Chairperson Knoerr stated that she will read a section of Roberts Rules of Order at the beginning
of each meeting for the next few months to help serve as a refresher.Today, she read Part 1-
How business is conducted.
G. Old Business
1. Solar ordinance
Continued discussion on potential modifications to the City of Elgin's current solar
ordinance.
Commissioner Jacobs updated the commission that the federal tax rebates have been
extended for installation of solar in residential and commercial facilities for another 4
years.The rebate will be for 30%until 2020, after which it will go down to 20%and then
another year following, to 10%. The State of Illinois is still without a budget, and thus has
no ability to provide any rebates. Commissioner Masterson said at the Wanxiang open
house, ComEd suggested a smart grid would come to Elgin prior to 2018, potentially in
2016. Commissioner Jacobs mentioned that the first residential solar permit has been
issued in Elgin. He stopped by the Community Development office and asked the cost of a
permit, and was told it depends, but typically is$140-150. People have the option of
selling power back to ComEd. If one does not sell kilowatts back to ComEd, it is necessary
to have a converter and storage unit, which would cost an additional $6,000-7,000. Liaison
inquired as to the residential permit holder's total cost for solar. Commissioner Jacobs
informed that the resident installed 15 panels with an initial investment was$17,800 total.
She received a $5336 tax incentive, $5000 solar equipment incentive, leaving$7,300 as
the cumulative total.The Code Department informed Commissioner Jacobs that solar
panels' estimated weight is 64 pounds per square foot. He has found in research panels to
weigh closer to 4 pounds each. Commissioner Jacob's goal throughout the solar ordinance
whole process is to generate more panels being installed within the city of Elgin. He fears
those with old homes trying to get solar could lead to more roadblocks. It's important to
learn more about newly built homes, with good structural integrity, and the potential to
r make the permit process easier on those homeowners. Commissioner Jacob's other
concern is how we reach out to homeowners.There is a "residential owners guide to
permits" in the Community Development Department that could and should include solar.
The commission could create and distribute a flyer new home builders to tell them about
solar, and what the steps are, how much it will cost, how much they could save.
Developers and project manager could speak with the Code Department and have them
look at building plans and find out the weight limits of the trust on the home prior to
residential homeowner interest. Commissioner Keare said ECC's lab has a solar panel, and
2-4 pounds per square foot is the average weight.When installing new panels on an older
roof, one must consider push points. Commissioner Aageson suggested we need to solidify
what questions we want to ask Sarosh, of the Community Development Department. She
suggested we bring in a few experts to discuss the ordiance, like an engineer that installs
solar. Gary suggested Brent from Wanxiang or Chet from Freedom Field would be two
options. She suggested Commissioner Jacobs come up with five points of interest.
Commissioner Keare spoke to Andy Urbach from ECC, and he would be happy to join a
discussion too. Chairperson Knoerr said we need a copy of Geneseo's ordinance, which
Wanxiang suggested has been very successful.The ultimate goal is to create a brochure to
market solar installation. Melissa said our research and questions should be sent out in
advance to guests being brought into the conversation. Commissioner Hajek suggested
having an architect would be a better person to invite relative to discussion on weight
limits. He suggested talking to Raoul Johnston in building and finding out what the current
restrictions are in the building code to allow for installation. Chairperson Knoerr said
Judson has a very advanced architectural program with a sustainable component and she
will make some phone calls or reach out to Aaron for contacts there. Bruce Dalquist is an
architect which may be a logical person to reach out to, and Commissioner Segel will call
him. Ideally,we want to have this prepared for the February meeting. Commissioner Hajek
suggested that Sarosh would not need to come to our meeting if we can come up with the
recommended changes with these folks. Commissioner Jacobs agreed to write up changes
in a manner that shows changes directly on the ordinance. He will then send it to the
liaison to distribute to the commission any additions/revisions. After that, it can be sent to
suggested experts. Commissioner Hajek agreed to discuss the issues with Sarosh and
Raoul in Community Development. Liaison agreed to find the Geneseo ordinance to
distribute to the commission. Commissioner Hernandez mentioned looking into grants
opportunities with the Solar Foundation. Chairperson Knoerr suggested asking the experts
for ideas on getting schools or Habitat for Humanity to be interested in solar.
2. Partners for Places grant proposal
Continued discussion on project idea, requirements, and timeline.
Commissioner Masterson mentioned an idea of installing solar panels on the Gail Borden
Public Library Rakow Branch building. It's already a Gold LEED building. Commissioner
Hajek mentioned that we need to get a copy of the building plans to determine the
feasibility of such a project. If it was designed for LEED, there could be potential for land
use around the building,too. Based on the design, panels would only be visible on the
residential side, and not from the road. Commissioner Masterson motioned the
commission further explore a partnership with Gail Borden Public Library district to help
them install solar on their Rakow branch building.All were in favor. The following are
necessary to move forward: Liaison contact the Grand Victoria Foundation to see if match
funding still exists& if Rachel can attend our next meting;Then the Commission will
contact library board to see if there's interest and then conduct a feasibility study. Liaison
will send commissioners the Partner for Places FAQs for reference. Commissioner Segel
noted that 30%of the decision for the Partners for Places grant is based on the STAR
[ Community program.

Liaison announced that Senior Management Analyst,Aaron Cosentino, will be presenting a
report at Wednesday's(tomorrow's) Committee of the Whole meeting at 6 p.m. in the City
Council Chambers of City Hall. Liaison will send out a copy of the presentation to all
commissioners after it has been presented to council.
Commissioner Masterson announced his findings on the Solar Star Foundation and suggested we
can help out local schools.
The next Sustainability Honor Roll presentation is this April.Thus, the Commission would be best
to vote in February, so that award can be ordered in time. Liaison will send out the Honor Roll
nomination template,as well as all previous nominee write-ups to all commissioners for
consideration at the February meeting. Commissioners can bring any new nominations then.

Chairperson Knoerr read through the section of Roberts Rules regarding obtaining the
floor.

1. Conservation Foundation rain barrel partnership program
Review program and partnership support
The commission considered having rain barrels pre-ordered and then picked up at the
Earth Day Celebration or at ECC's event. To promote sustainability issues, the
commission could look to purchasing several extras.That idea was tabled for another
time. Commissioner Frazier motioned to invest the $250 to support the rain barrel
program.The motion passed. Commissioner Masterson asked for photos. Liaison will
request educational materials to distribute to commissioners and the public.
2. Earth Day at Hawthorne Hill Nature Center event sponsorship
Review event plan and budget and consider sponsorship proposal
City Naturalist Maura Neuffer presented the event sponsorship proposal for the 2016
Earth Day Celebration at Hawthorne Hill Nature Center, requesting$1000 in sponsorship
funds. A motion was passed to support the event to the full sponsorship request.
3. ECC Sustainability Green Faire event sponsorship
Review event plan and budget and consider sponsorship proposal
Present from ECC were Katherine Sawyer, Executive Director of Institutional
Advancement and Foundation, Ileo Lott, the new dean of sustainability, business and
career technologies, as well as Glenn Earl, Professor of Entrepreneurship.They presented
their event sponosorship proposal. Maker Faire includes Sustainability Pitch Competition,
Co-curicular event, ECC Shark Tank, Student Robotics Club, ECC Wellness Club—students
from graphic design, HVAC, and they explained how sustainability related to all areas of
academics. Last year's event drew around 800 attendees and over 30 vendors, costing
ECC roughly$10,000.They have created sponsorship levels, and requested the
Sustainability Commission be the single, premier sponsor, providing $5,000 in funding.
The group provided a budget and revenue model for the event set to take place on
Wednesday, April 20, reception 8 am, event 9:45/10-3 pm. Hours are not set in stone yet
—they will need to scale to the size of the event based on the support they receive.
Commissioner Segel will attend some planning meetings. Commissioner Hajek suggested
they push for more media attention to reach a bigger crowd. A motion was passed to
sponsor the event as the premier sponsor.
4. Sustainability Honor Roll
Review any new nominations as well as previous nominations and cast votes for April
2016 honoree
A motion was passed to forego normal voting procedures and present the award to
Multifilm,who has been runner up the last two awards. Liaison will contact Multifilm
regarding honor and write a press release for the award.
5. 2016 National Mayor's Challenge for Conservation
Consideration of national challenge& writing city statement of support
Commissioner Masterson motioned to support, and the motion passed. Liaison will get
to work on the next steps.The item will be placed on Old Business on the March agenda
to remind us of upcoming challenge and offer outreach opportunities.
ComEd grant opportunities
Consider applying for both/either of ComEd's Green Region or Powering Safe
Communities grants
Motion was passed to share this information with other City staff to see if there's a need.
F. Old Business
1. Solar ordinance
Continued discussion on potential modifications to the City of Elgin's current solar
ordinance.
Based on discussions with city's community development staff, the ordinance is "a living,
breathing document," and they will be open to amending it. Commissioner Jacob's
suggestion to have different levels of permits would be a good option. Older homes do
not have the structural roof integrity that newer homes do.There is some flexibility. Two
of Commissioner Jacobs' recommendations would not be part of the ordinance
modification: establishing a fund to refund part of the cost, and publicizing the
availability.Those are separate activities outside of the amendment. Amending the
ordinance would to apply differently to having two different ages of homes (anything
before said date needs engineering, and anything after said date does not need
engineering). Commissioner Masterson found Xaniang's solar panels way 2.33 lbs per
square foot, and the hardware would way about less than that per square foot, all
together less than 5 lbs per square foot (their normal size was 4x8). He also mentioned
there is nothing regarding leasing solar in the ordinance. The commission intends to
continue the discussion. Commissioner Masterson would like to ask someone to speak to

us about the leasing aspect. Liaison will reach out to the resident who has solar on her
home, and see if she would be willing to be a liaison to U-46 for solar efforts.

This item was tabled, as the discussion's development is pending support from Grand
Victoria Foundation.
G. Commissioner comments/announcements
Commissioner Masterson will try to arrange a tour of Multifilm, possibly on the
Wednesday or Friday of Earth Day week when commissioners may already be taking off
work to participate in those sponsored events.

1. Micro Pig Discussion
Presentation from Elgin resident, Dominick Mollica
Elgin resident, Dominick Mollica provided the commission with a description of micro pigs,
including the 14 breeds of varying sizes that fall into the category.The Julianna breed is
the focus of his presentation. He provided a comparison between other size/types of pigs,
as well as reasons for having them as pets and potential disadvantages. He went on to
discuss current zoning ordinances,Title 17 Zoning and Elgin Municipal Code Ordinance No.
G9-10, suggesting the code is outdated, as pet pigs were not even around until 1985. The
ordinance was created at a time when there were just farm pigs, which weigh up to 800
pounds. Commissioners then had the opportunity to asked questions. Commissioner
Aagesen asked what other cities allow micro pigs. Dominick said no cities in Illinois
specifically allow micro pigs, but some might have a conditional use added in. In South
Elgin, having a micro pig does not violate any ordinance, and it's a rather grey area in
Carpentersville, but neither having ordinances specific to the animal. When asked about
vet care, the closest vet to Elgin is in Wheeling,with the next closest being three hours
away. Commissioner Masterson asked about breeding in city limits? Mr. Mollica
suggested that restrictions could be placed in such an ordinance. Commissioner Frazier
asked what he was looking for specifically and Mr. Mollica said a conditional use, or permit
similar to backyard chickens. Commissioner Frazier suggested his strongest footing would
be conditional use situation, but that falls into zoning. Regarding the city's strategic areas
and the Sustainability Master Plan goals, the commission would not be able to support the
efforts. Commissioner Aagesen explained her situation with backyard chickens and that
the HOAs have control over that, regardless if an ordinance is passed. Commissioner
Masterson suggested this situation is different than chickens because those are in the
backyard, and they produce eggs. They support sustainability with both local food supplies
and education as valid arguments. Commissioner Aagesen suggested approaching the
zoning commission would be best since the issues seem to involve the zoning ordinances.
F. Old Business
1. Solar ordinance
Continued discussion on potential modifications to the City of Elgin's current solar
ordinance.
The commission continued discussion on amendments to the solar ordinance.There is
much desire to promote the ordinance, and solar availability to residents and local
businesses. Promotional materials can provide information on tax incentives (those
currently available) as well as the steps taken to get a permit and install, and also promote
the idea of leasing solar panels. Commissioner Hajek suggested changes to the ordinance
would fall into historic building, older and new homes. Historic home may not be able to
have solar panels due to their historic nature, and older homes may depend on the
records that are available. If there are no plans or records available, a structural engineer
would need to be hired to ensure stability of the roof. Newer homes should have the
records and not require the former. Discussions with Sarosh Saher in planning also pointed
out that the concern is not so much the weight of the solar panels, but the effects of wind
and when the wind pulls up on the panel. Perhaps the ordinance just needs a slight
modification saying, "if the city determines that you need a architect/engineer based on
your home's age and records, then you must." Otherwise,the approval process is much
simpler.This stipulation could be based on the date, but not spelled out in the ordinance.
Commissioner Jacobs would like it more specified.
e"'' Commissioner Masterson inquired if the ordinance needs include anything in regards to
leasing. It was determined that is not the city's responsibility, and there would be a buying
agreement if house was sold with leased panels installed. Therefore,there it is not
necessary to include anything about leasing on the city's ordinance.
2. Partners for Places grant proposal
Continued discussion on project idea, requirements, and timeline.
The commission would like to install solar panels on the southern end of the Centre of
Elgin building, close to the parking deck/skyway.This was considered the best option as
it's a community facility and we cutting energy costs would be very helpful. Backup
options would be the Police Department, Eastside Recreation Center, or Public Works.The
commission would like to find out electrical bills for each building, Commissioner Frazier
agreed to find bills in finance. Regarding other building options, public works would have
enough room to store extra panels for educational purposes,for example the Public Works
Open House. If on Police Department, it would need to be on the southern end.
A proposal would need to hold a huge educational component, how the solar serves as a
educational point for visitors and residents at a community facility. It would also save
money, be an example to the community, promote solar options, reduce the city's carbon
footprint, and enhance the quality of life. Some information is still needed to move
forward like the feasibility of the roof. Commissioners need to research how much it would
cost based on scale (3 panels vs. 6 vs. 9), if the roof is structurally sound and how it would
be connected. Commissioner Hajek will speak with building. Commissioner Keare will look
into connectivity. Commissioner Masterson will ask Wanxiang to recommend engineers.
The commission passed a motion to move forward selecting the Centre as the ideal
location to install solar panels if awarded the grant. Liaison will resend Partners for Places
website documents to the commissioners.

3. Conservation Foundation rain barrel partnership program
Discussion of logistics,pickup event, etc.
Commission suggested we try to have the pickup event during Hawthorne Hill's native
plant sale.The commission wants to offer$10 off rain barrels, when purchaser provides an
Elgin address,whether its delivery or pickup,for the first 100 residents (incorporated or
unincorporated). Conservation Foundation can then invoice the City. Liaison will see if the
Conservation Foundation can create a button on payment website for$10 off with Elgin
address. She will also follow up with Wild Ones of Northern Kane County regarding rain
barrel sales at the plant sale.
4. 20016 National Mayor's Challenge for Conservation
Discussion of outreach efforts
Liaison will send marketing materials to commission, pledge information and write a press
release.

elk explain the company's involvement in sustainability and the return on investment it has
provided the business.

Liaison& commissioners Hajek and Segel to report on launch meeting and discuss option
to sponsor network
Commissioner Hajek and the liaison briefed the commission on the Fox Valley
Sustainability Network launch meeting, as well as the opportunity for sponsorship and
commission involvement.The group plans to host meetings every other month.
Commissioners showed interest and asked to be included in invites via email. Each
commissioner hopes to attend one meeting in the next year, and continue conversations
related to collaboration and support.
2. Enviroscapes
Discuss opportunity to contribute to purchase of an enviroscape model to be used at city
and city-sponsored events
The liaison informed the commission that the city's contracted stormwater management
company, Baxter&Woodman, is willing to put$500 of their contract fee towards the
purchase of an enviroscape model.The commission discussed the different model options
available. Commissioner Keare motioned to purchase the Watershed/Nonpoint source
model,with the commission paying the balance, less the $500 allocated from Baxter&
Woodman.The motion was passed.
3. Recycling Magnets
Discuss opportunity to purchase or contribute to purchase of recycling magnets to be
mailed to residents
The commission requested the liaison find out the percentage of customers/residents that
receive their water bill online in comparison to by mail.The commission wishes to find out
more details on glass recycling.The commission would like to partner with Waste
Management a magnet & hand out to be given to residents that continue to receive with
cart hangers for contaminated recycling.The commission passed a motion to table the
discussion until the May meeting,when the discussion can happen with Waste
Management. The liaison will look into cost breakdown.

1. Solar ordinance
Continued discussion on suggested amendments to the City of Elgin's current solar
ordinance.
The commission reviewed content of flyers created by Commissioner Jacobs for solar
promotion. Commissioner Hajek suggested having realtors hand out flyers to older homes,
but a different version of the flyer. Liaison will follow up with staff regarding suggested
ordinance modifications. Liaison will also touch base with resident Paige Fitton to see how
the Solar Social went.
2. Partners for Places grant proposal
Continued discussion on project idea, requirements, and timeline.
The previous idea to install solar panels on the Centre has been dissolved due to gathered
information.The Centre would need a new roof in order to install solar. In addition, flat
roofs are not ideal due to pull of wind on panels. Other ideas were suggested. A small
geothermal system would be a feasible option for Hawthorne Hill Nature Center.
Commissioner Hernandez suggested the commission pursue a pilot program where
households donate organic waste to a group,for example Elgin Community Garden
Network,for use in gardens. It was suggested that Kane County in partnership with the
University of Illinois connection, sells compost bins, and it might be worth looking into. The
commission will continue to explore ideas.

Patsy Hirsh, volunteer at Advocate Sherman Hospital, will discuss community gardening

Patsy provided the commission with a presentation on the community gardens at Sherman
hospital and expressed her desire for community gardening to expand in Elgin.
Commissioner Masterson inquired as to the necessary items needed to garden in raised
beds on old industrial,or"brown" sites. Patsy suggested it is complicated, but perhaps
possible with some sort of barrier.The group would need to do some research. She
suggested it's crucial to have a core group "bought in" and invested in making it work.She
also suggested the city do a survey to look for interest.Throughout research, Sherman
volunteers found raised beds were preferred to tilled areas, mostly to avoid weed issues. It
may be worthwhile to develop a "starter" package to set groups up for success—what is
needed to start and to sustain it.There are gardening and seed grants, usually available in
the fall. Liaison will share Patsy's email address and phone number. Patsy suggested that
another great resource is the "Idea garden" in St Charles, where all the Master Gardener
interns work.The Extension Office is a huge resource as well.

Discuss&provide feedback on ECC and Earth Day events
Commissioner Segel went to ECC's debriefing of the Sustainability Expo. He reported that
the problem mentioned was that they worked with a short time frame.They also
suggested the date was conflicting. Commissioners that were present felt the event was
poorly attended, especially by students.Those students that attended, or worked, the
event did not know what to do, and they did not appear to be running the event, unlike
the previous year. Ultimately, it was not well organized. Commissioner Keare felt it was a
good networking event, but really only met people that were representing other tables.
The commission agreed students need to be more involved in the event. Commissioner
Frazier inquired about the process of sponsored events and whether they required to
s
report back to us. She suggested better event plans need to provided much earlier on,as
well as proof that there is a marketing plan in place. Liaison will ask them to attend next
r meeting,as well as councilmember to address concerns. Liaison will see if there is a post-
event scoring sheet used for city-sponsored events or if that is something to be
considered. Commissioners requested to see ECC's accounting reports for the event.We
need groups to provide accountability. Commissioner Jacobs motioned any future
expenditure be accompanied by an accountability, evaluation, and report of spending and
that any sponsorships should require a city agreement with reimbursements on paid
receipts, as well as a follow-up evaluation and report on spending at meeting following the
event passed.The motion was passed.The commission suggested that ECC plan and
present next year's event much earlier, like January when students return for the
semester.The commission was unsure of who was in charge and running the event. It
should be a college wide project, not just the sustainability classes. Liaison will reach out
to the organizers and try to get them to the next meeting to discuss the event.
Earth Day was successful. Keep the ballons tied up, so kids can't bring them outside.
3. Kane County Food Hub Feasibility Study
Commissioner Aagesen will provide the commission with information on this local study
Commissioner Aagesen discussed the food hub, as a local food distribution center idea
that's about two years out from being reality.The county is looking to create a food hub to
connect groups and communities. Where a local farmer may have a certification in
processing food,they could bring their items to the hub to be processed, packaged and
sold. Farmers would get paid from the hub. It allows them to reach a much larger market
than a CSA or Farmer's Market, and at a much larger scale.The hub would have all safety
certifications. At this point,they are looking primarily at produce. Commissioner Aagesen
suggested we should keep this item on the radar and see what they come up with.The
research and conversations have all been overwhelmingly positive.

Liaision will provide an update on staff's review suggested Solar Ordinance
amendments, and allow for additional feedback on marketing ideas
Liaison shared feedback from city planners regarding suggested modifications.They
modifications are not feasible, as response suggested that regardless of the home's age,
the city requires engineer or architect to reassure roof can support the panels and
mounting is adequate. Liaison will send email from city planner and attachments.The
commission motioned to table this item.

Commissioner Knoerr asked for a report on all the projects funded by the commission, and

fund good ideas.

Waste Management public sector representatives will update the commission on recent
pilot recycling programs and outcomes, as well as plans to expand programs.
Waste Management representatives Vaughn and Sheila provided the commission a
presentation on the recent recycling pilot program in Elgin. They covered the program's
background, Phase 1, Phase 2 and the next steps. Commissioner Aagesen inquired if they
had any information on contamination rates in cities that have banned plastic bags. They
did not have that information.
2. Solar presentation
Elgin resident, Paige Fitton, will provide the commission with a presentation and
discussion.
Paige Fitton provided the commission with a presentation related to energy savings and
solar. She discussed options residents have like having a Nicor energy audit. She also
discussed the Nest thermostat and how it can save energy by changing heating/cooling
settings when you are away from the home. She then discussed solar. While it would be
nice to have off-grid solar, it involves a battery, which is currently very expensive. It was
pretty easy to have on the grid solar. She discussed how solar panels have dramatically
fallen is price in the last 5 years and the payback can be 5-8 years. In addition Home
Owners Associations cannot deny residents. There is also a Federal tax incentive available
to pay for 30%of cost, including the cost of the panels, mounting and installation. Pat
Curran, a builder in the West Point Gardens neighborhood, is supportive of solar and will be
offering solar packages on new homes being built. Perhaps the commission can reach out
to new builders and developers to suggest similar packages. Paige recommends that the
Sustainability Commission send a letter to Home Owners Associations informing them of
the state statute that they cannot deny residents solar, so they are informed when a
resident inquires. She suggested we ask Illinois Solar Energy Association (ISEA)for a draft
letter. Paige recognized Elgin's diverse housing stock and the reasons for the structural
engineer requirement, even though it can be an extra expense. Regarding installation and
the current ordinance, she was curious if there could be more accommodations in the
setbacks on the roof. The current setbacks,she assumed, were for firefighter purposes.
However, she would have liked use more space on the roof for additional solar panels. She
went to the Illinois Solar Energy Association(ISEA) website, checked their certifications and
recommended installers and then sent inquiries to those companies. She picked three
companies based on reviews and asked for proposals. They all conducted site visits and ask
for her energy account number and then explained the process. Paige found ComEd to be a
big barrier in the process. The solar installer applies for an interconnection agreement.
ComEd can't say no,since its part of state legislation. Interconnection agreement and net
metering agreement are required.
3. Debrief recently sponsored events
Discuss&provide feedback on ECC event with Professor Glenn Earl
Professor Earl provided materials regarding the event debriefing they had at ECC, and
suggested they will begin planning the event much earlier this year. He suggested
positioning this as co-curriucular event instead of extra credit and getting more students
involved earlier in the process.
4. ComEd's proposed demand charges policy discussion
Discuss 581585 and its potential effects on homeowners and the solar industry
ComEd is trying to push the state to have demand charges, but ComEd has not said what
the charges are. Some believe ComEd are trying to get a bail out for its nuclear plants. The
proposals have been very vague and suggest getting rid of net metering. The commission is
concerned as it could hurt the solar industry if net metering were abolished or tampered
with. Federal government is supporting renewable energy by offering incentives, and the
state should as well. The ISEA website shows a response to ComEd's letter from April and
highlight the problems in red.

Community members present to join conversation include Bob and Anne Bedard of the
Elgin Community Garden Network(ECGN)Board, Pat Hirsh of Advocate Sherman Hospital
and the Master Gardeners Kane County Extension Office,John Bordsen Chair of ECGN
Board. In addition, resident and U-46 teacher, Paige Fitton was in attendance. Mr. Bedard
inquired if Elgin was a registered Sustainability Community with USDN. He stated there are
142 in the U.S. and it seems to be a favorable standing for grant recipients. He also
mentioned the Partners for Places grant website suggests it be presented that our gardens
target diversity and help with economic hardship. Community gardens could also address
childhood obesity. Water source, soil remediation, and management are the main issues to
look at with each plot of land considered. Mr. Bedard and his colleagues have identified 4-5
sites that target the parameters of this grant. The programs Advocate Sherman has
available could help make this project very successful. Collaboration amongst different
entities in the community is key. The group has identified already that the project would
involve neighborhoods, the city, hospital(s), the extension office, and community networks.
There's a one-year grant of which provides$35,000-70,000 of funding, or a two-year grant
of$50,000-100,000, where the timeframe refers to when all funds must be spent. Mr.
Bordsen said that ECGN has received many inquiries from people and groups in the
community so there is definitely interest. In addition, education is a large part of the
ECGN's mission. Commissioner Segel suggested we develop a working group to develop the
plan and proposal. The sites ECGN has in mind include(1)the vacant lot near Food for
Greater Elgin, (2)AID Elgin land, (3)Kiwanis Club of Elgin, and the Eastside Recreation
Center(ERC).Another site option is Printpack Illinois Inc., located near McLean Blvd. and
Big Timber Rd. In recent years, ECGN purchased power tools for Abbott school students to
build garden boxes. It's possible that they would be interested in doing this again since they
no longer have shop class. This collaboration could be incorporated into the grant, teaching
students skills, which they may not otherwise receive, as the class was removed with
budget cuts in recent years. The group noted that Presence St.Joseph Hospital is starting
gardens this year, with 41 beds.Adovcate Sherman has ongoing classes that are free, and
the community can attend them to learn about gardening. The extension office is very open
to growing new projects, especially when it comes to neighborhoods in need.
The major costs for such a project will come from the building supplies for the boxes, any
remediation to the ground, and administrative costs(website, design work, signs,
education). The group noted a few other considerations. It may be worthwhile to have a
couple rain barrels at the ERC.At the Sherman gardens, some garden boxes are made of
wood, and others are from composite. These two options should be considered. The group
must also consider other enhancements and features like benches,picnic tables, butterfly
gardens, native plants, storage(shed or box),fence, compost bins, signage, and
interpretive signs.A plan must be developed to move forward with this project idea. One
nice part of the sites selected is that they cover all areas of Elgin.
Liaison will look into the USDN certification. The entire group will go through grant
information in detail and visit sites recommended. At the August 2016 commission
meeting, the group can begin building out the costs. In addition, the group will look at the
criteria matrix and map out how to meet each requirement at the September meeting.
Liaison will email meeting minutes to ECGN members in addition to commission.
3. ComEd's proposed demand charges policy discussion
Discuss additional information on SB1585 and potential for drafting a letter stating the
commission's position on the issue.
Commissioner will discuss letter and position with legal. If permitted, she will mail to Illinois
Senators Noland, Oberweis, McConnaughay, and Syverson.
4. Sustainability Honor Roll
Review any new nominations. Discuss advertising nominations. Commission to vote for
next awardee at the August meeting.
Chairperson Knoerr will submit a nomination via the online form at

Commission passed a motion to alter agenda, and allow JoAnn Armenta, president of Shared
Harvest Foundation,to introduce herself and share some quick information. She mentioned how
Elgin was deemed the most obese city in Illinois.She suggested that having a grocery store in
walking distance from neighborhoods and in the downtown area could be very beneficial to the
area, and to help curb this statistic.The store would be open to all, not just members. She is
looking to form partnerships with the Sustainability Commission and other community groups
that have the same vision. She wishes to retrofit a van or bus into a mobile food truck that sells
r subsidized produce to neighborhoods.The foundation just became a 501c3 non-profit,with a
focus on education.JoAnn left contact information with the group.

1. SunPeak Solar will present it's solar feasibility study for select city owned buildings
Matt Bellehumeur,Sales Director for SunPeak Solar, discussed that they are interested in
putting together a Power Purchase Agreement (PPA),which allows a non-profit to take
advantage of tax incentives when getting solar, without paying money upfront for
installation and equipment.The company is interested in setting up a PPA with the City of
Elgin,to provide solar on some city owned facilities.Through discussion with the liaison,
the group is looking at the feasibility of installing solar the Riverside Water Treatment
Plant, at 375 W. River Road in Elgin.The idea is to purchase the power at a fixed cost for
20 years.Saving could be nearly$16,000 in year one with the locked rate at .071 versus
the current.084.This would cover 15%of all the energy at the site. Over the entire 20
years,the site could acquire about$650,000 in energy savings, plus the environmental
benefits that come with it.Tax equity investors put up the lump sum, and get their
payback within 6 years. Investment groups provide the maintenance, monitor, and insure
the equipment.As they own it,they basically would be selling us the energy. We get
r immediate and stable energy costs. PPA can be set up with different rates. Some numbers
are variables. Commissioner Frazier mentioned concern over the security risk of having
people out at a facility that could impact resident's safety, like a water treatment facility.
The commission passed a motion to have liaison get input from Water Director Kyla
Jacobsen on issues such as water safety, and how it aligns with critical responder
responsibilities she has at a facility of that magnitude, or if she has other suggestions of
locations that would be successful, such as the ERC or the Slade Water Treatment Plant.
2. Mighty Acorns budget 2016-2017 School Year
The Commission passed a motion to support the proposed budget and fund it the same as
last year.The commission requested the Mighty Acorns provide a presentation and year-
end report.

Continued discussion on community gardens projects in Elgin&meeting grant
requirements.
John Bordsen, Bob Bedard and Mary Roberti were all present from the Elgin Community
Garden Network. In addition, residents Paige Fitton and June Franz were present.The
group discussed the timeline for the Partners for Places grant.The Request For Proposal
(RFP)goes out in December,with a due date in January. Grants would then be awarded in
April or May. It would be wise to apply for the 2-year grant,given we could not receive the
money until the beginning of a gardening season, and it'd be difficult to put all the funding
to use in one year.The intent over the last month was to approach the groups at the five
potential sites and confirm interest, prior to performing a cost analysis. Bob and his team
visited all the sites, and found they are all ADA compliant.The following describes each
site:
• Kiwanis Park-This park is owned by the City and there is parking, which is helpful.
There is, however, no water source. Bob talked to Kyla and there is a water main
close, and it would cost about$5,000 to bring a feeder line off of it.This park could
have a tiered garden,so the perimeter would still ADA compliant. A solar panel
could run a timer for a water box.This is good site for the grant as we are using
different areas of sustainability. It's also right next to Section A housing.This would
be a highly visible project, as it's located near Villa and National. We could put
native plants along the back retaining wall improve aesthetics. Interpretive signs
would be added for education as well.
• ERC-This site will be undergoing a new park renovation soon. Raised boxes and
then a teaching area off the walkway would be appropriate.There would be a
canopy over the teaching area.They could make the food available to the members
that come.
• AID-AID was not interested in anything being built on their Bowes property, but
they have 13 acres adjacent to the DMV on Route 31. North of the house on the
property,there is a lot of land that ties into the sidewalks.The group has an
unfunded mandate to go out and show they are engaged with the community.
With the state's budget impasse,they haven't been able to accomplish as much.
They were thrilled about the proposal.They want a teaching area in the middle,
and possibly some benches.The rest would be built out around it.This entire
project would be handicapped accessible, with all raised beds.There's no limit to
the size of this garden area and it could produce an enormous amount of food.This
site hits a lot of the criteria for the grant.AID assists 18-90-year-olds.
• Food for Greater Elgin-The ECGN group is looking to visit Garfield Conservatory in
Chicago,to help get ideas for this location. Norm and Michelle would be working
on this.They also want a center area for teaching.The people that use their facility
would have access to the garden. Master Gardeners from the Extension Office can
teach classes at this site. Each section of this would involve urban farming.They
would love fruit trees on this site,too.
• Print Pack-Since this is considered a hazardous materials site, no volunteers or
teaching would be available.The company would build everything, maintain and
water it.They would let Food for Greater Elgin come in weekly and collect anything
that's harvested.They would need a landscape architect draw up plans, and that's
basically all the work needed on our end.
In regards to the grant score sheet,the second bullet point gives points if the project is a
multi-issue plan endorsed by mayor or city manger. It's important to incorporate parts of
the Sustainability Action Plan in writing the grant proposal.
Mary noted that typically when we talk about gardens, we are talking about a season.This
project plan doesn't provide for any type of harvest in the winter months. More work is
being done with hydroponic growing,to provide fresh vegetables year-round. She hopes
to visit places doing this in Aurora and see what options there might be for Elgin.John is
working on the infrastructure plans.
Resident June Franz was also present. She introduced herself and described her passion
for helping feed people. She suggested getting homeless people involved in this project
would help to give them a sense of purpose and encourage healthy eating. She wants to
get involved and eventually get her own plot of land to help feed the homeless.
Next steps:The group needs to find a grant writer to collaborate with other organization
grant writers. Liaison will contact Grand Victoria Foundation. Liaison will continue efforts
to get a USDN membership, have liaison send out STAR Community information.

As of August 4, 33 subsidized rain barrels have been sold through the program, marking one-third
of the commission's 100 subsidized rain barrel goal.
Commissioner Masterson will announce 2016 Northern Illinois Renewable Energy Summit
Liaison reminded that the commission has two free entries this year, as a refund was not
available last year for the two spots we had purchased. Gary plans to drive and has room for
others wishing to carpool. Liaison will provide another reminder of this event at the September
meeting.
Commission Frazier announced a Bring Your Own Bag campaign put on by other groups. This is
something the commission can help promote year-round.

1. Mighty Acorns 2015-2016 School Year Wrap-up
Maura Neuffer, City of Elgin Naturalist, presented a wrap-up report for the past school
year of Mighty Acorn programming. Mighty Acorns now has six classes of 3-6th graders at
Hillcrest Elementary School in Elgin. The stewardship component is what is unique to this
environmental program. The classes take three field trips to Hawthorne Hill Nature Center
on top of all the in-class sessions. The goal is to create environmentally literate students
who also enjoy time outside in nature. Hillcrest Elementary is the perfect partner for this
program, as the students can walk over to the nature center through the park. The
principal is interested in expanding the program to more 3rd grade teachers.
2. Simple Recycling
Discuss Simple Recycling program for free curbside pickup of clothing, shoes, toys, etc.
Liaison will send all supporting materials to the commission. Liasion checked with Waste
Management and they were supportive of such a program. The commission would want
collections tracked to see how much is getting picked up; it would be an interesting
statistic. Commissioner Segel motioned to pursue this program to completion and move
forward to City Council.

Commissioner Hajek suggested the cost may not be worth the amount of staff time
needed as it requires a lot of detailed research to become a certified community. The
certification is based on self-reported information that requires a lot of calculations. It
would take a big, dedicated group of people to accomplish this with lots of time and
research.
Liaison spoke with a representative of the Urban Sustainability Directors Network (USDN)
and it sounded hopeful she could be a member.The basic membership costs $400 a year,
which would need to come from the Sustainability Commission's budget. It also requires
liaison participation in several discussions, which could be useful in bringing ideas and
strategies to the commission. Commissioner Segel made a motion to approve USDN
membership fees. A second motion was made to put STAR Communities on the January
2017 agenda to revisit the idea once we know the status of Community Gardens and if
there is time to move forward.

Waste at City Events
The commission discussed opportunities to reduce waste at events, particularly sorting options,
so that waste could be separated into a trash, compost and recycling. For this to be successful,
many volunteers would be required to stand by bins and make sure the right items are getting
placed in the right place.The commission would like to reach out to local high school green
organizations and ask them to involved and volunteer. It would be best to try this out in the
spring at the Fox Trot.

Evaluate Shared Harvest Food Co-op funding and suggested support
Thomas Lesiewicz of Shared Harvest was present to answer any questions. He explained
the group has several banks lined up willing to support this investment, but for the
economic model to work,they need city support for the build out part of the project.
Banks can assist after build out is completed. Shared Harvest wishes for the community to
be more vocal, and that means more groups on board. Liaison explained it would not be
within our duties to suggest where the funds come from (like TIF). The commission could,
however, write a letter support to city council describing the coop as a good investment of
city funds. Chairperson Knoerr volunteered to draft the letter.
Funding must be lined up by the end of this year. Without said funding, all efforts and
contracts must be renegotiated. Shared Harvest plans to go to City Council in November
for the final ask. Commissioner Segel motioned for the commission to communicate a
positive message in support of Shared Harvest Food Coop and encourage them to provide
a sufficient amount of funding that identifies that the city is truly supporting the build out
of this community project. The motion passed. Liaison will send Tom the DCEO grants
Gary found.

The RFP for Partners for Places goes out in December, so USDN membership timing is
perfect.The liaison will need to become a member in November. Patsy Hirsh went to
Wisconsin and found a property that has the same type of project that the group is
proposing for AID. She went to a Master Gardener conference and toured an aquaponics
system that was solar powered and had a greenhouse. It's gravity-fed system had tilapia
tanks up high, and water flows down and feeds crops, and they are able to harvest every
day all year round. Water is recycled; waste product from tilapia provides nutrients to
grow the plants. They have a grading system for nutrient content in food created in these
processes. This project produces a level 6, meaning its extremely high in nutrients. Building
edifices costs $5000. The company Bob Bedard found will take 55% of profits off the cost
as they want to help with such a project in Elgin. They ensure all is ADA compliant inside
and outside with a 3D mapping system. Meat handling could be done in the building on
the AID property. It meets the needs for the mandate to provide work for AID clients.The
system Patsy Hirsh saw provides fresh vegetables to local restaurants, schools, coops, and
grocery stores. For the footprint, it grows 5x the amount of produce as a regular growing
season. The architect understands the grant process and would provide drawings prior to
receiving any grant funds. Liaison explained her concerns about needing an RFP for such
work. Liaison needs to confirm the grey area with legal, whether or not grant funds given
to city for community project needs to work through the normal purchasing process.
Bob Bedard also knows an artictect LeAnn, who can help with the build out drawings the
'"" Food for Greater Elgin property. She is a minority local business. She needs to provide us
with real costs to associate with this program.
Kiawannis Park would require about $5000 for the water pipe, and rest of the build out is
simple. Commissioner Segel wants to know how we can get more people from the
community involved, other than just the group that would be there working. He wants to
incorporate a bigger education component for students. Food for Greater Elgin site is
intended to be a teaching site for urban farming. Patsy Hirsh said many schools like Elgin
High School don't have appropriate places to teach such things. It would be nice to have
smaller scale aquaponics at their schools in the future. Bob Bedard said these teaching
gardens could provide a location for people to learn about it before they try to build their
own garden. Grant should be written in away to allow for plenty of funds, and if there are
funds unused for building the gardens initially outlined in the plans, they could be used for
educational signage at the locations. With training people to eat healthy,the group could
also get ECC's culinary department involved to provide recipes. Liaison will forward Illinois
State grants to Bob Bedard to see if there are any backup option for some of these sites.

Prior to this meeting, Commissioner Frazier resigned and Commissioner Fitton was appointed by
City Council. Chairperson Knoerr and Commissioners Aagesen, Fitton, Hajek, Hernandez, Keare,
and Segel present.

1. Elgin Green Groups 350 letter of support
Evaluate need for a carbon fee to address climate change and suggested support
Sandy Kaptain is the chair of the Elgin Green Groups.The discussion item was named
incorrectly as the letter of support is a request from the Citizens Climate Lobby (CCL)
organization, which Mrs. Kaptain is also a member of. Deni Mathews, chair for Citizens
Climate Lobby was also present. The CCL organization has been around for 7 years. Every
June, the group goes to Congress to lobby for passing a carbon fee and dividend. The
group has a very sharp focus on working to get legislative action toward a carbon fee. CCL
calls it a carbon "fee," because the money collected would be given back to citizens. Coal,
oil and gas sources would pay a rate, starting at$15 per ton. 100% of the money collected
from such a fee would be returned to all American families, but it has not been
determined how it would be returned (check, income tax rebate, etc). Climate change is
escalating, and the models have been refined as it is happening faster than expected. Elgin
committed to sustainability when it developed the Sustainability Action Plan, adopted in
2011. Several sections in the summary and the Alternative Energy section (Goal 1: to
encourage energy conservation by citizens and businesses) are addressed with this
legislative support. It also fits the Economic Development section's Goal 1. Mrs. Kaptain
suggested a carbon fee dividend would help the lower and middle class people the most.
The only ones that would pay out of pocket are a wealthier group who use much more
energy than others. Citizens Climate Lobby is working with four US House Representatives.
Some studies show that if we could pass a carbon fee and dividend program, it could
resolve a 50% reduction in greenhouse gas emissions by 2030. Support from citizens,
churches, organizations will help improve the chances of moving this legislation forward.
CCL is asking the Sustainability Commission to sign a letter of support. Chairperson Knoerr
suggested she was concerned about how it could impact the economy. She suggested the
issue is when gas prices go up, so do groceries or other things, and that can impact a lot of
people.There are two letters- One is for carbon fee and dividend,the other is for climate
action. There are two ways the letter can be used by the organization. All letters will be
used with the member of congress in the district. The second, if desired, can be used for
other purposes, which might be on a list of supporters that's public to a broader audience.
Kaptain and Mathews explained that the support from business and community leaders
makes a bigger impression on legislators. The letter requested would come directly from
the Sustainability Commission. The commission will continue the discussion and have
something ready, if decided, in January. Kaptain will send the liaison the letters digitally
and she will disburse them to the commission. Commissioner Aagesen motioned to
include the discussion item on the December agenda and continue discussion once
commissioners have time do to some personal research. The motion passed.

Bob Bedard updated the commission that two proposals (AID and Food for Greater Elgin)

The RFP will be relaeased on December 5 with application due January 30. There's a Q&A
round coming up as well. Bob Langlois, who also serves on Food for Greater Elgin board,
was present. They met with AID executives, and found out they were proposing to sell the
Route 31 site. After a discussion,AID executives were very excited about this possibility
and they agreed to hold off on any action to the property until they hear back if we receive
C the grant. One stumbling block is that AID does not want to take on increased fiduciary
responsibility or increased employee work.They were concerned over a revenue stream
and that it could jeopardize them as a non-profit, that would need to be run by someone
else. Bob Langlois has been an Elgin resident for 36 years. His job was to introduce
technology to Africa. His company was approached 18 months ago by a government in
Kenya, and wanted to take advantage of agricultural technologies in one of their counties.
They researched with U of I on power side and Iowa State on agricultural side. With
technology advances, it is now commercially viable to create rural collectives with
aquaponics. In such systems, fish are grown in large tanks and their waste creates nitrogen
that is fed to vegetables.This creates a closed loop system, using 90% less water than
conventional agriculture. An 80x80 foot greenhouse can produce 66,000 heads of lettuce
per year. Aquaponic and solar are much more viable, and the combination gives you a
sustainable year-round agriculture with a harvest that is predictable. It has a multiplier
effect as well in that it produces employment for the meat and vegetables. There is a
system in Chicago and it may be worthwhile to tour. That system's fish are processed in
Oak Park. Commissioners Aagesen, Hajek and Segel agreed to go through the Sustainability
Action Plan and pull out ways that this project supports it. Zoning and health department
considerations would need to be addressed in the business model.

Commissioner Alvarez just began his new position with the City of Elgin as a building
inspector. He has over 15 years of experience as a carpenter, went to school for HVAC, and
also does home renovations outside of work with the city. He is looking to convert an old
1970s house he owns into a zero-energy home.

1. Vehicle Fleet discussion
Discuss City's vehicle fleet and sustainable options and criteria for new purchases
The liaison explained the current "green"fleet stock and an analyst's persepctive on
purchasing such vehicles. There can be extra maintenance and not enough cost savings to
make it worthwhile. It might be feasible to recommend all-electric vehicles for new
purchases if the vehicle(s) were to use by staff that drive around frequently, like code
officers. While hybrid vehicles require additional maintenance, and all-electric may require
less. Liaison will look into what type of infrastructure would be needed for maintenance of
such vehicles. Regarding notes from the analyst at public works, lisiaon would inquire if the
"Ford focus cost 40% less than a green vehicle" statement included the fuel costs
associated with each vehicle.
2. Co-sponsorship of documentary films showing"Bikes vs. Car"with Elgin Community
Network and Elgin Bicycle and Pedestrian Advisory Committee

The documentary film will be shown on Tuesday, January 17 at the Gail Borden Public
(lb' Library,from 6:30-8:30 p.m. The commission passed a motion to sponsor the event and
help promote it.

rk Liaison updated commission that she had set up a meeting with various stakeholder
groups to discuss this project in more detail. She would report back at the January
meeting, but it was likely the group would not be able to apply for a grant until the next
round in the summer of 2017.
2. Elgin Green Groups 350 letter of support
Discuss any additional information found in commission research in letter of support for
a carbon fee to address climate change and whether or not to move forward with letter
Commissioner Fitton suggested the commissioners watch an episode of"Years of Living
Dangerously," available on Amazon Prime, which talks about a carbon fee. A different
episode, set to air on Wednesday, December 21, will be about the Waukegan coal plant.
Commissioner Hajek suggested the need for an economical perspective on the issue, and
that there is not enough information to support a letter right now. A letter of support for
the climate change, however, would be worthwhile. The commission agreed to try and
watch the episode Commissioner Fitton mentioned to get a better idea. A motion was
passed to pursue a letter of support for climate change action. It is supportive of the
mission of the sustainability plan, only on a larger scale. The chairperson, on behalf of
commission, will sign the letter.

The liaison provided the commission with a draft of the 5-year Sustainabilty Action Plan
progress report and requested all read it, and find anything that might be missing or
should be changed. In addition, when reviewing objectives listed as "Not Started,"think of
which might be worth taking on in 2017. In addition, if it's listed as "Not Started," should it
be reconsidered or is it realistic. For example, Commissioner Alvarez suggested we look
into the educational signage along the river. Commissioner Hajek suggested that new
castings that say, "Drains to River" are actually already required for new developments, so
that would technically be "In Progress."These insights will be important to updating the
draft into a final version. The update will be provided to City Council via presentation at an
early 2017 City Council meeting.
