improve energy reliability. The Co-op
will target pilot communities in the six-county Chicago
metropolitan region where energy demand is growing and
could eventually exceed the current capacity to supply
it . The Co-op will launch its first pilot neighborhood
program in Pilsen later this summer .
Scott Bernstein, founder and president of CNT said " By
collaborating with communities and providing strong
incentives to work together on short term goals, the Co-
op will generate revenue to invest in community
development and new technologies ." By reducing their
demand, members participating in the Co-op' s programs
could save money on their energy bills .
d. Video/Ambulance - Next Step?
Jim Burns updated the committee on the Ambulance project .
He said that the contract should be signed soon, and that
they are set to go sometime in early January.
e. Other Events
Ruth mentioned that the e-elgin incentives and a third
grant for a local business will be on this agenda
( December 13') for approval from the City Council .
Betsy mentioned that the Library' s " Speak to a Geek" did
not go very well the first time, but the Library may
change or rename the meeting to encourage more people to
attend.
10 . New Business
There was some discussion about fiber optics, and how soon it would
be available to everyone . Dave Strahl, from Ameritech, mentioned
that the fiber optics would be available throughout the City by
October of 2001 .

Minutes
The minutes from the October 11', meeting were approved.
Successes
A local business called Toga World, was considering a move to
Rockford, but decided to stay in Elgin and has located their
business in the Promac building on Grove Avenue . They recently
employ 10 people, but see their employee base reaching as many as
75-100 people within a couple of years .
Caring Merchants, another business located on Davis Road is looking
to move in the downtown area soon.
Chris Manheim of the Chamber is also working with another company
to locate in the downtown area .
Tech Showcase
The Technology Showcase that was held at Navy Pier in October was
a great success . The goal was to get information out on the
location of Elgin as a regional tech center, and to put Elgin on
the technology map for future business . Keith thought that our
booth at the show was better than some main businesses . He said
that we should do more events to keep up the high profile for the
City.

Digital Divide Task Force
Keith handed out a draft of the Digital Divide Task Force, and told
the committee members to review the document, and if they have any
questions or comments, to forward them to Ellie MacKinney who will
be leading this group . The Digital Divide is listed as part of the
Action Plan, and the group will be meeting to critique the mission
and plan, and report back to the Technology Team on their findings .
Webmasters Task Force
Keith also handed out a draft of the Webmaster Task Force . Terry
Gajewski of the Chamber and Cindy Rauschenberger will lead this
group . They will also be reviewing their mission and plan, and
Keith has also asked that the committee members look over the draft
and any comments be directed to either Terry or Cindy. One of the
goals for the group will be to organize and link local sites for
easier reference for the general public to use .
Chamber of Commerce
Leo Nelson mentioned that the Chamber is hosting a Tech
organization meeting later today. The Chamber would also like to
meet with local tech firms from Elgin in the near future . Keith
suggested moving some of the tech activities out to local companies
and firms and have them organize and host the events .
Leo met with representatives from Motorola recently and said that
they expressed interest in getting involved with the community. He
also mentioned that the Chamber would like to host an open house
soon to meet with new businesses and introduce them to what Elgin
has to offer .
Keith mentioned that Chris Manheim of the Chamber wrote a great
article that was in the Chamber' s newsletter. He encouraged
members of the Technology Team to get in contact with the Chamber
if they have any information they would like to have circulated.
The Chamber' s newsletter is a great tool for businesses to get
information out to the community.
ECC
Councilman Stuart Wasilowski met with Shane Mandell of the Illinois
Coalition to see if they could set up a process for the next step
in creating a virtual incubator for financial resources to help
small companies . Stuart will be in charge of this effort .
COE
Ray is working with Toga World to set up an agreement with
incentives, in which the City could help with some type of funding,
and if the company is successful in the future, they will give a
percentage back to the City.

He said that the City needs to be open to the needs of businesses
and to provide funding assistance and space for these companies to
be competitive in such a diverse market .
Action Plan
Keith said that he is waiting for a response from ECC and the Boys
and Girls Club, but that the Action Plan should be finalized
sometime in December .
Future Events/Projects
• Gail Borden - Speak to a Geek
Betsy O' Connell mentioned their new program which will be held on
Saturday, November 11', from 1-5 p.m. at the Library . She needs
volunteers, and anyone who is interested, please contact her .
• Mayor' s Round Table #2
Keith said that this meeting would be a follow-up to the first
session. This meeting would be smaller in attendance, with local
officials from neighboring towns invited. Ruth said that a topic
for discussion may be about joint purchasing between the towns, and
Scott Goldstein will facilitate the meeting. A target date of
sometime in February, 2001 was discussed.
• ECC/COE - e-commerce Conference
ECC and the College of DuPage will host a e-commerce Conference
that will take place sometime in late March of 2001 . More
information will be forthcoming.
• Video/Ambulance
Bill Kelty and Barb Bartosch updated the committee on where the
process is for the live video feed from an ambulance . Bill said
that they have received the funding for the project, and that they
are waiting for the legal work to be processed. This will be the
first time this technology will be put to the test . Bill explained
that Boykin and Associates have made a camera to fit in an
ambulance which will feed live video from an accident scene
directly to the hospital . He said that they are ready to go, and
this may set the standard for hospitals to use updated technology
in which to improve public safety services .
• Other Events
Tom Keating mentioned that they have scheduled two speakers for
their Judson Speakers Series . One of the speakers is a Vice-
Chairman of Walmart, and the other is a former Vice-President of AT
&T. He will update the committee on when the dates and times have
been set .

• Fiber Optics
Ameritech and Quasar are moving forward with their quest to provide
the City with fiber optics . Keith has been in contact with both
companies, and will update the committee in the future .
• Evaluate Incentives
Keith mentioned that the Infrastructure Committee will review and
come back to the TAT committee with recommendations . Ray also
mentioned that incentive packages for two companies have been
approved (Rule 29 & Market Group Media) .

Keith handed out t-shirts from a local company - T-Shirts . com. The
company is looking to move, and has already been contacted by the
City of Rockford to relocate their business there . Keith would
like for the company to stay in Elgin, and has suggested a few
places in town for the company to check out .
Representatives from Quasar telecommunications gave a brief summary
of what their company offers . Quasar is a company that specializes
in underground fiber optics . They operate in 14 states, and their
goal is to help bring fiber optics to local municipalities and
spread the fiber optics throughout the city.
4 . Tech Week
Keith mentioned that the brochure for tech week were going out in
the mail and the press was being notified.

He encouraged the committee members to tell friends and co-workers
about the events throughout the week. Also, some volunteers are
still needed in a few spots .
Keith also mentioned that we need to keep in mind all of the
sponsors that hosted and funded each event, and to thank them as
well .
5 . Plaque Program Status
Clay updated the committee on the status of the Plaque Program.
Jim Burns has been working with Clay, and they hope to have a
presentation or information on the program at the next happy hour
event (Wednesday, September 20=" ) .
6 . Website Status
Keith said that he and his wife have been working on the website.
There should be basic information, and they would like to link it
to other local sites, (such as the Library) for easy access for the
general public . The target date to launch the site is set for mid-
October .
7 . Action Plan Status
The final draft of the Action Plan is about 95% complete as of this
date . Clay and staff are working on final changes, and Keith said
that he would distribute a finished copy on e-groups as well .
Within a year or two, Keith suggested that the committee take a
look at the plan to see what progress has been made, and to
evaluate or eliminate information as needed. The plan is to have
it finished and ready by the next TAT meeting to review and focus
on the projects in the plan.
8 . Infrastructure Committee Report
Tom Nelson gave an update on what the Infrastructure Committee has
been doing. They met recently to go over the comprehensive plan,
and would like to meet with the City soon to discuss future
possibilities .
9 . October 17/18 Tech Show Case
Keith mentioned the upcoming Tech Show Case on October 17= & 18'
in Chicago (Navy Pier) . Chris Manheim from the Chamber said that
he would organize this through the Chamber, because they have done
exhibits like this in the past . He would need for someone to
organize a volunteer group to man a booth at the event and provide
information to display as well .
Keith said that this would be a good opportunity for the TAT
committee members to meet and mingle with other regional tech
firms . The event is free to attend.

10 . Volunteer to Join Chamber Recruiting Committee
Keith mentioned that there is a need for a volunteer to join the
Chamber Recruiting Commmittee . He suggested that the person could
be someone local, that would have guidance and leadership for the
position . If anyone has any thoughts or ideas, please let Keith
know.
11 . New Business
Keith mentioned that the brochures for technology and education
week will be available at City Hall or through Clay Pearson.
Also mentioned was the firm Consul-tech, that is providing the
wireless connection at Hemmens for the Technology Workshop on
Tuesday, September 19" .
Keith also mentioned that this was Clay Pearson' s last TAT meeting.
We want to wish Clay good luck in the future, and thank him for all
the hard work and support he has given to the Technology Team. We
will miss him greatly !

1 . Introductions
Keith welcomed all in attendance, and members introduced
themselves .
2 . Approval of Minutes
The minutes from the September 13' meeting were approved.
3 . Technology Showcase
Keith mentioned that the Elgin Tech Week was a success with only a
few glitches . He said that there was good coverage in the
newspapers and the feedback was very positive . Jim Ege said that
the speaker for District U-46 (Jamie McKenzie) was great, and that
the District plans to have him speak again in January.
Keith handed out brochures and tickets for the Technology Showcase
which will be held on October 17=h & 18= at Navy Pier in Chicago .
Everyone is invited and Keith encouraged members to get the word
out and invite others as well . He said that this is going to be an
annual event, and that the sponsors would like to see the first
event be a huge success .
4 . TAT Activities
Keith mentioned that he would like to see a broader participation
within the community for the upcoming events in planning as well as
attendance .
A. Action Plan
Keith mentioned that the final draft of the Action Plan is
complete . If there are any final comments or changes, please

B. Plaque Program
Keith and Jim Burns are working on finalizing the last part of
the program. Keith would like to get a couple of buildings
plagued soon, and anyone interested in becoming involved and
guiding the program, please let Keith or Jim know. Jim also
said that the Crown Plaza mentioned interest in the program,
and everyone agreed that it could be a great example to the
community if they were included in the program.
C . Website
Keith updated the committee on the website . He said that
there is a signed contract now in place, and they are working
on imputing programs to the site . Keith said that the website
will be simple in design with links to other local sites such
as the City' s and Library' s . The website should be up by mid
December.
D. 2-3 Events
Keith suggested that the TAT group look to next year to plan
a few events and to incorporate other outside organizations in
the group. Among the events that were mentioned were another
Mayor' s Roundtable (the first one was very successful) ,
Teachers Workshop - help sponsor and invite parents, evaluate
local websites on the ease and understanding of their use (make
it simple to use) , and maybe another summit or Happy Hour .
Betsy said that the Library is holding a ` Speak to a Geek"
session on November 11` . The meeting will involve spending
time one-on-one with a computer expert to answer questions and
to familiarize people with the computer itself. She said that
this is a trial run, and if all goes well, they may extend the
program in the future .
E . Infrastructure
Keith mentioned that the Kentucky firm Quasar has a proposal
to the City for fiber optics, and is ready to go if approved.
They will do a postcard mailing in the community and measure
the demand for fiber optics . Keith said that the committee
and the City should look at all companies and their options,
and evaluate the incentives of each before making a decision.
F. Community Website
Keith said that committee members (Terri & Cindy) are working
on it, and would like to see it completed soon.

G. Digital Divide Study
Ellie MacKinney is working with committee members to take a
look at what is offered in our community as far as funding,
and what other communities are offering. Keith said that the
communities should research and report their recommendations,
and pull things together to work toward a common goal .
H. Virtual Incubator
Keith and the Chamber are working on this project . Keith said
that companies are approaching him, and there is a need to
gather information and talk together . Any information or
questions you may have, please see Keith or Chris Manheim.
I . Broader Participation
Keith said that there is a need for the community to get
involved in technology projects and if committee members could
get the word out, the participation attendance will greatly
increase, and we may have more resources to tap into for
funding when the need arises .
5 . New Business
Jim Burns reported that the grant was received for the public
safety committee . It should be up and running by the end of the
year. Also, the Elgin Police and Fire Departments will be going
wireless soon, and Jim also reported that the Elgin Police
Department now has two concept cars in their fleet .

address the opportunities technology will continue to provide to
our region. Keith asked if anyone was interested in going and
representing Elgin at the event, to please let him know.
4 . Website
Keith' s wife is working on the website and hopes to have it up and
running by September.
5 . Plaque Status
Clay is working to finalize the framework for the first plaques to
be handed out . Because of Clay' s departure, we will need someone
to work with him and take over the responsibilities when Clay

6 . Digital Divide Study_
Keith mentioned that the Education and Workforce committee needs to
take a look at the four organizations (Gail Borden Library, the Rec
Center, the Pilot School (McKinley) , and the Boys & Girls Club) to
get input, look at future ideas and put the information all
together regarding the community computer center, and report back
to the committee .

7 . Qwest Opportunity
Qwest is an large company that deals in fiber-optics . A
representative of the company approached Keith and Ruth to see how
they could provide Elgin businesses with fiber-optics . Keith said
that this could be an exciting opportunity for the City.
8 . Quasar Opportunity_
Quasar is a company from Kentucky that also deals in fiber-optics .
They are providing the City of St . Charles with fiber-optics at
this time, and would like to expand the service to the City of
Elgin.
9 . Pilot School
The main function of the Pilot School is to provide classroom
support for children, parents and teachers and to provide
instruction on digital diversity within the classroom as well as in
the community. The process target date is set for this January,
2001 . The project coordinators are still looking for funding.
Apple computers are providing some hardware for the project . Ruth
said that this will be an example of the newest technology for the
oldest school in Elgin. The perfect scenario would be to provide
each child with notebook computers that would be portable and easy
for children to take back and forth to school . Ruth said that
McKinley school has many children of families that are in the low
income bracket . This project would bring technology to families
who would not have it or could not afford it . If the program does
well, Ruth suggested to expand it to other schools in the future .
D . New Business
Keith mentioned to the committee of a new opportunity from a
business located in Elgin. The name of the company is T-shirts .
com, and the are located at 35 N. State Street . They are a local
shop which produces t-shirts and such. Keith said that they are
going to put in an order for shirts with the e-elgin logo on them.
If anyone is interested in ordering a shirt, contact Keith as soon
as possible .

1 . Approval of Minutes
The minutes from the May 24meeting were approved.
Matt Hockey from MPower Communications introduced himself to the
committee and explained what his company provides as far as
services to the community. Mpower Communications provides DSL
service to small to medium businesses within a 3 mile radius of the
downtown. They also offer voice over DSL to boost the speed for
business . The fees range in price with an average installation
cost of $134 . 00 and $99 . 00 a month for service . As of now, the
company only offers their services to businesses, and not
residential .
2 . Sept 19/20 U-46 Event
Jim Ege announced that U-46 is sponsoring a keynote speaker (Jime
McKenzie) to kick off a technology workshop for kids and teachers
in the district . The speaker will be in town for two days, at
Bartlett High School and Hemmens, both for a half day each.
Keith mentioned that maybe this would be a good opportunity for the
TAT committee to tie in with the speaker and create an Elgin Tech
Day. Some of the activities that were mentioned to go along with
the speaker were : another Happy Hour, Opening of the Leath
Building, Tech exhibitions, Mayors Round Table, Regional CSPP
Conference, Release Action Plan, and Award the First Tech Plaques .

Keith said that maybe the City, Chamber or the Library could
promote this somehow. Any questions or comments, please give Jim

3 . Draft Tech Action Plan
Keith handed out to all the committee members a copy of the Tech
Action Plan. He said that in formatting the plan, he modeled it
after what the City of Chicago is doing. He said that he would
like to release it to the community in about 2-3 months . The
document could be used as a measurement tool for the committee, to
see what has been accomplished and what still needs to be done . In
order to reach that deadline, he asked that the committee members
review the document and any changes, additions or comments be
directed back to him.
4 . Marketing Committee
Keith said that his wife is working on the website and should have
something by August .
The Branding program is moving along .

Jim Burns commented on the site for TAT members . He encouraged
everyone to log on and give it a try. There is a lot of
information being posted, and is a good location to get information
from the Tech Committee . Some members commented that they have
tried to log on to the site, and have had some problems getting
connected. Jim said that if you are having a problem, e-mail him
at dcburns@cityofelain. orq and he will get you on.
6 . Chamber - TAT role
Chris Manheim commented on the Chamber, the Economic Development
Commission and the Challenge 21 program. He would like to see the
TAT committee and the Chamber coordinate programs in order to have
funding available when needed.
7 . Mayors Roundtable and CSPP
Ruth Munson said that the Mayors Roundtable could be held sometime
in the fall, with the suggestion of tying the meeting in with the
speaker at the U-46 function, a good possibility. The key to the
meeting is getting Mr . Hastert to attend. The issue that is
scheduled to be discussed is the Internet Sales Tax. Ruth will
update the committee on the progress of this issue .

8 . Pilot School
Jim Ege updated the committee on the Pilot School project . Along
with McKinley school, Larsen Middle School and the Boys and Girls
Club are also being considered. The first step of training the
teachers will take place this fall when the teachers are back to
school and in the classrooms .
9 . Infrastructure Committee
Tom Nelson reported on what the Infrastructure Committee has been
working on . They will be meeting and working with a consultant and
the Utilities Companies for guidance and direction with technology
related information. They are also working on the website .
10 . Public Safety Committee
Jim Burns reported on the Safety Committee . They are working with
Sherman Hospital on the ambulance video and it is going well .
Sprint PC has acknowledged an interest in providing the police
department with palm pilots for license plate checking . This would
be done on a trial basis to see how well it works . The committee
is also taking a tour of Motorola for information on wireless
marketing.
11 . Policy Committee
Ruth reported that she could not get appointed to the Comprehensive
Planning Advisory Council and thought it would be a good idea if a
technology member would be interested in applying for a position on
the committee . There are two positions available, and if anyone is
interested, please let Ruth know, and she will get information to
you .
12 . Resource Committee
No Report .
13 . New Business
Chris Manheim mentioned that he may have an opportunity for members
of the TAT committee . He is a past board member of the Mid America
Economic Development Council, and a co-chairman on the conference
committee, and there is a National Competitive Conference being
held in Chicago, in December of this year . They do not have an
agenda as of yet, but some of the topics that might be covered will
be in the technology area . He thought this might be a good time to
address the issue, and see if anyone would be interested in
attending . Keith said he will explore any possibilities, and get
back to the committee at a future meeting.

John Karnatz from IT Services commented on the good job that the
TAT committee has done and encouraged the group to stay on the path
that they are taking . He said that IT Services is a business that
advises management groups on new technology, how to focus on
growing a business and to move quickly in a fast paced industry.
IT Services did a survey and found that companies are doing very
well in the technology area, and that the tech companies are
generally clustered in groups all over. He said the area of Elgin
could be a very attractive place to draw new businesses. All of
the aspects do not need to be in place in order to advertise and
bring the new businesses in.

Some ideas to consider when trying to attract businesses to the
area are softer benefits, guidance and partnerships from larger
corporations, continuing education and training, shared support
services and community support .
Elgin is not alone in trying to promote the City as a high tech
center. Evanston, DePaul University, Downtown Chicago and
Naperville are all doing the same in their areas to a certain
degree. The TAT committee needs to promote to new and potential
businesses, the possibilities that Elgin has to offer and harvest
those opportunities .
Scott Goldstein from Metro Planning Council also commented on the
Technology Teams efforts to attract new business to Elgin. He said
that his company has done surveys in the downtown Chicago area and
that a lot of companies are moving out of the City and into the
surrounding suburbs . He said that the basic rules of economics
have not changed, but the way the information is communicated has.
One idea is to focus on the critical issue areas and set up joint
workshops with local communities to address those issues .
4 . Committee Reports
Marketing:
The invites have gone out and the date is set for the High
Tech Happy Hour (May 31St) . It will be held at Kurt Kresmery' s
building and Prairie Rock will provide the food and drink.
The branding issue was also mentioned by Clay. The committee
would like to get the logo on buildings and firms in the
downtown area, and the Shales family and owners of the Leath
Building have each shown interest . The committee would like
to collect the criteria, draft an idea and get it out by mid-
June.
Clay also mentioned the Website . He said that the committee
is working on the information and hopes to have something on
the web within 60 days .
Infrastructure:
The Infrastructure committee met with the utilities companies
and Tom Nelson said the big issue is uninterrupted power and
the utilities suggested back up grids for the Center City.
Ameritech suggested pooling resources to create a DSL
marketing plan and create a reason to offer low priced DSL to
customers . The committee also would like to provide reference
material through the internet for groups and City interest as
well as provide support for other groups and get more firms
connected up.

Education/Workforce:
Ellie MacKinney reported that McKinley school has been
proposed by 0-46 as the pilot project for a high tech school,
and the project is moving forward. The committee is still
working on some issues such as the Community Technology Center
and will continue to update the committee on the progress .
Public Safety:
Jim Burns said that the internet phone has been hooked up with
the 2 local hospitals, and will see how well it works . The
committee is also going to meet with Metrocom and Motorola,
both of which have expressed an interest. Jim Burns will
follow up and report back to the committee .
Policy:
Ruth commented on the Mayor' s Round Table. The date will be
set for sometime in the summer with Mayor Schock as host .
There has been an issue with trying to get Mr. Hastert booked
for the program. On the agenda for the meeting is the sales
tax issue, as well as a tax debate with the panel members, and
other issues may be discussed as well .
Resources :
Mr . Bob Carlile of the Elgin Chamber of Commerce has expressed
an interest to get involved with the Technology Committee and
the director of ECC small business has services available as
well .
5. Technology Action Plan
Keith would like to get a rough draft together of information to
use as a communication tool to get feedback from the committee and
the community as well . We need to identify what is going on in our
community now, find the holes and fill them in. Please direct any
suggestions or comments that you may have to Keith as soon as
possible .

Tom Kinney, also from Judson College, gave a presentation on what
the College has to offer people who are in management positions.
They offer 5 different courses to help people understand, organize
and to gain an advantage in business technology. They have top
executives from big companies bring real world experience to the
classroom for people to learn from.

Policymakers Summit
Keith said that there has been a lot of feedback and good responses
to the Summit . Clay mentioned that Keith' s presentation is
included with the February Minutes and is a good reference point .
DSL Tour
Members from the Technology Team took a tour through the Ameritech
facility to see what the utility company has to offer both
businesses and the public in general as far as new
technology(including DSL) , and how to get wired for faster service.

see if he can get representatives from the utilities to come to the
neighborhood group meetings and update them on new technology as

Keith, Ruth, the Mayor and a few people from the City Manager' s
office are going to meet with the utility companies at Mr.
Rauschenberger' s office on March 16th, to discuss what options are
available to downtown businesses . They will brief us on their
findings at the next meeting.
6 . Developers Summit
The Developers Summit is set for Tuesday, March 213` at 7 :15 a .m.
at Elgin Community College . Ruth said that there is about 75
people that have registered so far. Ruth also handed out an agenda
for the mornings meeting.

information from all the committees and keep the communication
between both groups open so that a good foundation can be formed.
Marketing and Branding
Clay updated the committee on the marketing and Branding of the e-
elgin logo. City staff is developing a framework to use, and the
draft for the incentives will be presented to the City Council next
week.

along with reviewing original goals and pursuing new ones . Once

Tech Happy Hour in Elgin. We could have it at a local

1 . Approve Minutes
Minutes from the January 19th, 2000 meeting were approved.
2 . Policy makers Summit
Keith and Ruth are in the process of putting together a
presentation for the February 23rd meeting with the City Council .
Keith encouraged everyone to attend, and said this would be a good
opportunity for the Technology Team to promote its cause .
3 . DSL Tour
Keith is getting together about 12 people to tour the Ameritech
building on Monday, February 21St, to update the members on what
Ameritech has to offer to the City and the citizens of Elgin as far
as new technology. The Technology team will be able to get a first
hand look at the day to day operations at Ameritech and a better
understanding of what Ameritech can offer new businesses that are
starting up in Elgin.
4 . U-46 Guest and discuss of Action Plan
eft' Jim Ege told the committee members about District U-46 and how
technology-ready the schools are. About 5 years ago, they started
to wire the schools .

Since then they have seen big changes and they are starting to get
the teachers involved and bring the staff up to par. The
Universities are behind with having to reteach the teachers and the
incoming new teachers are not tech ready at all . The goal is to
have them online within 4 to 5 years . Within the district there
are schools with the southern part not even wired yet . Growth of
the district is a factor also compared to what the schools have
budgeted.
To update the school district and accomplish their goals, the
district is creating school mentors who will be involved with the
teachers and students to bring them online . Also training will
include videos and interaction between teachers and students . The
district would also like to start a "Virtual High School" that would
be totally wired and updated to use as a example for others to
follow. The goal is to impact a lot of people and districts for
the good of the schools . Also, trying to keep up with technology
and not fall behind is a challenge .
As far as the process of beginning to get wired and technology
ready, the district is far ahead, and other districts are now just
e.4 coming online .
Tom Nelson spoke of the goals for the United Way effort . He said
that they would like to gain full access to the Internet for every
agency, get state funds for growth and increase productivity.
Also the committee was updated by Jim Estes on the Boys and Girls
Club and what their plans are . They are working with a small
budget, but they have had help from First Card with the business
donating their old computers . This year they have set a goal to
have more adult education programs available .
Betsy O' Connell described how the Gail Borden Library also has been
updating their computer center with more computers available to the
public . They are in the process of building up their Web page to
make people aware of what the Library has to offer.
5 . Committee Structure
Ruth Munson handed out a list of Technology Action Team Committees
which is broken down into different groups in order to organize
volunteers from different organizations to take part in the group.
Each committee will be assigned tasks, and the committees will meet
and report their progress at the TAT meetings . Anyone interested
in signing on to a committee can contact Ruth.
6 . Updates
Ruth handed out information about an incentive program where
downtown property owners can qualify for funding for technology
infrastructure improvements .

Companies that are relocating to downtown Elgin and existing
companies that are growing and looking to remain in the downtown
Elgin area are eligible for rebates on the costs associated with
moving internal Internet infrastructure and installation fees
associated with moving DSL and T-1 service . Businesses also are
eligible for a refund annually when they promote e-elgin in their
ads .
Ruth also mentioned the market plan for the new e-elgin logo. The
technology committee would like to see it plastered all over the
city to announce that Elgin is technology ready. Also, if the
businesses in the downtown area would agree to use it on their
letterhead and advertising, this would be another way to market the
logo and the branding concept .
The Developers Summit is set for Tuesday, March 21st, at 7 : 30 a.m -
9 : 30 a.m. , at the Seigle Auditorium at Elgin Community College .
Breakfast will be served. The Mayor will give the welcome, and the
speaker will be Stephen Auditore from Devine InterVentures . You

The Utility Summit is set for Thursday, March 16th, probably at
Senator Rauschenberger ' s office on South State Street . The
technology team members would like to get input from the local
utilities on what is available to businesses in the downtown area.
The technology team would also like to update the utilities of
where Elgin is at the present time, and to put Elgin as their top
priority.
According to Ruth, the website for technology information is in the
process of being launched and should be up and running before March
23rd
7 . Other Topics
New Business - Vjungle . com.
The committee has been discussing ways to find a server that we
could all use in order to get information to everyone and an easier
way for the group to communicate. This web site was mentioned and
everyone is urged to use it and see if this will serve a purpose
for the committee . Any feedback is welcomed at the next meeting.

1 . Meeting Minutes
Changes made to last meeting minutes and then approved.
2 . Developer' s Sununit/Incentive Program
Plans were discussed about the developer ' s summit and how the
meeting will attract businesses and to develop the downtown area.
Some of the suggestions were to define a base level and go from
there . We need to define the life span of the existing
technologies and Elgin' s current competitive advantage . How long
will it take and how much to make available new technologies?
The need to move quickly is very critical . Clay suggested the
team members talk to developers of other cities and people in
Elgin to see what they have done . Some of the cities that have
developed technology plans are Peoria, Evanston and Chicago. If
we talk to the developers that have already gone through the
process we can get a good idea on the pros and cons of the
various incentive options . We could also have local developers
advertise Elgin as a tech center and use our logo in their ads to
attract new business and provide an incentive to become e-
commerce ready.
Incentives at this point center around back-up generators and
power supplies, wiring, etc .
3 . Policy Maker Roundtable
Ruth suggested the team have a informal sit down meeting to put
together the technology policies . Then at the next February 23rd
meeting, outline the program for the year and the goals that need
to be reached. The target is to keep the technology team and the
goals in high profile .
4 . Logo, Branding and Marketing Campaign
The key to a successful marketing campaign is to attract new
business and developers to the downtown area. By using a logo
and branding it into a marketing technique, you would be able to
reach a wide variety of businesses .

Ruth handed out an example of the logo that has been drawn up for
the technology committee to use . Jim explained that by using the
logo and "branding it" or introducing the logo to the community,
would present an image and when people see the logo, they will
understand the representation of it . Also, when a business is
awarded the logo in the form of a plaque or sign to place in
their business, they will need to keep up the quality or loose
the "sign" and the good reputation. We can also give
certification to developers to follow and maintain standards . In
addition to developers and firms, residential neighborhoods could
become E-Elgin certified by achieving some level of
"connectedness" . Again maintaining the standard and the
possibility of losing the brand are important .
5 . Illinois Coalition
Keith talked about the Illinois Coalition and said it was a good
resource for the technology team to tap into. He suggested that
we take advantage of the money that the state has available for
grants and funding. The team should also take note of the City
of Chicago, which may be a good resource of information and also
tie into other cities as well . Keith also suggested that the
team may want to check out "High tech happy hour" which is a
great opportunity to connect with others and to advertise as
well . Happy hour is a informal get together usually after hours
to socialize with other companies and to advertise as well .
6 . Devine InterVentures
Keith talked about getting a speaker, plug into the network and
form an incubator, all out of the Illinois Coalition. The
Coalition would be able to provide consultants to form a tech
center at multi levels .
7 . Website
Keith and Jim commented on the website for the technology team.
They suggested that we have it up and running as soon as
possible . The Chicago website is a good place to start to get
ideas for the Elgin site . In the website the team could provide
comments and questions for the general public . The webpage could
also tie into U-46 and have information about the tech center and
the riverfront . Any feedback from the committee, please give to
Keith or Jim.
8 . Site Visit
Jeff Massey commented on the fact that he has not been able to
connect with anyone at Ameritech to do an onsite visit .

It has been very hard to pinpoint the contact person that is in
charge of this . If anyone has any suggestions, please let Jeff
know.
9 . Infrastructure
Chris Manheim is working on this . A basic survey was suggested
to get a feeling of what is out there and what businesses want .
10 . Community Technology Center
Ruth suggested that the team may want to think about creating a
tech center soon. The idea is to bring access to people who
don' t have it, and easy for them to access. The library and the
school district would be a good place to coordinate with the
center. The demand for a center would depend on the needs of the
community. The center could be a place to train and prepare kids
and adults before they go out into the workforce . The center
could also be a good resource for teachers and the schools as
well . U-46 is starting with one school as a "model school" for
advanced wiring and "connectedness" .
There are grants available to fund tech centers, and the need for
technicians is growing.
11 . Other
Adobe:
Everyone agrees that the Adobe has been hard to access . Maybe
the team would like to try something else . Some other
suggestions were My Family or Groupwise. Any suggestions or
comments, let the committee know. We need to get something to
work so the communication doesn' t get lost .
Water Meters:
Clay handed out a memo in regards to the City' s water meters and
the affect that they have had on the connection speeds over the
phone lines . He said the old existing meters do affect the speed
of the connections and there could be problems in some of the
households that have them. Clay suggested that the City could do
a mailer to the residents and if they have a problem, they could
contact the City. The tech team could also post a notice on the
web page or do a press release. Clay reminded everyone that we
want to inform the public without alarming them.
11. New Business & Next Meeting
em. Jeff Massey said that the MIS department is building a new
training center in the lower level of City Hall .

I. Welcome and Introductions
Mr. Rauschenberger welcomed everyone present and ask that they
introduce themselves .
II . Successes
Keith reviewed the twenty-two questions to assess community
electronic commerce readiness and articles that were attached.
They illustrate what developers are doing to attract technology
to communities. He went over the goals that the team has
identified, and the need to focus on the three month goals within
the eighteen month time frame .
III . Public Relations
Clay Pearson updated the members on the current websites with a
handout . He noted that the websites should appeal to all people
and that both web pages (City and TAT) should have a similar look
and feel . He suggested that the city' s web page be a starting
point for people to get information from and expand from there to
other community resources . If there are any questions or
suggestions, Clay would like feedback.

Regarding the Tech book, any questions or comments may be given

The committee members are talking about getting together to take
a Tech Tour of other communities tech centers . This would be a
good photo opportunity and a good chance to look and get ideas .
Ruth Munson reported that she is working on a logo that will be
used to give awareness to the tech center. As soon as one is
chosen the committee will be notified.
III. Resources
Keith suggested that the speaker for the seminar might be Andrew
"Flip" Filipowski who is the chairman and founder of Divine
InterVentures and has been a key figure in the effort to make
Chicago a hub of Internet commerce. He would have the resources
for a support site, which then would allow Elgin to attract
capital and businesses to our City.
IV. Policv
Keith mentioned that his brother, Senator Steve Rauschenberger
would be a good resource to connecting the State of Illinois to
the City of Elgin.
Ruth Munson said that the City Council has accepted the
Technology concept very well .
V. Infrastructure
Jeff Massey reported on the city' s capacity to link up companies
throughout the city on one big network to provide communication
services . The goal would be for highspeed-low cost networking
with the fastest, cleanest data. Jeff said the next boom would
be in highspeed wireless and the city should prepare for it by
planning ahead.
Mark Biernacki touched on the Far West Plan, the update of the
comprehensive plan and the connection the Technology Team would

VI. Education/Workforce Development
Keith and Ruth touched on the Developers Breakfast and the
information that has been collected so far. Ideas suggested were
to have a speaker give brief examples of ways to introduce Elgin
to developers, attract their business and to help sell Elgin as a
major technology center.

Steve and Keith talked about setting up a Bulletin Board instead
of e-mailing everyone with current information. The Bulletin
Board would be easy to access general information, and it would
